का ० ति० श्रा ० 4- ई. राष्ट्रपति संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए रक्षा सेवाओं में सिविलियन ( पुनरीक्षित वेतन ) नियम , 1973 में और संशोधन करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात्:--
1. ( 1) इन नियमों का नाम रक्षा सेवाओ में सिविलियन ( पुनरीक्षित वेतन ) संशोधन नियम, 1976 है ।
( 2) ये 1 जनवरी , 1973 को प्रवृत्त हुए समझे जाएंगे ।

2. रक्षा सेवाओं में मिविलियन ( पुनरीक्षित वेतन) नियम, 1973 में, प्रथम अनुसूची में, भाग छ में , खण्ड VI ख के पश्चात् निम्नलिखित अन्तःस्थापित किया जाएगा, अथीत्-

व्याख्यात्मक ज्ञापन
रक्षा मेवायों में काम करने वाले मिविलियन कर्मचारियों के वेतनमानों के सम्बन्ध में तीसरे वेतन आयोग ने जो सिकारिणें को थीं, उन्हें कार्यान्वित करने के लिए रक्षा सेवाओं में मिविलियन (पुन- रीक्षिन वेतन) नियम 1975 जारी किये गये और इन नियमों को, उन पदों के वेतन अथवा वेतनमानों के संशोधन के मामत्रों को छोड़कर जिन्हें कि 3000 रुपये ( निर्धारित ) अथवा इससे अधिक के ग्रेड में ले जाया गया है, 1 जनवरी, 1973 से लागू कर दिया गया था । इन नियमों की प्रथम अनुसूची में विभिन्न पदों के लिए पुनरीक्षित वेतनमान दिए गए हैं, उन अनुमुचो में ये संगोधन भी तदनुमार 1 जनवरी , 1973 से लागू किए जा रहे है ।

New Delhi , the 15th January 1976
S.R.O. 4 - E.-In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President hereby makes the following rules further to amend the Civilians in Defence Services (Revised Pay) Rules , 1973 , namely:-
1. ( 1 ) These rules may be called the Civilians in Defence Services ( Revised Pay) Amendment Rules , 1976 .
(2) They shall be deemed to have come into force on the 1st day of January , 1973 .
2. In the Civilians in Defence Services ( Revised Pay ) Rules , 1973 , in the First Schedule , in Part G, after Section VI - B , the following shall be inserted , namely:-
" Section VII-Class I Posts in Directorate of Planning and Coordination .

EXPLANATORY MEMORANDUM
The Civilians in Defence Services (Revised Pay) Rules 1973 were issued to implement the recommendations made by the Third Pay Commission in respect of the pay scales of civilian employees in the Defence Services . They were given effect to from 1st January 1973 , except in respect of revision of pay or scales of pay of posts which have been upgraded to Rs . 3000 (fixed) or above . The present amendments to the First Schedule to those Rules which indicate the revised scales for the various posts are accordingly being given effect to from the 1st January 1973 .
