S.O. 497 (E ) . In exercise of the powers conferred by Section 13A of the Representa- tion of the People Act , 1950 (43 of 1950 ) , the Election Commission , in consultation with the Government of Sikkim , hereby nominates Shri D. C. Lucksom , Secretary to the Government of Sikkim in the Food and Civil Supplies Department , to be the Chief Electoral Officer for that State , with effect from the date he assumes charge of that office.

का० ग्रा ० 497 ( श्र ) . लोक प्रतिनिधित्व अधिनियम, 1950 ( 1950 का 43 ) की धारा 13 क द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , भारत निर्वाचन आयोग , सिक्किम राज्य सरकार के परामर्श से सिक्किम राज्य सरकार के खाद्य और नागरिक आपूर्ति विभाग में सचिव श्री डी० सी० लुकसोम को उनके कार्य भार ग्रहण करने की तारीख से उस राज्य के लिये मुख्य निर्वाचन अधिकारी के रूप में एतद्वारा नाम निर्देशित करता है ।

S.O. 498 (E ) . Whereas one seat has been allotted to the State of Sikkim in the House of the People by clause (d) of article 371 -F of the Constitution as inserted by the Constitution (Thirty - Sixth Amendment ) Act , 1975 ; and

Whereas the representative of the State of Sikkim in the existing House of the People shall be elected by the members of the Legislative Assembly of Sikkim under the provisions of clause (c) of the said article 371 - F ;

Now, therefore , in exercise of the powers conferred by section 14A of the Repro- sentation of the People Act , 1951 (43 of 1951 ) as inserted by the Election Laws (Extension to Sikkim ) Ordinance , 1975 , the Election Commission hereby calls upon the members of the Legislative Assembly of Sikkim to elect the member to fill the said seat in accord- ance with the provisions of the said Act and the Rules and Orders made thereunder .

का० प्रा ० 498 ( श्र ) . संविधान में, संविधान ( छत्तीसवां संशोधन ) अधिनियम , 1975 द्वारा यथा अन्तः स्थापित , अनुच्छेद 371 च के खण्ड ( घ ) द्वारा सिविकम राज्य को लोक सभा में एक स्थान आवंटित किया गया है; और

विद्यमान लोक सभा में सिविकम राज्य का प्रतिनिधि सिविकम राज्य की विधान सभा के सदरयों द्वारा उक्त अनुच्छेद 371 च के खण्ड ( ङ ) के उपबन्धों के अधीन निर्वाचित किया जाएगा;

श्रतः , निर्वाचन विधि ( सिधिकम पर विस्तारण ) अध्यादेश , 1975 द्वारा लेक प्रतिनिधि, य अधिनियम , 1951 ( 1951 का 43.) में यथा अन्तः स्थापित धारा 14 ष द्वारा प्रश्त्त शदित्यों का प्रयोग करते हुए , निर्वाचन आयोग सिषिकम राज्य की विधान सभा के सदस्यों के उक्त स्थान को भरने के लिए , उक्त अधिनियम और उसके अधीन बनाए गए । नयमों श्रौर श्रादेणों के उपबंधों के श्रनुसार , एक सदस्य निर्वाचित करने की अपेक्षा करता है ।

In pursuance of the provisions of sub- section ( 1 ) of section 39 of the Representation of the People Act, 1951 (43 of 1951 ) , the Election Commission hereby appoints , with respect to the election to the House of the People by the members of the Legislative Assembly of Sikkim to be held in pursuance of its notification No. 464 / SKM/ 75(1) , dated 12th September , 1975 :-

(a) 19 September , 1975 (Friday ) , as the last date for making nominations ;

(b ) 20 September , 1975 ( Saturday ) , as the date for the scrutiny of nominations;

be taken; and (d) 29 September , 1975 (Monday ) , as the date on which a poll shall , if necessary, (c) 3 October , 1975 ( Friday ) , as the date before which the election shall be com- pleted.

5.O. 500(E ) .In pursuance of section 56 of the Representation of the People Act , 1951 (41 of 1951 ) , the Elcction Commission hereby fixes 11 A.M, to 4.00 P.M. as the hours during which a poll shall , if necessary , be taken for the election in the House of the People by the members of the Legislative Assembly of Sikkim to be held in pursuance of its notification No. 464/ SKM / 75 ( 1 ) , dated 12 September , 1975 .

मा ०श्रा 500 ( प्र ) लोक प्रतिनिधित्व अधिनियम, 1951 ( 1951 का 43 ) की धारा 56 के अनुसरण में, निर्वाचन आयोग अपनी अधिसूचना सं ० 464/ सिक्किम/ 75 ( 1 ) , तारीख 12 सितम्बर , 1975 के अनुसरण में सिक्किम राज्य की विधान सभा के सदस्यों द्वारा लोक सभा के लिए होने वाले निर्वाचन के लिए 11.00 बजे पूर्वाह्न से 4.00 बजे अपराह्न तक का समय उस समय के रूप में उतरद्वारा नियत करना है जिसक दौरान यदि श्रावश्यक हो तो, मतदान होगा ।

S.O. 501 (E ) . In exercise of the powers conferred by section 21 and sub - section ( 1 ) of Section 22 of the Representation of the People Act , 1951 (43 of 1951 ) , the Election Commission, in consultation with the Government of Sikkim hereby-

( i ) nominates Shri R. K. Gupta , Secretary to the Legislative Assembly of Sikkim , to be the Returning Officer ; and ( ii ) appoints Shrí B. N Sharma, Deputy District Officer , East District , Gangtok to assist the said Returning Officer in the performance of his functions ,

in respect of election of one member to the House of the People by the members of the Legislative Assembly of Sikkim , to be held in pursuance of the Election Commission's notification published in the Gazette of India on 12 September , 1975.-

( ii) श्री बी० एन ० शर्मा, उपजिला आफिसर , पूर्वी जिला, गंगतोक को उक्त रिटर्निंग श्राफिसर की, उसके कृत्यों के पालन में, सहायता करने के लिए नियुक्त करता है ।

S.O. 502 (E ) . Whereas the President has , by notification published in the Gazette of India on the 12 September , 1975 , called upon the elected members of the Legislative Assembly of Sikkim to elect one member to the Council of States;

Now, therefore, in exercise of the powers conferred by sub- section (1 ) of section 39 of the Representation of the People Act , 1951 , the Election Commission hereby appointe with respect to the said election--

(a) 19 September , 1975 (Friday ) , as the last date for making nominations ;

(b) 20 September , 1975 ( Saturday ) , as the date for the scrutiny of nominations;

( c) 22 September , 1975 ( Monday ) , as the last date for the withdrawal of candi- datures;

(1) 30 September , 1975 (Tuesday ) , as the date on which a poll shall , if necessary , be taken; and

( ) 3 October , 1975 , ( Friday ) , as the date before which the election shall be completed.

का० प्रा ०,503 ( प्र). लोक प्रतिनिधित्व अधिनियम , 1951 की धारा 56 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , निर्वाचन आयोग , भारत के राजपत्त्र में तारीख 12 1 सतम्बर , 1975 को प्रकाशित राष्ट्रपति की अधिसूचना के अनुसरण में , सिक्किम राज्य से राज्य सभा के लिए होने वाले निर्वाचन में, 11 बजे पूर्वाह्न से 4 बजे अपराह्न तक का समय , उस समय के रूप में एत‌द्वारा नियत करता है , जिसके दौरान , यदि आवश्यक हुआ तो , मतदान होगा ।
