New Delhi , the 5th March 1976

S.O. 164 (E). Whereas a vacancy has occurred in the Council of States due to the death of Shri Gurmukh Singh , a member elected to the Council of States from Punjab , before the expiration of his term of office; Now, therefore , in pursuance of the provisions of sub- section ( 1) of section 147 of the Representation of the People Act , 1951 , the Election Commission hereby calls upon the elected members of the Legislative Assembly of the State of Punjab to elect, in accordance with the provisions of the said Act and of the rules and orders made there under , a person to fill the vacancy so caused before 31 March , 1976 (Monday ) .

फा० प्रा० 164 ( अ) -१ बि से राज्य सभा के लिए निर्वाचित नदस्य श्री गुरुपुख सिह की अपनी पदावधि के अवसान से पूर्व मृत्य हो जाने से राज्य सभा में एक स्थान रिक्त हो गया है ;

अत' , अब , लोक प्रतिनिधित्व अधिनियम , 1951 को धारा 147 की उपधारा ( 1 ) के उपबन्धों के अनुभरण में निर्वाचन आयोग पंजाब राज्य की विधान सभा के निर्वाचित सदस्यों से यह अपेक्षा करता

है कि वे ऐसे हुई, रिक्ति को भरने के लिए 31 मार्च, 1976 ( बुधवार ) , से पूर्व, उक्त अधिनियम के और नदवीन बरःए गए नियमों ओर आदेशों के उपबन्धों के अनुप्तार , एक व्यक्ति निर्वाचित कर दें ।

8.0 . 165 (E ) .- In pursuance of the provisions of sub- section ( 1 ) of section 39 of the Representation of the People Act, 1951 , the Election Commission hereby appoints for the election to the Council of States to be held in pursuance of ily notification No. 100 /CS- PB / 2 / 76 ( 1 ) , dated 5 March , 1976: -

(a) 12 March , 1976 (Friday) , as the last date for making nomination ;

(b) 13 March , 1976 ( Saturday) , as the date for the scrutiny of nomination;

(d) 28 March , 1976 ( Sunday) , as the date on which a poll shall , if necessary, be taken; and

का० प्रा ० 165 ( प्र) -जोरु प्रतिनिधित्व अधिनियम , 1951 की धारा 39 की उपधारा ( 1 ) के उ (बन्धों के अनुजरण में , निर्वाचन आयोग अपनी अधिसूचना सं ० 100/ २८० स ० -पंजाब/ 2 / 76 ( 1) , तारीख 5 मार्च , 1976 के अनुसरण में राज्य सभा के लिए हैं ने वाले निर्वाचन के बारे में निम्नलिखिर तारीखे नियत करता है :-

(क) नामनिर्देशन करने के लिए अन्तिम तारीख 12 मार्च, 1576 ( शुक्रवार ) ;

(ख) नामनिर्देशनों की संीिक्षा की तारीख 13 मार्च , 1976 ( शनिवार) ;

( ग) अभ्याथिताएं वापस लेने के लिए अन्तिम तारीख 15 मार्च , 1976 ( सोमवार ) ;

(घ) वह तारीख जिमको यदि आवश्यक हो, तो मतदान होगा

28 मार्च, 1976 ( रविवार) ;

( ङ) वह तारीख जिसके पूर्व निर्वाचन समाप्त कर दिया जाएगा

31 मार्च , 1976 ( बुधवार) ।

In pursuance of section 56 of the Representation of the People Act , 1951 , the Election Commission hereby fixes the hours from 10.00 A.M. to 3.00 P.M. as the hours during which a poll shall , if necessary , be taken for the election to the Council of States to be held in pursuance of its notification No. 100/ CS- PB/ 2/ 76( 1 ) , dated the 5 March , 1976.

हो ० प्रा० 166 ( प्र ) -जोरु प्रतिनिधित्व अधिनियम, 1951 की धारा 56 के अनुसरण में, निर्वाचन आयोग अपनी अधिसूचना सं ० 100/ रा ० स ० पंजाब / 2/ 76 ( 1 ) , तारीख 5 मार्च , 1976 के अनु नरण में , राज्य सभा के लिए होने वारी निर्वाचन के लिए 10.00 बजे पूर्वाहन से 3.00 बजे अपराहन तक का समय उभ समय के हर में नियन करता है , जिसके दौरान यदि आवश्यक हुआ तो मतदान होगा ।

In pursuance of the provisions of section 21 of the Representation of the People Act, 1951 , the Election Commission , in consultation with the Government of Punjab, hereby designates the Secretary , Punjab Vidhan Sabha, Chandigarh , as the Returning Officer for the election to the Council of States to be held in pursuance of its notification No. 100/CS- PB/2 /76 ( 1 ) , dated 5 March , 1976.

का० प्रा ० 167 ( प्र) . लोक प्रतिनिधिम्व अधिनियम , 1951 ( 1951 का 43 ) की धारा 21 के अबन्धों के अनुसरण में निर्वाचन श्रायोग , पंजाब राज्य सरकार के परामर्श से अपनी अधिसूचना सं ० 100 / रा ० स ० पंजाब/ 2/ 76 ( 1 ) , तारीख 5 मार्च, 1976 के अनुसरण में राज्य सभा के लिए होने वाले निर्वाचन के लिए सचिव , पंजाब विधान सभा , चण्डीगढ़ , को रिटनिंग आफिसर के रूप में पदाभिहित करता है ।

8.O. 168 (E ) In exercise of the powers conferred by sub- section ( 1) of section 22 of the Representation of the People Act , 1951 , the Election Commission hereby appoints the Deputy Secretary ( 1 ) , Punjab Vidhan Sabha, Chandigarh , to assist the Returning Officer for the election to the Council of States to be held in pursuance of its notification No. 100 /CS- PB/ 2/76( 1 ) , dated 5 March , 1976, in the performance of his functions.
