New Delhi , the 18th February 1977
8.Ο. 178 (E ) . In exercise of the powers conferred by section 3 of the Essential Commodities Act , 1955 (10 of 1955 ) , the Central Government hereby makes the following Order further to amend the Cement ( Quality Control ) Order , 1962, pamely.-
1. ( 1 ) This Order may be called the Cement ( Quality Control ) Amendment Order, 1977 .
(2) It shall come into force at once .
2. For clause 2 of the Cement ( Quality Control) Order 1962 , the following clause ball be substituted , namely-
"2. Definitions : -In this Order , unless the context otherwise requires, (a) " Cement" means any variety of cement manufactured in India and includes blast furnace slag cement , portland pozzolana cement , rapid hardening portland cement , white portland cement , hydrophobic

portland cement , ordinary portland cement , low heat portland cement, high strength ordinary portland cement , cement used for the manu- facture of railway sleepers , masonry cement , oil well cement, super sulphated cement or any other variety of cement which the Central Government may , by notification in the Gazette , specify for the pur- poses of this Order;
(b) " prescribed standard " means the Indian Standard
(1 ) No. IS: 8041E - 1976 relating to Rapid Hardening Portland Cement , ( ii ) No. IS : 8042E- 1976 relating to White Portland Cement ,
( li ) No. IS : 8043E - 1976 relating to Hydrophobic Portland Cement , (lv) No. 13 : 269-1976 relating to Ordinary and Low Heat Portland Cement (Third Revision ) ,
(v) No. IS : 455-1976 relating to Portland Blast Furnace Slag Cement (Third Revision ) ,
(vi) No. IS : 1489-1976 relating to Portland Pozzolana Cement (Second Revision) ,
(vii) No. IS : 8112-1976 relating to High Strength Ordinary Portland Cement and cement used for the manufacture of railway sleepers , (vili ) No. 18 : 3466-1967 relating to masonry Cement (First Revision ) , (1x) No. IS: 8229E- 1976 -Oil Well Cement (now under print ) , (x) No IS: 6909-1973 - Super Sulphated Cement .
Explanation. Cement shall not be deemed to be of prescribed standard, if it is not of the nature , substance or quality which it purports or it represents to be. "

का० प्रा० 178 ( अ ) केन्द्रीय सरकार, आवश्यक वस्तु अधिनियम , 1955 ( 1955 का 10 ) की धारा 3 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , सीमेन्ट ( क्वालिटी नियंत्रण ) आदेश , 1962 में और संशोधन करने के लिए निम्नलिखित आदेश देती है , अर्थात्:--
1. ( 1 ) इस भावेश का नाम सीमेण्ट (क्वालिटी नियत्रण ) संशोधन आवेश , 1977 है ।
( 2 ) यह तुरन्त प्रवृत्त होगा ।
2. सीमेन्ट (क्वालिटी नियंत्रण ) आदेश , 1962 के खण्ड 2 के स्थान पर निम्नलिखित खण्ड रखा जाएगा, अर्थात-
" १ परिभाषा उस आदेश में, जब तक कि मदर्भ से अन्यया श्रपेक्षिन न हो,
(क ) "सीमेन्ट" से भारत मे विनिर्मित किसी भी प्रकार का सीमेन्ट अभिप्रेत है जिसमें वात्या भट्टी स्लेग मोमेन्ट, पोर्टलैन्ड पोजोलाना सीमेन्ट, क्षिप्र कठोरन पोर्टलैन्ड सीमेन्ट, श्वेत पोर्टलैन्ड सीमेन्ट, जल विरोधी पोर्टलैन्ड सीमेन्ट, सामान्य पोर्टलैण्ड भारत का असाधारण राजपत्र

सीमेन्ट, निम्न ताप पोर्टलैन्ड सीमेन्ट , उच्च सामर्थ्य सामान्य पोर्टलैन्ड सीमेन्ट, रेलवे स्लीपरो के विनिर्माण में प्रयुक्त सीमेन्ट, चिनाई सीमेन्ट, तेल कूप सीमेन्ट, सुपर सल्फेटेड सीमेन्ट या किसी अन्य प्रकार का सीमेन्ट, जिसे केन्द्रीय सरकार , राजपत्र में अधिसूचना द्वारा , इस भावेश के प्रयोजनो के लिए विनिर्दिष्ट करे, सम्मिलित है ;
(ख) " विहित मानक " से निम्नलिखित भारतीय मानक अभिप्रेत हैं
( i) क्षिप्रक्टोरन पोर्टलैन्ड सीमेन्ट से सम्बन्धित सं ० भा ० मा ० 8041 ई०-1976,
( ii ) प्रयेत पोर्टलैन्ड सीमेन्ट से सम्बन्धित स ० भा ० मा ० 8042 ६०-1976,
( iii ) जल विरोधी पोर्टलैन्ड सीमेट से सम्बन्धित सं ० भा ० मा ० 8043 ई-1976 ,
( iv) सामान्य और निम्न ताप पोर्टलैन्ड सीमेन्ट ( तृतीय पुनरीक्षण ) से सम्बन्धित म ० भा ० मा ० 269-1976 ,
( V) पोटेन्ड बात्या भट्टी स्लैग सीमेन्ट ( तृतीय पुनरीक्षण ) से सम्बन्धित सं भा ० मा ० 455-1976 ,
( vi) पोर्टलैन्ड पोजोलाना सीमेन्ट ( द्वितीय पुनरीक्षण ) से सम्बन्धित म ० भा ० मा ० 1489-1976 ,
( vii ) उच्च सामाथ्यं सामान्य पोर्टलैन्ड सीमेन्ट भौर रेलवे स्लीपरों के विनिर्माण में प्रयुक्त सीमेन्ट से सम्बन्धित सं ० भा ० मा ० 8112-1976 ,
(viii ) चिनाई सीमेन्ट (प्रथम पुनरीक्षण ) से सम्बन्धित स ० भा० मा ० 3466- 1967,
( ix) तेलकूल सीमेन्ट ( जो अब मुद्रणाधीन है ) -सं ० भा ० मा ० 8229 -1976,
(x) सुपर सल्फेटेड सीमेन्ट सं ० भा ० मा ० 6909-1973,
स्पष्टीकरणः-यदि सीमेन्ट उस प्रकृति , पदार्थ या क्वालिटी का नहीं है, जिसका होना उससे तायित है या जो वह व्यक्त करता है , तो उसे विहित मानक का नहीं समझा जाएगा ।"
