SUBJECT . Import of Rayon Grade Wood Pulp : Import Policy for the Licensing period April , 1976- March , 1977 .
No. 11 - ITC ( PN ) / 77 -Attention is invited to the Import Policy as indicated against S1 No. 43 /V in Section II of the Import Trade Control Policy Red Book (Volume I ) for the period April 1976- March 1977 , in terms of which it has been provided that the requirements of Rayon Grade Wood Pulp of actual users will be met by imports through the State Trading Corporation of India Limited
2 On a review of the position , it has been decided to include the item "Rayon Grade Wood Pulp " under para 90 of Section I of the Red Book for the period April 1976-March 1977 , under the scheme of direct allotment of imported raw materials to actual users by the canalising agency.
3 All actual users , both in the large and small scale sector , should register their requirements in respect of Rayon Grade Wood Pulp with the State Trading Corporation of India Limited in terms of the procedure indicated in paras 86-89 of Section I of the Red Book ( Volume 1 ) for the period April 1976 -March 1977,

The last date for receipt of applications by the State Trading Corporation of India for direct allotment in respect of this item will be 31th March , 1977 ,
4. The import policy , as contained in Red Book ( Vol. I ) for the period April , 1976- March 1977 , may be deemed to have been amended as under ;
" (1 ) The following entry may be deemed to have been inserted as an additional item ( 5 ) under the heading ( iv ) under para 90 of Section I of the Red Book ( Volume I ) for the period April 1976-March 1977 .
" ( 5 ) Rayon Grade Wood Pulp "

विषय.-- रेयन ग्रेड की काष्ट लुगवी का आयात अप्रैल 1976--मार्च 1977 की लाइसेस श्रषधि के लिए आयात नीति ।
सं० 11 - आईटी सी ( पी एम ) / 77. अप्रैल 1976-- मार्च 1977 अवधि के लिए आयात व्यापार नियत्रण नीति रेड बुक ( वा ० 1 ) के खंड 2 में क्रम स ० 43/5 के सामने यथा सकेतित आयात नीति की ओर ध्यान आष्ट किया जाता है जिसके अनुसार यह व्यवस्था की गई है कि घाम्तविकः उपयोक्ताओं की रेयन ग्रेड की काष्ट लुगदी की श्रावश्यकताओ को राज्य व्यापार निगम भारत लि० के माध्यम से किए गए श्रायातोद्वारा पूरा किया जाएगा ।
2 स्थिति की पुनरीक्षा करने पर यह निश्चय किया गया है कि मद " रेयन ग्रेड की काष्ट लुगधी" को अप्रैल 1976-- मार्च 1977 अवधि के लिए रेड बुक के खड 1 की कडिका 90 के अन्तर्गत सरणी- बस करने वाले अधिकरणोद्वारा वास्तविक उपयोक्ताओं को आयातित कच्चे माल के मीधे आबटन की योजना के अन्तर्गत जोडा जाए ।
3. बड़े और छोटे पैमाने दोनों क्षेत्र केके सभी वास्तविक उपयोक्ताश्रो को चाहिए कि वे रेयन ग्रेड की काष्ट लुगदी के स ध में अपनी आवश्यकताओं को अप्रैल 1976-- मार्च 1977 अवधि के लिए रेड बुक ( वा ० 1 ) के खड 1 की कडिका 86-89 से यथा मकेतित क्रियाविधि के अनुमार राज्य व्यापार निगम भारत लि० के पास पजीकृत कराये । इम मद के सम्बन्ध में सीधे आबटन के लिए भारत के राज्य व्यापार निगम द्वारा ग्रावेदन पत्र प्राप्त करने के लिए अतिम तिथि 31 मार्च , 1977 होगी ।

4 अप्रैल 1976--मार्च 1977 अवधि के लिए रेड बुक ( वा ० 1 ) में यथा निहित श्रयात नीति को इस प्रकार संशोधित किया गया समझा जाए --
" ( 1 ) निम्नलिखित प्रविष्टि को अप्रैल 1976 - मार्च 1977 अवधि के लिए रेड बुक ( वा ० 1 ) के खड 1 की कडिका 90 के अन्तर्गत शीर्षक ( 4 ) के अन्तर्गत अतिरिक्त
मद ( 5 ) के रूप में जोड़ा गया समझा जाए .--

No. 12 - ITC ( PN ) / 77 . Attention is invited to the policy for import of ( i ) Nylon Filament Yarn and ( ii ) Acrylic Fibre , as indicated below , in terms of the policy indicated in Section II ( Volume I ) for the period April 1976-March 1977 :

