NOTIFICATION New Delhi, the 18th March. 1976
S.O. 215(E).—In exercise of the powers conferred by clause (3) of article 77 of the Constitution, the President hereby makes the following rules further to amend the Govern- ment of India (Allocation of Business) Rules, 1961, namely:—
1. (1) These rules may be called the Government of India (Allocation of Business) (One hundred and fifteenth Amendment) Rules, 1976.
(2) They shall come into force at once.
2. In the Government of India (Allocation of Business) Rules, 1961, (hereinafter referred to as the said rules), in the First Schedule,—
A. for entry 1A, the following entries shall be substituted, namely:—
"1A. Ministry of Chemicals and Fertilisers (Rasayan bur Urvarak Mantralaya).
1B. Ministry of Commerce (Vanijya Mantralaya):
(i) Department of Foreign Trade (Videsh Vyapar Vibhag). (ii) Department of Export Production (Niryat Utpadan Vibhag).
(iii) Department of Textiles (Vastr Vibhag).";

"15. Ministry of Petroleum (Petroleum Mantralaya).",
3. In the Second Schedule to the ufaid rules,—
A. after the entries under the heading "MINISTRY OF AGRICULTURE AND IRRIGATION (KRISHI AUR SINCHAI MANTRALAYA)", the (follow- ing shall be inserted, namely:—
"MINISTRY OF CHEMICALS AND FERTILISERS (RASAYAN AUR URVA- RAK MANTRALAYA)
1. Fertilisers. 2. Drugs and other fine chemicals. 3. Caustic Soda ad Soda Atfb, 4. Chlorine. 5. Sulphuric Acid 6. Insecticides (excluding the administration of the Insecticide* Act, 1968). 7. Antibiotics.
8. Power Alcohol. 9. Potable Alcohol.
10. Heat Treatment Suite. 11. Dye-stuffi. 12. Organic tind Inorganic Heavy Chemicals. 13. Micellaneous Chemicals i.e., Chemicals not specifically allocated to any other Department.
14. Planning, development and control of, and assistance to, all industries dealt with by file Department.
15. All Attached or Subordinate Offices or other organisations concerned with any of the subjects specified in this list.
16. Pyrites, Phosphates and Chemicals Ltd.
17. Other Public Sector Projects falling under the subjects included in this list, except such projects as are specifically allotted to any other Department."; B. under the heading "MINISTRY OF COMMERCE (VANIJYA MANTRA- LAYA)",—
(i) under th= sub-h?adlnc "A. DEPARTMENT OF FOREIGN TRADE (VIDESH VYAPAR V1BHAG), entry 8(i)(a) shall be omitted;
(H) under the subheading "B. DEPARTMENT OF EXPORT PRODUCTION (NIRYAT UTPADAN VIBHAG)",—
fa) in entry 2(e), the word "textiles," shall be omitted; (b) entry 5(a) shall be omitted; and (c) entries 6(i), 6(iii), 6(vii) and 6(xii) shall be omitted;
(iii) after the sub-heading "B. DEPARTMENT OF EXPORT PRODUCTION (NIRYAT UTPADAN VrRHAG)" and the entries thereunder, the follow- ing sub-heading and entries shall be inserted, namely:—
"C. DEPARTMENT OF TEXTILES (VASTR VIBHAG)
1. Production, distribution (for domestic consumption and exports) and deve- lopment of all textiles, and woollens including tandlooms and resdy- tnadc, garments, and industries reating to the production of silk and cellnlosic fibres but excluding non-cellulosic synthetic fibres (nylon, polyester, acrylic, etc.).
2. Textile Commissioner. 5. Cotton Corporation of India Ltd 4. All India Handloom Board.
5. The National Textile Corporation ltd

C. under the heading "MINISTRY OF INDUSTRY AND CIVIL SUPPLIES (UDYOG AUR NAGRIC POORTT MANTRALAYA)" under sub-heading "'A. DEPARTMENT OF INDUSTRIAL DEVELOPMENT (AUDYOGIK VIKAS VIBHAG)",—
(i) under sub-item "IV. Small Scale Industries", after entry 23, the following entry shall be inserted, namely:— "23A. Soap" and Detergents.";
(ii) entry 32 shall be omitted; Oil) for entry 34, the following entry shall be substituted, namely:—
"34. The Coir Board.";
D. for the heading "MINISTRY OF PETROLEUM AND CHEMICALS (PETRO- LEUM AUR RASAYAN MANTRALAYA)'' the heading "MINISTRY OF PETROLEUM (PETROLEUM MANTRALAYA)" shall be substituted, and under the heading so substituted,—
(i) the sub-heading "A. DEPARTMENT OF PETROLEUM (PETROLEUM VIBHAG)" §hall be omitted;
(ii) for entry ''5D" under (he sub-heading so omitted, tne following entry shall be substituted, namely:—
"5D. Plastics, including fabrication of plastics and plfcrtic moulded goods.";
(iii) the sub-heading "B. DEPARTMENT OF FERTILISERS AND CHEMICALS (URVARAK AUR RASAYN VTBHAG)" and the entries thereunder shall be omitted
