RESOLUTION
New Delhi , the 23rd July 1975
No. S- 16025 / 33 / 75 - I.W .--In excrcise of the powers conferred by Section 5 of the Contract Labour (Regulation and Abolition ) Act , 1970, and in supersession of this Ministry's Resolution No. S - 16025 / 51 /74-1.W , dated the 3rd. October , 1974 , the Central Government hereby constitutes a committee to go into the question of working of contract labour system in Manganese , Limestone and Dolomite Mines . ,
2. The composition of the Committee and its , terms of reference will now be as under :-

(1) To consider whether Contract Labour System in Manganese , Limestone and Dolomite Mines is being properly regulated keeping in view the facilities and other welfare measures being provided to them;
(2) To recommend remedial measures for ameliorating the working conditions of Contract Labour engaged in Manganese , Limestone and Dolomite Mines ; and (3) To consider whether Contract Labour System should be abolished in these mines .
3. The headquarters of the Committee will be at New Delhi . The Committee would endeavour to submit a report to the next meeting of the Central Advisory Board.

सं० एस०-16025/ 33 / 75 - एल ० डब्ल्यू०. ठेका श्रम ( विनियमन और उम्मूलन ) अधिनियम, 1970की धारा 5 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और इस मंत्रालय के संकल्प संख्या एस-16025 / 51 / 74- एल ० डब्ल्यू० तारीख 3 अक्तूबर, 1974 का अभिक्रमण करके केन्द्रीय सरकार इसके द्वारा मैंगनीज , चूना पत्थर और डोलोमाइट खानों में ठेका श्रम प्रणाली के कार्य करण के प्रश्न पर अनुसन्धान करने के लिए एक समिति गठित करती है ।
2. समिति का गठन और इसके विचारार्थ विषय अब निम्न प्रकार होंगे :-

विचारार्थ विषय :
( 1 ) मैंगनीज, चूना पत्थर और डोलोमाइट खानों को दी जा रही सुविधाओं, दिए जा रहे अन्य कल्याण कार्यों को ध्यान में रखते हुए यह गौर करना कि क्या उनमें ठेका श्रम प्रणाली को उचित ढंग से विनियमित किया जा रहा है ;
( 2 ) मैगनीज, चूना पत्थर और डोलोमाइट खानों में लगे ठेका श्रमिकों की कार्य-वशाओं को सुधारने के लिए उपचारी उपायों की सिफारिश करना; और
( 3 ) यह विचार करना कि क्या इन खानों में ठेका श्रम प्रणाली का अन्त किया जाना चाहिए ।
3. इस समिति का प्रधान कार्यालय नई दिल्ली में होगा । समिति , केन्द्रीय सलाहकार बोर्ड की अगली बैठक में एक रिपोर्ट पेश करने की कोशिश करेगी ।
