New Delhi , the 19th January 1976
G.S.R. 28 ( E) . In exercise of the powers conferred by section 12 of the Government Savings Certificates Act , 1959 (46 of 1959 ) , the Central Government hereby makes the following rules farther to amend the National Savings Certificates ( IV - Issue ) Rules , 1970, namely :-
1. ( 1 ) These rules may be called the National Savings Certificates ( IV - Issue ) (Amendment) Rules , 1976
(2) They shall come into force on the date of their publication in the official Gazette .
2. In the National Savings Certificates ( IV- Issue) Rules , 1970-
(a) after rule 6 , the following rule shall be inserted , namely :-
" 6A. Purchase of Gertificates on behalf of others
A person or body specified in column I of the Table below may purchase certificate (s) on behalf of persons specified against his or its name in the corres- ponding entry in column II of the said Table :
Provided that the persons specified in the said column II are eligible under these rules to purchase certificates .

सा ० का ० नि० 28 ( ई ) केन्द्रीय सरकार , सरकारों बचत-पत्र अधिनियम , 1969 ( 1969 का 46) की धारा 12 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , राष्ट्रीय बचत पत्न ( 4- निर्गम ) , नियम , 1970 में और संशोधन करने के लिए निम्नलिखित नियम , बनाती है. अर्थातः--
1. ( 1 ) इन नियमों का नाम राष्ट्रीय बचत पत्त्र ( 4 - निर्गम ) ( संशोधन ) नियम, 1976 हैं ।
( 2) ये राजपत्त्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

राष्ट्रीय बचत पत्त्र ( 4 - निर्गम) नियम, 1970 में:--
( क) नियम 6 के पश्चात् निम्नलिखित नियम, अन्तःस्थापित किया जाएगा , अर्थातः--
" ४क अन्य की बौर से बचत पत्रों का क्रय : -
नीचे को सारणी के स्तम्भ । में विनिर्दिष्ट व्यक्ति या निकाय उक्त सारणी के स्तम्भ 2 में उसके नाम के सामने तत्संबंधी प्रविष्टि में विनिर्दिष्ट व्यक्तियों की ओर से बचत पत्र क्रय कर सकता है :
परतु यह तब जब कि उक्त स्तम्भ 2 मे विनिर्दिष्ट व्यक्ति इन नियमों के अंतर्गत बचत पत्र क्रय करने के लिए पात्र हों ।

वह व्यक्ति जिसकी ओर से क्रा किया जा सकता है वह व्यक्ति या निकाय जो क्रय कर सकता है
कोई अवयस्क
( i ) कोई वयस्क
( ii ) कोई सहकारी समिति , सहकारी बैंक या अनुसूचित बैंक
उसका कोई सदस्य , कक्षोकार , (क्लाईट ) , कर्मचारी या ठेकेदार जिसका धन ऐसी सोसा- इटो या बैंक में निक्षेप के रूप में श्रथवा अन्य रूप में हो ।
व्यक्ति जिनके धन ऐसे अधिकारी के पास या रिजर्व बैंक में निक्षेप के रूप में या अन्य रूप में हो । " ;
( iii ) कोई राज पत्त्रित सरकारी अधिकारी , वे सरकारी कम्पनी या स्थानीय प्राधिकारी का कोई अधिकारी अपनी शासनीय हैसियत से या भारतीय रिजर्व बैंक
(ख ) प्ररुप 1 में , पैरा ( 1 ) में उप पैरा ( ख ) के पश्चात् निम्नलिखित उप-पैरा अंतः स्थापित किया जाएगा, अर्थात्ः--

(1 ) These rules may be called the National Savings Certificates (V Issue) ( Amendment Rules 1976 .

सा० का० नि० 29 ( श्र):- केन्द्रीय सरकार , सरकारी बचत पत्न अधिनियम, 1969 (1969 का 46) को धारा 12 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए राष्ट्रीय बचत पत्न ( 5 -निर्गम) नियम , 1973 में और सशोधन करने के लिए निम्नलिखित नियम बनाती है :--

नीचे की सारणों के स्तम्भ 1 में विनिर्दिष्ट व्यक्ति या निकाय उक्त सारणी के स्तम्भ 2 में उसके नाम के सामने तत्संबंधी प्रविष्ट में विनिर्दिष्ट व्यक्तियों की ओर से बचत पत्त्र क्रय कर सकता है ।
परतु यह तब जब कि उक्त स्तम्भ 2 में विनिर्दिष्ट व्यक्ति इन नियमों के अतर्गत बचत पत्त्र क्रय करने के लिए पात्र हों ।

(ख ) प्ररूप 1 में , पैरा ( 1 ) में उप पैरा (ख ) के पश्चात् निम्नलिखित उप-पैरा अतः स्थापित किया जाएगा; अर्थात्:--

@ ( सहकारी समिति , सहकारी बैंक या अनुसूचित बैंक के लिए उसक रादस्यो, कक्षीकारों , कर्मचारियों या संविदाकारों की ओर से जिनका धन निक्षेप के रूप मे ऐमो समितिया बैंक में जमा हो; राजात्त्रित सरकारो अधिकारी , सरकारो कम्पनो या स्थानीय प्राधिकारी का अधिकारी अपने श्रौपचारिक हैभियत मे या भारतीय रिजर्व बैंक उन व्यक्ति की ओर से जिनका धन निक्षेप या दूसरी रीति मे ऐसे अधिकारी या रिजर्व बैंक के पास जमा हो )
