ORDER
New Delhi , the 30th October 1975
S.O. 622 (E ) . In exercise of the powers conferred by section 3 of the Essential Com- modities Act , 1955 ( 10 of 1955 ) , the Central Government hereby makes the following Order further to amend the Newsprint Control Order , 1962 , namely :-
1. ( 1 ) This Order may be called the Newsprint Control Amendment Order , 1975 .
(2) It shall come into force at once .
2. In clause 2 of the Newsprint Control Order , 1962 ( hereinafter referred to as the said Order)
(a) for clause ( e) , the following clause shall be substituted , namely :-
" ( e) ' newsprint' means paper of any of the descriptions specified in Schedule I. used for printing and shall include odd sized newsprint whether produced by NEPA Mills or imported and certified to be as such by the Controller " ;
(b) after clause (e) , the following clause shall be inserted , namely :-
"(ee) 'reject newsprint ' means any newsprint produced by ΝΕΡΑ Mills which cannot be use by a printer or publisher on a rotary printing press on account of numerous joints or crushed central core in it or otherwise defective" ;

3. In clause 7 of the said Order-
(a) the word " or " , occurring at the end of sub- clause ( a) , shall be omitted ;
(b) after sub- clause ( a) , the following sub- clause shall be inserted , namely :-
" ( aa) the acquisition or sale of reject newsprint by NΝΕΡΑ Mills ; " 4. In Schedule II to the said Order , for paragraphs 4 and 5, the following paragraphs shall be substituted , namely :-
"4. The newsprint shall be utilised only for the publication of the newspapers , periodicals, text books or books of general interest , for which it is authorised to be used and shall not be diverted to any other use .
4A . Orders for newsprint shall be placed within 40 days of the date of issue of authorisation ;
5. The said authorisation shall be valid for 3 months/ 6 months ( as may be speci- fled) from the date of issue of the authorisation . "

का० ग्रा ० 622 ( प्र) अनिवार्य पण्यवस्तु अधिनियम , 1955 ( 1955 का 10 ) के खंड 3 द्वारा प्रदत्त अधिकारों का प्रयोग करते हुए केन्द्रीय सरकार एतद्वारा अखबारी कागज नियंत्रण अ. देश , 1962 में आगे संशोधन करने के लिए निम्नलिखित आदेश की रचना करती है, अर्थात्: -
दी जाए । 1. ( 1 ) इस आदेश को श्रखबारी कागज नियंत्रण संशोधन आदेश 1975 की संज्ञा
( 2 ) यह तुरन्त लागू होगा ।
2. अखबारी कागज नियंत्रण आदेश, 1962 ( इसके बाद उक्त आदेश के रूप में संदर्भित ) की धारा 2 में
(क) धारा ( ङ ) के स्थान पर निम्नलिखित धारा प्रतिस्थापित की जाएगी , अर्थात् ( ङ) " अखबारी " कागज का अर्थ है मुद्रण के लिए उपयोग किया गया , अनुसूची 1 में विशिष्टिकृत किसी भी विवरण का कागज और इस में विषय साइजों का अखबारी कागज सम्मिलित होगा वह नेपा मिल्स द्वारा उत्पादित हो या श्रायातित और नियंत्रक द्वारा ऐसा प्रमाणित किया गया हो " ।
(ख) धारा ( ङ) के बाद निम्नलिखित धारा निविष्ट की जाएगी, अर्थात्:--
" ( डङ ) 'अस्वीकृत अखबारी कागज' का अर्थ है नेपा मिल्स द्वारा उत्पादित कोई भी अखबारी कागज जो बहुत से जोड़ो या इस के केन्द्रीय भाग में अपधर्षण छेदों या अन्य प्रकार से कमी के कारण मुद्रक या प्रकाशक द्वारा रोटरी मुद्रण प्रेस पर उपयोग नहीं किया जा सकता " ;

3. उक्त आदेश की धारा 7 में
( क ) उप-धारा ( क ) के अन्त में आने वाला शब्द " या " हटा दिया जाएगा ,
(ख ) उप- धारा ( क ) के बाद निम्नलिखित उप-धारा निविष्ट की जाएगी , अर्थात्:- " (क) नोवा मिलों द्वारा अस्वीकृत अखबारी कागज का अधिग्रहण या बिक्री" ;
4. उक्त आदेश की अनुसूची-2 में पैरा 4 और 5 के स्थान पर निम्नलिखित पैरा प्रति- स्थापित किए जाएंगे, अर्थात :--
" 4. अखबारी कागज का उपयोग केवल अखबारों , आवधिक पत्रिकाओं , पाठ्य पुस्तकों या सामान्य रुचि की पुस्तकों जिन के लिए इस का उपयोग किया जाना प्राधिकृत है, के लिए ही किया जाएगा और किसी भी अन्य उपयोग के लिए अपतित नहीं किया जाएगा ।
4 ( क ) प्राधिकरण जारी होने की तिथि से 40 दिनों के भीतर अखबारी कागज के लिए आदेश दिए जाएंगे ;
5. उक्त प्राधिकरण इस के जारी होने की तिथि से तीन महीनों / छः महीनों ( जो भी निर्धारित किया जाए ) के लिए वैध होगा । "
