SUBJECT . Import of raw wool . Issue of licences to actual users under the free licensing scheme
No. 13 - ITC ( PN ) /77 .-Attention 19 invited to the import policy for raw wool indicated against S No 47 / V of the Import Trade Control Policy Red Book (Volume I) for April , 1976- March , 1977 , in terms of which it has been provided that the requirements of actual users will be met on a restricted basis by imports through the State Trading Corporation of India Limited,
2. On a review of the position it has been decided to allow direct import of raw wool to the following categories of actual users engaged in the textile industry.- ( 1 ) Actual users holding industrial licence issued under Item No. 23 ( 3 ) of the first schedule to the Industries ( Development and Regulation) Act , 1951 .
( 11 ) Actual users engaged in the manufacture of woollen products and hither- to recognised for release of raw wool under the actual user queta conditions .

(111) Worsted / woollen spinners holding permits issued by the Textile Commus- sioner under Clause 3 ( 1 ) of the Woollen Textile ( Production and Dis- tribution / Control ) Order , 1962 .
( iv) Worsied spinners whose spinning capacity has been regularised but who have not so far been able to receive any quota for imported wool
(v) Hosiery units which are registered exporters .
3 Actual users of the above categories may submit their applications for grant of licence for import of raw wool direct to the regional licensing authorities con- cerned under whose jurisdiction the applicant falls . The applications may be made in form 'B' given in Appendix 3 to the Import Trade Control Hand Book of Rules and Procedure , 1976-77 Import licences will be granted for the value applied for , with a validity of 12 months
4. As regards combing units they may submit their applications through the sponsoring authority concerned and licences will be granted for the value recom- mended by the sponsoring authority with a validity of 12 months . However , if a combing unit happens to be a quota holder as an actual user for raw wool , it may submit the application directly to the licensing authority concerned

विषय - कच्चे ऊन का श्रायात : अबाध लाइसेंस योजना के अन्तर्गत वास्तविक उपयोक्ताओ को लाइसेंस जारी करना ।
सं ० 13-माई, टी सी ( पी एन ) / 77.-प्रप्रैल , 1976- मार्च, 1977की आयात व्यापार नियंत्रण नीति रेड बुक ( वा० I ) की क्रम सं ० 47/5 के सामने निर्दिष्ट किए गए कच्चे ऊन के लिए आयात नीति की ओर ध्यान आकृष्ट किया जाता है जिसके अनुमार यह व्यवस्था की गई है कि वास्तविक उपयोक्ताओं की भावश्यकतायें भारत के राज्य व्यापार निगम लिमिटेड के माध्यम से आयातों द्वारा प्रतिबंधित आधार पर पूर्ण की जायेंगी ।
2. स्थिति की पुनरीक्षा करमे पर यह निश्चय क्रिया गया है कि वस्त्र उद्योग मे लगे हुए वास्तविक उपयोक्ताओं की निम्नलिखित श्रेणियों को कच्चे ऊन के सीधे आयात की अनुमति दी जाए :-
( 1 ) उद्योग ( विकास भौर विनियमन ) अधिनियम, 1951 को प्रथम अनुसूची की मद सं ० 23 ( 3 ) के अन्तर्गत जारी किए औद्योगिक लाइसेंस के धारक वास्तविक उपयोक्ता ।
( 2 ) ऊनी उत्पादों के निर्माण में लगे हुए और वास्तविक उपयोक्ता कोटा शर्तों के अन्तर्गत कच्चे ऊन की रिहाई के लिए अब तक मान्यता प्राप्त वास्तविक उपयोक्ता ।
( 3 ) ऊनी वस्त्र ( उत्पादन और वितरण/ नियत्रण ) , श्रादेश, 1962 की धारा 3 ( 1 ) के अन्तर्गत वस्त्र आयुक्त द्वारा जारी किए गए परमिटों के धारक ऊनी धागा , ऊन के कर्तक ।

( 4) ऊन का धागा कातने वाले जिनकी कातने की क्षमता नियमित नहीं की गई है परन्तु जो आयातित ऊन के लिए अभी तक कोई कोटा प्राप्त करने में समर्थ नही हुए है ।
( 5) होजरी एकक जो पजीकृत निर्यातक है ।
3. उपर्युक्त श्रेणियो के वास्तविक उपयोक्ता कच्चे ऊन के आयात के लिए लाइसेन्स की मंजूरी के लिए अपने आवेदन पत्त्र उस सम्बद्ध क्षेत्रीय लाइमेम प्राधिकारी को सीधे ही प्रस्तुत कर सकते हैं जिसके अधिकार क्षेत्र मे वे शामिल है । आवेदन पत्र आयात व्यापार नियन्त्रण नियम तथा क्रिया- विधि पुस्तक , 1976-77 के परिशिष्ट 3 मे दिए गए प्रपत्त 'ख ' में दिए जा सकते है । आयात लाइसेंस 12 महीनो की वैधता अवधि के साथ आवेदित मूल्य के लिए मजूर किए जायेगे ।
4. धुनाई एककों ( कोम्बिंग यूनिट्स ) का जहां तक सम्बन्ध है , उन्हें अपने आवेदन पत्न सम्बद्ध प्रायोजक प्राधिकारी के माध्यम से प्रस्तुत करने चाहिए और लाइसेस प्रायोजक प्राधिकारी द्वारा सिफारिश किए गए मूल्य के लिए 12 महीनों की वैधता के साथ मजूर किए जायेंगे । लेकिन यदि कोई धुनाई एकक ( कोम्बिग यूनिट ) कच्चे ऊन के लिए वास्तविक उपयोक्ता के रूप में कोटा धारक हो जाता है वह सीधे ही सम्बद्ध लाइसेंस प्राधिकारी को आवेदन पत्र प्रस्तुत कर सकता है ।
