NOTIFICATION
New Delhi , the 10th February 1977
S.O. 157 (E ) .-Whereas the Manipur Hills Union was a recognised State Party on the State of Manipur with the symbol " Lion" reserved for it;
And whereas the name of the Party was subsequently changed as the Manipur Hills -Plain Union ;
And whereas the Manipur Hills Union has represented that all the 12 Members of the Legislative Assembly returned to the Manipur Legislative Assembly on its ticket have joined the Indian National Congress , that the party as such has ceased to exist and that it had at no time merged with the Manipur Hills Plain Union Party,
And whereas the Manipur Hills Plain Union Party has represented that the Manipur Hills Union has merged with it and that the Manipur Hills Plain Union has not merged with the Indian National Congress;
And whereas there is no time to enquire into the said dispute before the forth- coming General Election to the House of the People , in accordance with paragraph 15 of the Election Symbols ( Reservation and Allotment) Order 1968 , and immediate action is necessary to avoid confusion at the election;
Now, therefore , in exercise of the powers conferred on it by article 324 of the Constitution of India , rules 5 and 10 of the Conduct of Elections Rules, 1961 , and

paragraph 18 of the Election Symbols ( Reservation and Allotment ) Order , 1968, and all other powers enabling it in that behalf , the Election Commission of India hereby directs-
( 1 ) that the symbol ' Lion' reserved for the Manipur Hills - Plain Union in the State of Manipur referred to in Table 2 of the Commission's notifica- tion No. 56 /77 -II , dated 9 February , 1977 , published in the Gazette of India , Extraordinary , Part II , section 3 ( 11 ) , dated 9 February , 1977 shall be withdrawn and shall remain so withdrawn so far as the State of Manipur is concerned, with immediate effect and until further orders; and
( 1) that for any purpose of the said general election , none of the rival groups shall be treated as a recognised State Party in the State of Manipur .

का० प्रा० 157 ( प्र ) मणिपुर हिल्स यूनियन मणिपुर राज्य में एक मान्यता प्राप्त राज्यीय दल था और उसके लिए " शेर " प्रतीक आरक्षित था ;
और तत्पश्चान् उस दल का नाम मणिपुर हिल्स प्लेन यूनियन के रूप में परिवर्तित हो गया था ।
और मणिपुर हिल्स यूनियन ने यह अभ्यावेदन किया है कि इसके टिकट पर सणि गुर विधान सभा के लिए निर्वाचित सभी 12 विधान सभा सदस्य इंडियन नेशनल काग्रेस में सम्मिलित हो गए है, और बह दल उस रूप में अब अस्तित्व में नहीं रह गया है और वह दल कभी भी मणिपुर हिल्य चेन यूनियम बल में विलय नहीं हुआ था ;
भौर मणिपुर हिल्स यूनियन दल ने यह अभ्यावेदन किया है कि मणिपुर यूनिजन उसमे विलय हो गया है और मणिपुर हिल्स-प्लेन यूनियन का इंडियन नेगनल कांग्रेस भविश्य ही हुआ है ,
भौर लोक सभा के अगामी साधारण निर्वाचन से पूर्व निर्वाचन प्रतीक ( श्रारक्षण और आवंटन) नही है, और आवेश , 1968 के पैराग्राफ 15 के अनुसार , उक्त विवाद की जाव करने के लिए निर्वाचन में प्रान्ति से बचने के लिए तत्काल कार्रवाई किया जाना आवश्यक है ;
श्रत. , अब भारत निर्वाचन आयोग भारत के सविधान के अनुच्छेद 324, निर्वाचनका सचालन नियम, 1961 के नियम 5 और नियम 10 , तथा निर्वाचन प्रतीक ( आरक्षण और 1 ) आदेश , 1968 के पैराग्राफ 18 द्वारा प्रदत्त शक्तियो और इस निमित्त इसे समर्थ चदाने वानी का प्रयोग करते हुए , एतद्वारा यह निदेश देता है कि - शक्तियों
( i ) भारत के राजपत्र, असाधारण , भाग 2 खण्ड 3 ( ii ) तारीख 9-2-1977 में प्रकाशित इस आयोग की तारीख 9-2-1977 अधिसूचना भ ० 56/ 77- II की सारणी 2 में निर्दिष्ट मणिपुर राज्य में मणिपुर हिल्स-प्लेन यूनियन के लिए आरक्षित भारत का असाधारण राजपत्र

प्रतीक ' शेर ' वापस ले लिया जाएगा और मणिपुर राज्य के बारे में वह इसी समय से अगले आदेशो तक ऐसे वापस लिया गया ही रहेगा ; तथा
( ii) उक्त साधारण निर्वाचन के प्रयोजन के लिए इन प्रतिद्वंदी गुटो में से किसी को भी मणिपुर राज्य में एक मान्यता प्राप्त राज्यीय दल के रूप मे नहीं माना जाएगा ।
