IMPORT TRADE CONTROL

SUBJECT . Import of stainless steel sheets / plates / strips by actual users other than small scale units for the licensing period April 1975--March 1976 ,
No. 70 - ITC ( PN) /75.-Attention is invited to para 21 of appendix 41 of the Import Trade Poplicy Red Book ( Vol . I ) for the period 1975-76 , wherein it has been stated that the facility of automatic licensing will not be available in respect of stainless steel / heat resisting steel .
2. In so far as small scale units are concerned , it has been stated in the policy indicated against S. No. 10 , Schedule 'D' of appendix 41 of the Red Book (Vol . 1) for the period April 1975-March 1976 that import of stainless steel will be allowed on the basis of assessment of capacity only and no interim release order will be issued on the basis of value of installed machinery or past consumption etc. In the case of actual users other than small scale units , it has been decided that import of stainless steel will be allowed in permisible sizes and specifications on the recommendation of the sponsoring authorities concerned . Accordingly , actual users (other than small scale units ) requiring stainless steel should submit their applications through the sponsoring authorities concern- ed. Import of stainless steel in the case of actual users engaged in ' select' industries will be allowed on the basis of ( i) c.i.f. value of actual consumption of imported stainless steel during the period 1974-75 or ( ii ) the value of actual users licences / release orders obtained for that period plus the value of REP licences obtained by the units

सं ० 70 -भ्र०ई ० टी ० सी० पी ० एन० )/ 75--1975-76 प्रवधि के लिए श्रायात व्यापा नियंत्रण रेडबुक ( वा०-1 ) के परिशिष्ट 41 की कंडिका 21 की ओर ध्यान दिल.या जाता है जिस यह बताया गया है कि आटोमैटिक लाइसेंस की सुविधा जंगावरोधी इस्पात शीट्स/ ताप रोध इस्पात के मामले में उपलब्ध नही होगी ।

किसी प्रकार के पूरक लाइसेंस/ रिहाई आदेश जारी नहीं किए जायेंगे । "गैर चुने हुए " उद्योगों में लगे हुए वास्तविक उपयोक्ताओं के मामले में हकदारी की गणना प्रायोजक प्राधिकारियों की सिफारिश पर 1974-75 अवधि के लिए प्राप्त किए गए वास्तविक उपयोक्ता लाइसेंसों/ रिहाई आदेशों के मूल्य के आधार पर की जाएगी । जैसे कि नीति में व्यवस्था की गई है । प्रायोजक प्राधिकारी ऐसे वास्तविक उपयोक्ताओं से प्राप्त आवेदन पत्रों को भेजते समय आवश्यक समक्षी आने वाली प्रत्येक अलग अलग मदों के लागत बीमा भाड़ा , साइजेस और विशिष्टिकरण के साथ मात्रा की सिफारिश करेगा ।
