NOTIFICATION
New Delhi , the 5th August 1975
S.O. 419 ( E ) .- Whereas the Mizo National Front ( hereinafter referred to as the Front ) -
( 1 ) Which had openly declared as its objective the formation of an indepen- dent Mizoram comprising of the Union territory of Mizoram and the adjacent Mizo and Kuki inhabited areas of Manipur and Tripura , has been continuing its activities and policy to achieve the said objective and bring about secession of the said areas from the Union of India:
(11 ) has set up an organisation and other bodies including an armed force the so called Mizo National Army , to achieve its objective aforesaid:
( iii ) has , in furtherance of its objective, been employing the said armed force in attacking the Security Forces , the Civil Government and the citi- zens in the Union territory of Mizoram , Cachar District of Assam , Manipur and Tripura, and indulging in acts of arson , looting , inti- midation against the civilian population and recruitment of persons and collection of funds for its organisation ;

( iv ) has, to achieve its objective aforesaid , maintained contacts witwith foreigı countries through its organisation and armed force with a view t securing financial and armed assistance and training for the so called Mizo National Army and has secured such assistance :
And Whereas the Central Government is of the opinion that for the reasons aforesaid , the Front and other bodies set up by it , including its armed wing- the so called Mizo National Army are unlawful associations :
And Whereas the Central Government is further of the opinion that because on the repeated acts of violence and attacks by armed groups of the so - called Mizc National Army on the Security Forces and on the civilian population , it is nece ssary to declare the Front and its other bodies including the so - called Mizo , Natio- nal Army, to be unlawful with immediate effect :
Now Therefore, in exercise of the powers conferred by sub - section ( 1 ) of sub section 3 of the Unlawful Activities ( Prevention ) Act , 1967 (37 of 1967 ) , the Central Government hereby declares the " Mizo National Front and the other bodi- es set up by it, including the so - called Mizo National Army" to be unlawful asso clations and in exercise of the powers conferred by the proviso to sub - section ( 3 ) of that section, directs that this notification shall, subject to any order that may be made under section 4 of the said Act , have effect from the date of its publication in the official Gazette .

का० ग्रा० 419 ( प्र ) -मिजो नेशनल फन्ट ( जिसे इसमें इसके पश्चात् ' फ़न्ट ' कहा गया है) :-
( i ) जिसने खुले रूप से यह घोषित किया था कि इसका उद्देश्य एक ऐसे स्वतन्त्र मिजो- राम का निर्माण करना है, जिसमें मिजोराम संघ राज्यक्षेत्र श्रीर मणिपुर तथा त्रिपुरा के, निकटवर्ती मिजो और कूकी आबादी वाले क्षेत्र समाविष्ट हों, उक्त लक्ष्य की प्राप्ति के लिए और भारत के संघ से उक्त क्षेत्रों को बिलग करने के लिए अपनी गतिविधियां और नीति जारी रख रहा है :
( ii ) अपने पूर्वोक्त उद्देश्य की प्राप्ति के लिए एक संगठन , तथा अन्य निकाय , जिनमें तथाकथित मिजो नेशनल श्रार्मी-सशस्त्र बल भी सम्मिलित है, स्थापित कर चुका है:
( iii ) अपने उद्देश्य को अग्रसर करने के लिए , मिजोराम संघ राज्य क्षेत्र, असम के कछार जिले , मणिपुर तथा त्रिपुरा में सुरक्षा बलों, सिविल प्रशासन और नागरिकों पर आक्रमण करने में उक्त सशस्त्र बल को लगा रहा है और श्राग लगाने, लूट-पाट करने, असैनिक आबादी को अभित्तस्त्र करने के कार्यों में लगा हुआ है तथा अपने संगठन के लिये व्यक्तियों की भर्ती और कोष का संचय कर रहा है :
( iv) अपने पूर्वोक्त उद्देश्य की प्राप्ति के लिए, अपने संगठन और सशस्त्र बल के माध्यम से तथाकथित मिजो नेशनल आर्मी के लिये वित्तीय और सैनिक सहायता तथा THE GAZETTE OF INDIA EXTRAORDINARY

प्रशिक्षण प्राप्त करने की दृष्टि से विदेशों से सम्पर्क स्थापित कर चुका है , और वह ऐसी सहायता प्राप्त भी कर चुका है :
और केन्द्रीय सरकार की यह राय है कि पूर्वोक्त कारणों से , फन्ट और उसके द्वारा स्थापित श्रन्य निकाय , जिनमें उसका सशस्त्र पक्ष तथाकथित मिजो नेशनल आर्मी भी सम्मिलित है, विधि-विरुद्ध संगम हैं :
और केन्द्रीय सरकार की यह भी राय है कि सुरक्षा बलों और असैनिक आबादी पर तथाकथित मिजो नेशनल श्रार्मी के सशस्त्र समूहों द्वारा हिंसा-कार्यों और आक्रमणों की पुनरावृत्ति के कारण , यह आवश्यक है कि फ़न्ट और उसके अन्य निकायों को , जिनमें तथाकथित मिजो नेशनल आर्मी भी सम्मिलित है , तुरन्त विधि -विरुद्ध घोषत किया जाए :
अतः, अब, केन्द्रीय सरकार विधि- विरुद्ध क्रिय। कलाप ( निवारण ) अधिनियम , 1967 ( 1967 का 37 ) को धारा 3 की उपधारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , " मिजो नेशनल फ़ण्ट और उसके द्वारा स्थापित अन्य निकायों को , जिनमें तथाकथित मिजो नेशनल ग्रार्मी भी सम्मि- लित है, " विधि- विरुद्ध संगम घोषित करती है और उस धारा की उपधारा ( 3 ) के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , निदेश करती है कि यह अधिसूचना, किसी ऐसे आदेश के अधीन रहते हुए , जो उक्त अधिनियम की धारा ( 4 ) के अधीन किया जाए, राजपत्र में प्रकाशन की तारीख से प्रभावी होगी ।
