New Delhi , the 23rd February 1977
8.0 . 190 ( E ) / 15A/ IDRA/ 77 .-Whereas Messrs Shalimar Biscuits Limited, Bombay owning two industrial undertaking at Sun Mills compound , LowerLo Parel,Parel, Bombay and at Secundrabad , is being wound up under the supervision of the Bombay High Court and the business of the company is not being continued ;
And, whereas , the Central Government is of the opinion that it is necessary , in the interests of the general public , and, in particular , in the interests of production of the articles manufactured in the said industrial undertakings , to investigate into the possibility of running or re - starting the aforesaid - industrial undertaking;
And, whereas , on an application under section 15A of the Industries ( Develop- ment and Regulation ) Act , 1951 ( 65 of 1951 ) , made by the Central Government to the Bombay High Court praying for permission to make an investigation into such possibility , the Bombay High Court has by its Order dated 24th January , 1977 , granted the requisite permission;
Now, therefore , in exercise of the powers conferred by section 15A of the indus tries (Development and Regulation ) Act , 1951 ( 65 of 1951 ) , the Central Government

hereby appoints, for the purpose of making an investigation into the possibility of re- starting the aforesaid industrial undertaking , a body of persons consisting of :

1. Shri S. Ramaswamy, Officer on Special Duty , Directorate General of Technical Development , New Delhi

2. Shri D. B. Chakki , Manager (Finance ) , Industrial Reconstruction Corpora- tion of India Ltd. , Calcutta .
3. Dr M. M Krishna , General Manager , Modern Bakeries Ltd. ( Research & Development Unit ) New Delhi .
2. The above body shall submit the report to the Central Government by the 31st March , 1977 .

का० ग्रा ०190 ( प्र ) / 18 क आई डी आर ए 77.-- मैसर्स शालीमार बिस्कुट्स लिमि- टेड , मुम्बई , जो सनेमिल्स अहाता , लोअर परेल, बम्बई और सिकन्दराबाद में, दो श्रौद्योगिक उपक्रमों की स्वामी है, मुम्बई उच्च न्यायालय के पर्यवेक्षण के अधीन परिसमाप्ति की जा रही है और इस कम्पनी का कारोबार जारी नही रखा जा रहा है ;
और केन्द्रीय सरकार की यह राय है कि लोक हित में तथा, विशेषप से, उक्त श्रौद्योगिक उपक्रमों द्वारा विनिर्मित वस्तुओ के उत्पादन के हित में, यह आवश्यक है कि पूर्वोक्त औद्योगिक उपक्रम को चलाने या पुन. आरम्भ करने की सभावना की जांच की जाए ;
और उद्योग ( विकास और विनियमन ) अधिनियम, 1951 ( 1951 का 65 ) की धारा 15क के अधीन केन्द्रीय सरकार द्वारा मुम्बई उच्च न्यायालय को किए गए आवेदन पर, जिसमें ऐसी सम्भावना की जाच करने की अनुज्ञा देने की प्रर्थना की गई है , मुम्बई उच्च न्यायालय ने अपने 24 जनवरी , 1977 के आदेश द्वारा अपेक्षित अनुशा प्रदान कर दी है ;
अतः , अब , उद्योग ( विकास और विनियमन ) अधिनियम , 1951 ( 1951 का 65) की धारा 15क द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , केन्द्रीय सरकार , पूक्ति भौद्योगिक उपक्रम को पुनः प्रारम्भ करने की संभावना को जाच के प्रयोजन के लिए व्यक्तियो का एक निकाय नियुक्त करती है , जिसमें निम्नलिखित होंगे :