2. As per the provisions contained in Section III of the Import Trade Control Policy Red Book ( Volume I ) for April 1976 -March 1977 , release of the aforesaid two items are to be made by the State Trading Corporation of India Limited , on the basis of the recommendation of the sponsoring authority concerned .
3 In order to augment the availability of raw materials to textile industry , it has been decided to include the item Nylon Filament Yarn under para 90 of Sec- tion I of the Red Book ( Volume I ) for the period April 1976- March 1977 under the scheme of direct allotment of imported raw materials to actual users by the canalising agency The following categories of actual users should register their requirements in respect of Nylon Filament Yarn with the S.T.C. in terms of the provisions indicated in paras 86-89 of Section I of the Red Book ( Vol. I ) for the period April 1976-March 1977 The last date for receipt of applications by the S.T C. for direct allotment in respect of this item will be 31st March , 1977 .
( 1 ) Units holding industrial licences or registration certificates under item No. 23 ( 5 ) of the First Schedule to the Industries ( Development and Regulation ) Act , 1951 .

(ii) All art silk units registered with Textile Commissioner , Bombay , and holding permits issued by the Textile Commissioner , Bombay , includ- ing Co - operative Societies of powerloom owners ' whose looms are covered by the permits issued by the Textile Commissioner .
4 It is clarified that under the aforesaid provisions , import of base- flat nylon filament yarn , will only be allowed .
5. As regards acrylic fibre , it has been decided to allow direct import to such actual users as are engaged in the textile industry and are holding industrial licences issued under item Nos . 23 ( 1 ) , 23 ( 3 ) or 23 ( 5 ) of the First Schedule to the Industries ( Development and Regulation) Act , 1951 , and spinners holding per- mits issued by the Textile Commissioner under clause 3 ( 1 ) of the Woollen Tex- tiles ( Production and Distribution ) Control Order , 1962 , and such other persons engaged in the manufacture of woollen products and hitherto were recognised for release of wool under actual users quota conditions .
6. Actual users eligible to apply for acrylic fibre , in terms of the aforesaid pro- visions, should submit applications to the regional licensing authorities concerned for issue of licences for import of acrylic fibre . Import licences will be issued for the value applied It shall be the condition of the licence that the imported goods shall be used only in the licensees ' own unit for production of goods for which the industrial licence /registration certificate is held ,
7. Import licences issued in terms of this public notice will have a validity upto 31st October , 1977 and no grace period for shipment of goods will be allow- ed . The shipments should be made on or before 31st October , 1977 .
8 The import policy for ( 1 ) Nylon Filament Yarn and ( 11 ) Acrylic Fibre may be deemed to have been amended as under :
( I ) The following entry may be deemed to have been inserted as an addi- tional item ( 5 ) under heading ( iv ) , under para 90 of Section I of the Red Book for the period 1976-77 :
" ( 5 ) Nylon Filament Yarn "
( II) The item Nylon Filament Yarn ( base - flat nylon filament yarn ) may be deemed to have been inserted as an additional item in Group 'A' , Section III of the Red Book for the period 1976-77 , with the following entries

(III ) The description of item No. 45 appearing in Group ' C' in Section III of the Red Book for the period 1976-77 may be deemed to have been amended as under ,

(IV) The description as indicated against S. No. 177 / IV at page 377 in Appendix 74 of the Red Book ( Vol I ) for the period 1976-77 , may be deemed to have been amended as under :
"Nylon Yarn ( other than base - flat nylon filament yarn ) and thread (except industrial nylon yarn ) and polyester filament yarn . "
(V ) The existing remark ( 1 ) against S. No. 122 ( xv ) / V in Section II ( page 84 ) , amended vide Public Notice No 83 - ITC ( PN) / 76 dated 20th August , 1976 may be deemed to have been further amended under: as
(1) Requirements of all synthetic non - cellulose fibre ( but excluding polyester fibre , acrylic fibre , Polynosic fibre ) and Acrylic Tow of actual users will be met on restricted basis by imports through pub- lic sector agencies . Please see Section III to this book .

