S.O. 679 (E) . Whereas a vacancy has occurred in the Council of States due to the death of Shri Bhupendra Narain Mandal , a member elected to the Council of States from Bihar , before the expiration of his term of office ;
Now, therefore , in pursuance of the provisions of sub- section ( 1 ) of Sec- tion 147 of the Representationentation of the People Act , 1951 , the Election Commis- sion hereby calls upon the elected members of the Legislative Assembly of the State of Bihar to elect , in accordance with the provisions of the said Act and of the rules and orders made thereunder , a person to fill the vacancy so caused before 20 December , 1975 (Saturday ) .

का०ग्रा ० 679 ( श्र ) . बिहार से राज्य सभा के लिए निर्वाचत सदस्य श्री भूपेन्द्र नारायण मंडल की अपनी पद। वधि के अवसान से पूर्व मृत्यु हो जाने से राज्य सभा में एक स्थान रिक्त हो गया है ;

अतः , अब, लोक प्रतिनिधित्व अधिनियम , 1951 की धारा 147 की उपधारा ( 1 ) के उपबन्धों के अनुसरण में निर्वाचन आयोग बिहार राज्य की विधान सभा के निर्वाचित सदस्यों से यह अपेक्षा करता है कि वे ऐसे हुई रिक्ति को भरने के लिए 20 दिसम्बर, 1975 ( शनिवार ) से पूर्व उक्त अधिनियम के और तद्वीन बनाए गए नियमों और आदेशों के उपबन्धों के अनुसार एक व्यक्ति निर्वाचित कर दें ।

In pursuance of the provisions of sub- section ( 1) of section 39 of the Representation of the People Act , 1951 , the Election Commission hereby appoints for the election to the Council of States to be held in pursuance of its notification No. 100/CS -BR/ 3 / 75 ( 1 ) , dated the 28th November , 1975: ---
(a) 5 December , 1975 (Friday) , as the last date for making nominations;
(b ) 6 December , 1975 ( Saturday ) , as the date for the scrutiny of nomina- tions;
(c) 8 December , 1975 ( Monday ) , as the last date for the withdrawal of candidature;
(d) 17 December , 1975 ( Wednesday ) , as the last date on which a poll shall , if necessary , be taken ; and
(e) 20 December , 1975 ( Saturday ) , as the date before which the election shall be completed.

का ० प्रा ०680 ( श्र ) . लोक प्रतिनिधित्व अधिनियम , 1951 की धारा 39 की उपधारा ( 1 ) के उपबन्धों के अनुसरण में निर्वाचन आयोग अपनी अधिसूचना सं ० 100 रा० स ० - बिहार/ 3/ 75 ( 1 ) , तारीख 28 नवम्बर, 1975 के अनुसरण में राज्य सभा के लिए होने वाले निर्वाचन के बारे में--
5 दिसम्बर ,
(क) नामनिर्देशन करने के लिए अन्तिम तारीख
1975 ( शुक्रवार) ;
6 दिसम्बर,
(ख ) नामनिर्देशनों की संवीक्षा की तारीख
1975 ( शनिवार) ;
8 दिसम्बर,
(ग) अभ्यथिताएं वापस लेने की अन्तिम तारीख
1975 (सोमवार);
(घ ) वह तारीख जिसको यदि आवश्यक हो, तो मतदान होगा, तथा
17 दिसम्बर, 1975 ( बुधवार) ;
(ङ) वह तारीख जिसके पूर्व निर्वाचन समाप्त कर दिया जाएगा
20 दिसम्बर, 1975 ( शनिवार) ;
एतद् द्वारा नियत करता है ।

In pursuance of section 56 of the Representation of the People Act , 1951 , the Election Commission hereby fixes the hours from 11.00 a.m. to 4.00 p.m. as the hours during which a poll shall , if necessary, be taken for the election to the Council of States to be held in pursuance of its notification No. 100/CS- BR/3 /75 ( 1 ) , dated the 28th November , 1975 .

को० प्रा०681 ( प्र). लोक प्रतिनिधित्व अधिनियम, 1951 की धारा 56 के अनुसरण में निर्वाचन आयोग अपनी अधिसूचना सं ० 100/ रा ० स०-बिहार/ 3/ 75 ( 1 ) , तारीख 28 नवम्बर , 1975 के अनुसरण में राज्य सभा के लिए होने वाले निर्वाचन के लिए 11.00 बजे पूर्वाह्न से 4.00 बजे अपराह्न तक का समय उस समय के रूप में एतदद्वारा नियत करता है जिसके दौरान यदि आवश्यक हो, तो मतदान होगा ।

In pursuance of the provisions of section 21 of the Representa- tion of the People Act , 1951 , the Election Commission , in consultation with the Government of Bihar , hereby designates the Secretary , Bihar Legislative Assem- bly , Patna , as the Returning Officer for the election to the Council of States to be held in pursuance of its notification No. 100 / CS - BR / 3 /75 ( 1 ) , dated the 28th November, 1975 .

फा० प्रा ०682 ( प्र) . लोक प्रतिनिधित्व अधिनियम, 1951 की धारा 21 द्वारा प्रदत्स शक्तियों का प्रयोग करते हुए निर्वाचन आयोग , बिहार सरकार के परामर्श से, अपनी अधि- सूचना सं ० 100 / रा ० स ० -बिहार/ 3/ 75/ ( 1 ) , तारीख 28 नवम्बर , 1975 के अनुसरण में राज्य सभा के लिए होने वाले निर्वाचन के लिए सचिव , बिहार विधान सभा, पटना को रिटर्निंग अफिसर के रूप में पदाभिहित करता है ।

In exercise of the powers conferred by sub- section ( 1 ) of sec- tion 22 of the Representation of the People Act , 1951 , the Election CorCommission , hereby appoints the Joint Secretary , Bihar Legislative Assembly, to assist the Returning Officer for the election to the Council of States to be held in pursu- ance of its notification No. 100 / CS- BR/ 3 /75 ( 1 ) , Dated the 28th November , 1975 , in the performance of his functions .
