New Delhi , the 30th October , 1976
G.S.R. 859(E) . In exercise of the powers conferred by sub-section ( 1 ) of Section 3 of the All India Services Act , 1951 (61 of 1951 ) , read with rule 11 of the Indian Adminis- trative Service (Pay) Rules , 1954, the Central Government in consultation with the Govern- ment of West Bengal hereby makes the following rules further to amend the Indian Administrative Service (Pay) Rules , 1954 , namely:-
1. (1 ) The rules may be called the Indian Administrative Service ( Pay ) 22nd Amendment Rules , 1976 .
(2) They shall be deemed to have come into force on the first day of January , 1973 .
2. In Schedule III appended to the Indian Administrative Service (Pay) Rules , 1954 , under the heading " A-posta carrying pay above the time scale pay in the Indian Admi nistrative Service under the State Governments " against West Bengal for the entries

"Secretaries to Government- Rs . 2,250 , Special Secretary, Finance Department --Rs . 2,250 " the following ontries shall be substituted, namely:-

EXPLANATORY MEMORANDUM
The Central Civil Services (Revised Pay) Rules , 1973 , were issued to implement the recommendations made by the Third Central Pay Commission in respect of the pay scales of Class II , Class III and Class IV employees . They were given effect to from the 1st January , 1973. Government have since broadly accepted , with some modifi- cation, the recommendations of the Third Central Pay Commission regarding the pay cales in Class I Services /posts and the All India Services and have decided that , except in respect of revision of pay or scales of pay of posts which have been upgraded to Rs . 3,000 (fixed) or above , the date of effect of revision of pay scales in Class I Services /posts and the All India Services shall be the same as for employees in Class II to Class IV , namely, the 1st January , 1973. The Indian Administrative Service ( Pay) Rules , 1954 are , therefore , being amended accordingly. (No (No officer is likely to be adversely affected by this Notification being given retros-- pective effect)

सा० फा० ति० 859( 9) अबिल भारतीय सिवाएं अधिनियम, 1951 ( 1951) का 91 ) की धारा 3 की उपधारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , केन्द्रीय सरकार , पश्चिम बंगाल सरकार के परामर्श से भारतीय प्रशासन सेवा ( वेतन ) नियम, 1954 में और आगे संशोधन करने के लिए एतद्वारा निम्नलिखित नियम बनाती है,.
1. ( 1 ) इन विनियों का नाम भारतीय प्रशासन सेवा ( वेतन ) वाईसवां संशोधन विनियम , 1976 है ।
( 2 ) ये विनियम एक जनवरी, 1973 से प्रवृत्त माने जायेंगे ।
2. भारतीय प्रशासन सेवा (वेतन ) नियम , 1954 के साथ संलग्न अनुसूची- III-क मैं- राज्य सरकारों के अधीन भारतीय प्रशासन सेवा के समय वेतन मान से अधिक बेठन पाने वाले पद " शीर्ष के अधीन " "पश्चिम बंगाल " प्रविष्टि के श्रागे , पहले कालम के बामने वृसरे तथा तीसरे कालमों में दी गई प्रविष्टियों के स्थान पर:-
( 1 ) सरकार के सचिव-१० 2250/-
(ii ) विशष सचिव ( वित्त)-रु० 2250/
निम्नलिखित प्रविष्टिर्या प्रति स्थापित की जायेगी, अर्थात्:-
(1) सरकार के सचिव-६० 2500-125/ 2-2750-1
( ii ) विशेष सचिव (वित्त ) -- १० 2500-125 / 2-2750/ - भारत का असाधारण राजपत्र

स्पष्टीकारक ज्ञापन
केन्द्रीय सिविल सेवा ( पुनरीक्षित वेतन ) नियम, 1973 वर्ग-2, वर्ग -3 और वर्ग-4 कर्मचारियों के वेतनमानों के बारे में तृतीय केन्द्रीय वेतन आयोग द्वारा की गई सिफारिशों को धार्यान्वित करने के लिए जाी किए गए थे । उनको 1 जनवरी , 1973 से प्रवृत्त कराया गया था । तब से सरकार ने वर्ग -1 सेवा / पद और अखिल भारतीय सेवा के वेतनमानों की बाबत तृतीय केन्द्रीय वेतन आयोग की सिफारिशें, कुछ उपान्तरणों के साथ , मुख्यतः स्वीकार कर ली है , और यह निश्चित किया है कि वेतन के पुनरीक्षण के बारे में या उन सभी पदों के वेतनमानों के जो 3000 रू० ( नियत ) या ऊपर तक उच्च कोटि के कर दिये हैं सिवाय वर्ग -1 सेवा/ पद और अखिल भारतीय सेवा के वेतनमानों के पुनरीक्षण के प्रवृत्त होने की तारीख वही होगी जो वर्ग-2 से 4 के कर्मचारियों के लिये हैं, अर्थात् 1 जनवरी , 1973 अंतः भारतीय प्रशासन सेवा ( वेतन ) नियम, 1954 तदनुसार संशोधित किए जा रहे हैं । ( स अधिसूचना को भूतलक्षी प्रभाव दिए जाने के कारण किसी अधिकारी पर प्रतिकूल प्रभाव पड़ना सम्भाव्य नहीं है । )