(VI ) The description of item No 61 , appearing in Group ' C ' in Section III of the Red Book ( Vol, I ) as amended vide Public Notice No. 83 - ITC ( PN ) / 76 dated 20th August , 1976 , may be deemed to have been further amended as under :
"All synthetic non -cellulosic fibre (but excluding polyester fibre, polynosic fibre and acrylic fibre ) and Acrylic Tow . "

वास्तविक उपयोक्ताओं की आवश्यकता की पूर्ति राज्य व्यापार निगम के माध्यम से प्रतिबंधित श्रधार पर भ्रायातों द्वारा की जाएगी ।
वास्तविक उपयोक्ताओं की आवश्यकताओं की पूति राज्य व्यापार निगम के माध्यम से प्रति- बधित आधार पर आयातो द्वारा की जायगी ।
2. अप्रैल , 1976-- मार्च, 1977 अवधि के लिए श्रायात व्यापार नियंत्रण मीति रैड बुक ( वा ० 1 ) के खंड 3 में दर्शाई गई व्यवस्थाओं के अनुसार पूर्वोक्त दो मदों की रिहाई संबधित प्रायोजक प्राधिकारी की सिफारिश के आधार पर राज्य व्यापार निगम लिमिटेड द्वारा की जाएगी ।
3. वस्त्र उद्योग के लिए कच्चे माल की उपलब्धता में वृद्धि करने के विचार से यह निश्चय किया गया है कि नाइलान फिलामेंट यार्न मद को अप्रैल , 1976 मार्च , 1977 की अवधि के लिए रेड बुक ( वा० 1 ) के खंड -1 के पैरा 10 के अन्तर्गत सरणीबद्ध अभिकरण द्वारा वास्तविक उपयोक्ताओं को श्रायातित कच्चे माल के सीधे ही भाबंटन की योजना के श्रन्तर्गत शामिल किया जाए । वास्तविक उपयोक्तानों की निम्नलिखित श्रेणियों को नाइलान फिलामेंट यार्न के सम्बन्ध में अपनी आवश्यकताऐं राज्य व्यापार निगम के पास अप्रैल , 1976- मार्च , 1977 की अवधि के लिए रेड बुक ( वा० 1 ) के खंड 1 के पैरा 86-89 में निविष्ट व्यवस्थाओ के अनुसार पंजीकृत करा लेनी चाहिए । इस मद के सम्बन्ध में सीधे ही भावंटन के लिए राज्य व्यापार निगम द्वारा आवेदन पत्र प्राप्त करने की अंतिम तिथि 31-3-1977 होगी ।
( i ) वे एकक जिनके पास भौद्योगिक लाइसेंस हैं या उद्योग ( विकास एवं विनि- यम ) अधिनियम , 1951 की पहली अनुसूची की मद सं ० 23 ( 5 ) के अन्तर्गत पंजीकरण प्रमाण पत्न्न है ।

