EXPORT TRADE CONTROL
New Delhi , the 16th January , 1976
SUBJECT . Export of cotton yarn from India .
No. 5 -ETC (PN) /76. In supersession of Public Notice No. 4- ETC ( PN) / 75 dated the 13th February, 1975 laying down the export policy of cotton yarn, during January- December, 1975,1975, it has been decided to continue exports of all types of cotton yarn from 1st January , 1976 to all destinations for shipment upto 31st December , 1976 .
2. Exports of cotton yarn shall continue to be under O.G.L. 3 issued under the Exports (Control) Order , 1968. All contracts for export of cotton yarn shall be required to be registered with the Cotton Textiles Export Promotion Council , Bombay. Shipments of cotton yarn will be allowed by the Council only against such registered contracts . Autho- risation for shipment will be endorsed on the shipping bills .
3. In respect of shipment to U.K. , U.S.A. and Austria the еxрай нургераге ая extra copy of shipping bill. Prior to submitting the shipping domsrents to the sustoms Authorities , the exporters shall s the shipping document to the southernmed re presentative of the Texptrocil for purpose of quota endorsement and the extra copy of shipping bill shall be retained by the Texprocil representatives
4. In respect of exports to Burma , Libya, Bangladesh, Ceylon and U.AP or any other country which may be included later , the business will be negotiated by the Cotton

Textiles Export Promotion Council or with the approval of the said Council . The Council may also fix minimum prices for export of cotton yarn to certain destinations in which case , the authorisation of shipping bills will be subject to the stipulated prices .
5. A non - refundable charge of 2 / - per 100 kg.kg . subject to a minimum of Rs . 2/- will be charged by the Cotton Textiles Export Promotion Council for issue of authorisa- tion.
6. The shippers are required to submit to the Cotton Textiles Export Promotion Council by 10th of every month the details of the shipments effected by them .
7. Any other terms and conditions laid down by the Cotton Textiles Export Promo- tion Council from time to time shall also apply .

निर्यात । विषय.--भारत से सुती धागे का
संख्या 5 - ई टी सी ( पो एन ) / 76. सार्वजनिक सूचना संख्या : 4- ईटीसी ( पीएन ) / 75, दिनांक 13-2-1975 के अधिक्रमण में जिसमें जनवरी- दिसम्बर , 1975 के दौरान सूती धागों के लिए निर्यात नोति निर्धारित की गई है , यह निश्चय किया गया है कि 1-1-1976 से 31 दिसम्बर , 1976 तक पोतलदानों के लिए सभी गन्तव्य के लिए सुती धागों की सभी किस्मों के निर्यात को स्वीकृति दी जाती रहे ।
2. सुती धागों के निर्यात, निर्यात ( नियंत्रण ) श्रादेश , 1968 के अन्तर्गत जारी किए गए खुले सामान्य लाइसेंस संख्या 3 के अन्तर्गत जारी रहेंगे । सूत्ती धागों के निर्यात के लिए सभी संविदाओं का सुतो वस्त्र निर्यात संवर्धन परिषद् , बम्बई के पास पंजीकृत किया जाना श्रावश्यक होगा । केवल ऐसो पंजीकृत संविदाओं के मद्दे ही परिषद्द्वारा सूती धागों के पोतलदानों के लिए स्वीकृति दी जाएगी । पोतलदान के लिए प्राधिकरण , पोतलदान बिल पर पृष्ठांकित कर दिए जाएंगे ।
3. यू० के ० संयुक्त राज्य अमरीका और आस्ट्रिया के कि पोतलदान के मामले में निर्यातक पोतलदान बिल की एक अतिरिक्त प्रति तैयार करेंगे । निर्यात व्यापार नियंत्रण प्राधिकारियों को पोतलदान दस्तावेज प्रस्तुत करने से पूर्व , निर्यातक कोटा पृष्ठांकन करने के प्रयोजनार्थ पोतल- दान दस्तावेज टेक्सश्रोसिल के प्राधिकृत प्राधिकारियों को प्रस्तुत करेंगे और पोतलदान की अति- रिक्त प्रति टेक्सप्रोसिल के प्रतिनिधियों द्वारा रखली जाएगी ।

4. बर्मा, लीबिया , बांगलादेश , श्रीलंका एवं संयुक्त अरब गणराज्य अथवा श्रध्य कोई भी देश जिसे बाद में शामिल किया जाए , उनके मामले में सूती वस्त्र निर्यात संवर्धन परिषद् द्वारा या उक्त परिषद् के अनुमोदन द्वारा सौदा तय किया जाएगा । परिषद् वृष्ठ गन्तव्य स्थानों के लिए सूती धागों के निर्यात के लिए न्यूनतम मूल्य भी नियत कर सकती है और इस मामले में पोतलदान बिल का प्राधिकरण निर्धारित मूल्य के अधीन होगा ।
5. प्राधिकरण जारी करने के लिए सूती वस्त्र निर्यात संवर्धन परिषद्द्वारा प्रत्येक 100 किलो पर 2/ -रुपये का एक अदेय शुल्क वसूला जाएगा जो न्यूनतम 2/ - रुपये के अधोन, होगा ।
6. पोतवणिकों से अनुरोध है कि उनके द्वारा किए गए पोतलदानों के व्यौरे प्रत्येक माल की 10 तारीख तक सूती वस्त्र निर्यात संवर्धन परिषद् को प्रस्तुत करें ।
