New Delhi , the 8th July 1975
G.S.R. 400 (E) . In exercise of the powers conferred by the proviso to article 309 and clause (5) of article 148 of the Constitution and after consultation with the Comptroller and Auditor General of India in relation to persons serving in the Indian Audit and Accounts Department , the President hereby makes the following rules , further to amend the Central Civil Services (Revised Pay) Rules , 1973 , namely:-
1. Short title and commencement. ( i ) These rules may be called the Central Civil Services (Revised Pay ) Seventh Amendment Rules , 1975 .
(ii ) They shall be deemed to have come into force on the first day of May , 1974 .
2. In the First Schedule to the Central Civil Services ( Revised Pay) Rules , 1973 in Part E, under the heading "XII-Ministry of Law, Justice and Company Affairs (Department of Legal Affairs ), " after serial number 1 and the entries relating thereto , the following shall be inserted, namely:-

EXPLANATORY MEMORANDUM
The Central Civil Services ( Revised Pay) Rules , 1973 which were promulgated to imple- ment the recommendations made by the Third Pay Commission with respect to the pay scales of Classes I , II, III and IV employees of the Government , have been given effect from 1st January, 1973. In the case of posts which have been upgraded to the level of Rs . 3000 ( fixed) or above , it has been decided that the revision should be given effect to from such suitable dates ( not being dates earlier than 1st May , 1974) in order to avoid administrative difficulties . The present amendment to the First Schedule to the aforesaid Rules which indicates the revised scales for one of such posts , is accordingly being given effect from 1st May, 1974 and will be implemented in respect of the holder of the post from that date under a separate order issued simultaneously . No Government servant is likely to be adversely affected by the retrospective amendment .

सा ०का ० नि ० 400 ( प्र) - राष्ट्रपति संविधान के अनुच्छद 309 के परन्तुक और अनुच्छेद 148 के खण्ड( 5 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा भारत के नियंत्रक और महालेखापाल से भारतीय संपरीक्षा और लेखा विभाग में सेवारत व्यक्तियों के सम्बन्ध में परामर्श करने के पश्चात्, केन्द्रीय सिविल सेवा ( पुनरीक्षित वेतन ) नियम , 1973 में आगे और संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्: ---
1. संक्षिप्त नाम और प्रारम्भ ( i) इन नियमों का संक्षिप्त नाम केन्द्रीय सिविल सेवा (पुनरीक्षित वेतन ) सातवां संशोधन नियम , 1975 है ।
(ii ) ये 1974 की मई के प्रथम दिन को प्रवृत्त हुए समझ जाएंगे ।
2. केन्द्रीय सिविल सेवा ( पुनरीक्षित वेतन) नियम, 1973 की प्रथम अनुसूची में , भाग ( ङ) में " विधि, न्याय और कम्पनी कार्य मंत्रालय ( विधि कार्य विभाग ) " शीर्षक के अन्तर्गत , क्रम संख्या 1 और उससे सम्बन्धित प्रविष्टियों के पश्चात्, निम्नलिखित जोड़ा जाएगा , अर्थात्

स्पष्टीकरण शापन
केन्द्रीय सिविल सेवा ( पुनरीक्षित वेतन ) नियम , 1973 , जो वर्ग I , II , III , भौर IV के सरकार। कर्मचारियों के वेतनमानों के बारे में तृतीय वेतन आयोग की सिफारिशों को कार्यान्वित करने के लिए प्रख्यापित किये गये हैं, 1 जनवरी , 1973 से लागू किया गया है । उन पदों की दशा में जो 3000 रु० ( नियत ) या उससे अधिक के स्तर तक उठाए गए हैं , यह विनिश्चय किया गया है कि पुनरीक्षण को ऐसी उपयुक्त तारीखों से लागू किया जाना चाहिए ताकि प्रशासनिक कठिनाइयां न हों । ( ये तारीखें 1 मई, 1974 से पूर्वतर नहीं होनी चाहिए ) । उक्त नियमों की प्रथम अनुसूची में किये जा रहे इस वेत मान संशोधनों का भो , जिनमें ऐसे पदों में से एक का पुनरीक्षित वेतनमान दिया गया है, तदनुसार 1 मई, 1974 से लागू किया जा रहा है तथा उक्त पद के धारक के सम्बन्ध में साथ ही साथ एक पथक श्रादेश जारी करके , ये उसी तारीख से क्रिया- न्वित किए जायेंगे । इस भूतलक्षी संशोधन से किसी भी सरकारी सेवक के प्रतिकूल रूप से प्रभावी होने की सम्भावना नहीं है ।

G.S.R. 401 ( E ) .--In pursuance of the proviso to sub - rule ( 1) of rule 2 of the Central Civil Services (Revised Pay) Rules , 1973 , the Central Government hereby specifies the 1st May, 1974 as the date on which the revised scale of pay , of the post included in Part E of the First Schedule to the Central Civil Services (Revised Pay) Rules , 1973 , by the amendment to the said Rules made by the Central Civil Services (Revised Pay) Seventh Amendment Rules , 1975 small come into force , and further directs that the Central Civil Services (Revised Pay) Rules , 1973 , shall apply , (i ) in relation to every person holding any such post on the 1st May , 1974 on and from that date and ( ii ) in relation to every person appointed to any such post after the 1st May , 1974 , on and from the date of his appointment to that post.

सा०का०नि ० 401 ( प्र) केन्द्रीय सरकार , केन्द्रीय सिविल सेवा ( पुनरीक्षित वेतम ) नियम, 1973 के नियम 2 के उपनियम ( 1 ) के परन्तुक के अनुसरण में 1 मई , 1974 को उस तारीख के रूप में विनिर्दिष्ट करती है जिससे केन्द्रीय सिविल सेवा ( पुनरीक्षित वेतन ) नियम, 1973 की प्रथम भ्रनुसूची के भाग ङ में सम्मिलित पद का पुनरीक्षित वेतनमान , केन्द्रीय सिविल सेवा (पुनरीक्षित वेतन) सातवां संशोधन नियम , 1975 द्वारा उक्त नियमों में किये गये संशोधन के अनुसार लागू होगा, तथा श्रागे और निदेश करती है कि केन्द्रीय सिलिव सेवा ( पुनरीक्षित वेतन ) नियम, 1973 ( 1 ) 1 मई, 1974 को ऐसे पद के धारक प्रत्येक व्यक्ति के सम्बन्ध में उस तारीख को और उससे तथा ( ii ) 1 मई, 1974 के पश्चात् किसी ऐसे पद पर नियुक्त किए गए प्रत्येक व्यक्ति के सम्बन्ध में, उस पद पर उसकी नियुक्ति की तारीख को और उससे लागू होंगे ।