( i ) वस्त्र आयुक्त के पास पंजीकृत सभी कृत्रिम रेशम एकक और जिनके पास वस्त्र आयुक्त , बम्बई द्वारा जारी किए गए परिमट हैं इसमे वे शक्ति चालित करघे के स्वामित्व वाली सहकारी समितियां भी सम्मिलित है जिनके करघे वस्त्र आयुक्त द्वारा जारी किए गए परिमटों के अन्तर्गत श्राते हैं ।
4. यह स्पष्ट किया जाता है कि उपर्युक्त व्यवस्थाओ के अन्तर्गत केवल बेस फ्लैट माइलान फिलामेंट यार्न का आयात स्वीकार किया जाएगा ।
5. एक्रिलिक फाइबर के सम्बन्ध में, यह निश्चय किया गया है कि उन वास्तविक उपयोक्ताओ को सीधे ही आयात की अनुमति दी जाए जो वस्त्र उद्योग में जुटे हुए है और जिनके पास उद्योग ( विकास एवं विनियम ) अधिनियम , 1951 की पहली अनुसूची की मद ८० 23 ( 1 ) , 23 ( 3) या 23 ( 5) के अन्तर्गत जारी किए औद्योगिक लाइसेस है और तन्तुवायो के पास ऊन वस्त्र ( उत्पादन एवं वितरण ) नियत्त्रण आदेश 1962 की धारा 3 ( 1 ) के अन्तर्गत जारी किए गए परमिट ह और वे ऐसे व्यक्ति जो ऊनी उत्पाद के विनिर्माण मे लगे हुए है और जिन्हे अब तक वास्तविक उपयोक्ताओं की कोटा शर्तों के अन्तर्गत ऊन रिहा करने के लिए मान्यता प्राप्त हो ।
6. पूर्वोक्त उपबंधों के अनुसार एक्रिलिक फाइबर के लिए आवेदन करने के लिए पात्र वास्तविक उपयोक्ताओं को अपने आवेदनपत्त्र एक्रिलिक फाइबर के आयात के लिए लाइसेंस जारी करने बाले सम्बद्ध क्षेत्रीय लाइसेंस प्राधिकारी को प्रस्तुत करने चाहिएं । श्रायात लाइसेस आवेदित मूल्य के लिए जारी किए जाएंगे । लाइसेस की यह शर्त होगी कि आयात किया गया माल केवल लाइसेंसधारी के निजी एकक में उसी माल के उत्पादन के लिए प्रयोग किया आएगा जिसके लिए औद्योगिक लाइसेंस पंजीकरण प्रमाण पत्न लिया गया है ।
7. इस सार्वजनिक सूचना के अनुसार जारी किए गए आयात लाइसेंस 31 अक्तूबर , 1977 सक वैध होंगे और माल के पोतलदान के लिए कोई भी रियायती अवधि नही दी जाएगी । पोतलदान 31 अक्तूबर , 1977 को या इससे पहले ही कर लेने चाहिए ।
8. ( i ) नाइलान तन्तु धागे और ( ii ) एक्रिलिक फाइबर के लिए आयात नीति निम्नलिखित अनुसार सशोधित की गई समझी जाए :--
( 1) 1976-77 अवधि की रेड बुक के खंड 1 के पैरा 90 के अन्तर्गत , शीर्षक ( IV ) के नीचे निम्नलिखित प्रविष्टियां अतिरिक्त मद ( 5 ) के रूप में निविष्ट की गई समझी जाए :--
" ( 5) नाइलान फिलामेंट यार्न " ।
( II ) मद नाइलान फिलामेंट यार्न ( बेस-फ्लैट नाइलान फ्लिामेंट यार्न ) 1976-77 अवधि की रेड बुक ( वा० 1 ) के खंड 3 , ग्रुप 'क' मे निम्नलिखित प्रविष्टियों के साथ अतिरिक्त मद के रूप में निविष्ट की गई समझी जाए

( III ) 1976-77 अवधि की रेड बुक के खंड 3 , ग्रुप ' सी' मे प्रदर्शित मद स ० 45 का विवरण निम्नलिखित अनुमार सशोधित किया गया समझा जाए :-- "नाइलन फिलामेंट यार्न ( बेस फ्लैट से भिन्न ) और श्रौद्योगिक नाइलन फाइबर से भिन्ना धागा । "
( IV) 1976-77 अवधि की रेड बुक ( वा ०1 ) के परिशिष्ट 74 में पृष्ठ 377 पर क्रम सं ० 177/ IV के सामने यथा निर्दिष्ट विवरण निम्नलिखित अनुसार संशोधित किय गया समझा जाए
"नाइलन यार्न ( बेस फ्लैट नाइलन फिलामेंट धागे से भिन्न ) और धागा ( औद्योगिक नाइलन धागे के अतिरिक्त ) और पोलिस्टर तन्तु धागा । "
(V ) खंड 2 ( पृष्ठ 84 ) में क्रम संख्या 122 ( 15 ) /V के सामने वर्तमान अभ्युक्ति( 1 ), देखिये
मार्वजनिक सूचना स ० 83 - आईटीसी ( पीएन ) / 76 दिनांक 20-8-1976 द्वारा संशोधित , और आगे निम्नलिखित अनुसार संशोधित की गई समझी जाए:-
( 1 ) वास्तविक उपयोक्ताओं की सश्लिष्ट गैर - सेलुलोज रेशे की सभी आवश्यकताएं (परन्तु पोलिस्टर रेशे , एक्रिलिक फाइबर और पोलिनोजिक रेशे एक्रिलिक टो को छोडकर ) प्रतिबधित श्राधार पर, आयातों द्वारा सार्वजनिक क्षेत्र के अभिकरणो के माध्यम से पूरी की जाएगी ।
( VI ) रेड बुक ( वा ० 1 ) के खंड 3 में ग्रुप ' सी' में प्रर्दाशत, सार्वजनिक सूचना सख्या 83- आईटीसी ( पीएन ) / 76 दिनाक 20-8-1976 द्वारा यथा संशोधित मद सं ० 61 का विवरण श्रागे निम्नलिखित अनुसार सशोधित किया गया समझा जाए:-
"सभी संश्लिष्ट गैर- सेलुलोज रेशा ( परन्तु पोलिस्टर रेशे , पोलिनोजिक रेशे और एक्रिलिक फाइबर को छोड़कर ) और एक्रिलिक टो । "
