NOTIFICATION
New Delhi , the 15th March 1976
S.O. 195(E) . In exercise of the powers conferred by clause ( 2) of article 77 of the Constitution, the President hereby makes the following rules further to amend the Authentication ( Orders and other Instruments ) Rules , 1958 , namely:
1. ( 1 ) These rules may be called the Authentication (Orders and other Instruments ) Second Amendment Rules , 1976.
(2) They shall come into force on the date of their publication in the Official Gazette .
2. In rule 2 of the Authentication ( Orders and other Instruments ) Rules , 1958 (here- after referred to as the said rules) ,-
(i) after entry (20 ) , the following entry shall be inserted , namely:--
"(20-A) in the case of orders and other instruments relating to the Ministry of Planning (Planning Commission ), by the Director (Administration) " ;
( ii) after entry (21 ) , the following entry shall be inserted, namely:-
"(21 -A) in the case of orders and other instruments relating to the Ministry of Steel and Mines (Department of Steel ) , by the Deputy Director (Steel Control Wing) ";

3. In the Schedule to the said rules , after the heading ' MINISTRY OF FINANCE (DEFENCE ) ' and the entry thereunder , the following heading and entries shall be inserted , namely:-

नई दिल्ली, 15 मार्च , 1976
का० प्रा ० 195 ( श्र ) - राष्ट्रपति , संविधान के अनुच्छेद 77 के खण्ड ( 2 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुये , अधिप्रमाणन ( आदेश और अन्य लिखतें ) नियम , 1958 में और संशोधन करने के लिये निम्नलिखित नियम बनाते हैं, अर्थात्: -
1. ( 1 ) इन नियमों का नाम अधिप्रमाणन ( आदेश और अन्य लिखतें ) द्वितीय संशोधन नियम, 1976 है ।
( 2 ) ये राजपत्त्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. अधिप्रमाणन ( आदेश और अन्य लिखतें ) नियम , 1958 ( जिन्हें इसमें इसके पश्चात्उक्त नियमः कहा गया है, के नियम 2 में ) ,--
(i ) प्रविष्टि ( 20 ) के पश्चात् निम्नलिखित प्रविष्टि अन्तःस्थापित की जाएगी, अर्थात्: -
" ( 20 -क) योजना मंत्रालय ( योजना श्रायोग ) से संबंधित आदेशों और अन्य लिखतों की दशा में , निदेशक (प्रशासन ) द्वारा " ;
( ii ) प्रविष्टि ( 21 ) के पश्चात् निम्नलिखित प्रविष्टि अन्तःस्थापित की जाएगी, अर्थात्:--
" ( 21-क) इस्पात और खान मंत्रालय (इस्पात विभाग ) से संबंधित आदेशों और अन्य लिखतों की दशा में उपनिदेशक ( इस्पात नियंत्रण पक्ष) द्वारा " ;

3. उक्न नियमों की अनुसूची में , "वित्त मंत्रालय ( रक्षा ) " शीर्षक और तद्धीन प्रविष्टि के पश्चात् निम्नलिखित शीर्षक और प्रविष्टियां रखी जाएगी, अर्थात्: --
