New Delhi, the 31st January 1977
S.O. 54(E)—In exercise of the powers conferred by clause (1) of article 258 of the Constitution, the President hereby entrusts to all the State Govern- ments, with their consent, the functions of the Central Government under the proviso to section 321 of the Code of Criminal Procedure, 1973 (2 of 1974), in. respect of cases involving offences under the Defence and Internal Security of India Rules, 1971, subject to the condition that notwithstanding this entrust- ment, the Central Government may itself exercise the said functions either generally or in any particular case or class of cases.
