S.R.O. 23(E).—In exercise of the powers conferred by the proviso to Article 309 of the Constitution, the President hereby mokes the following rules to further amend *^e Civilians in Defence Services (Revised Pay) Rules, 1973, published with the notification of Ministry of Defence No. 26-E dated the 24th December, 1973, namely:—
1. Short title nnd commencement.—(1) Tnese rules may be called the Civilians in Defence Services (Revised Pay) Amendment Rules, 1976.
(2) They shall be deemed to have come into force on the 1st day of January, 1973. 2. In the Civilians in Defence Services (Revised Pay) Rules, 1973, in the first Schedule in Part D, after Section I, insert the following 'as Section 1-A:—
SECTION 1-A.—Posts in the Headquarters, of Director General of Ordnance Factories.

**Thc existing Stenographers Grade I in the AFHQ in the pay scale of Rs. 350—65Q were enbloc upgraded to Stenographer (Selection Grade) on 1st August, 1969 in the licalo of Rs. 350—800. The new scale of pay on 1st August, 1969 for Stenographer Grade I in AFHQ was Rs. 350—740. The Stenographer Grade T in DOOF's Office should 'also get this benefit of upgradation to the scale of pay of Stenographer (Selection Grade) subject to usual terms and then his pay progressed notionally up to 31st Decem- ber, 1972 from which level his pay in the revised scale of Rs. 775—1200 be fixed with effect from 1st January, 1973,

•**An Officer of grade of Assistant promoted to the grade of Assistant Staff Officer and Stenographer Grade II promoted to Stenographer Grade I shall be allowed a minimum initial pay of Rs. 710 in the scales concerned.
EXPLANATORY MEMORANDUM
The Civilians in Defence Services (Revised Pay) Rules, 1973 were notified to imple- ment the recommendations made by the Third Pay Commission in respect of the Pay Scales of Civilians employees in the Defonce Services, They were given effect to from the 1st January, 1973, except in respect of revision of pay of scales of pay of posts which have been upgraded to Rs, 3,000 (fixed) or above. The present amendments to the First Schedule 10 these Rules which indicate the revised scales for certain posts are accordingly being given effect to from the 1st January, 1973.
