8.O. 296 ( E ) -The following Order made by the Vice -President acting as Presi- dent is hereby published for general information
ORDER
WHEREAS I , Basappa Danappa Jattı , Vice- President acting as President of India . am satisfied that a situation has arisen in which the administration of the Union territory of Delhi , cannot be carried on in accordance with the provisions of the Delhi Administration Act , 1966 ( 19 of 1966) ( hereinafter referred to as " the Act" ) , and that for the proper administration of that Union territory , it is necessary and expedient so to do ;
NOW , THEREFORE , in exercise of the powers conferred by section 31 of the Act and of all other powers enabling me in that behalf , I hereby
(a) suspend , for a period of three months from the date of this Order , the operation of the following provisions of the Act , namely
section 11 ;
in section 12 , sub- sections ( 1 ) , ( 3 ) and ( 4) , clauses ( b) and ( c) of sub- sec- tion ( 2) and the first proviso to that sub-section , and so much of sub- section ( 5) as relates to the salaries and allowances of the Deputy Chairman;
sections 13 to 17 ( both inclusive ) , sections 20 to 25 (both inclusive ) , sec- tion 27 and section 28;

in section 29 , sub- section ( 1 ) , and the following provision , namely , " whe- ther taken in his discretion or otherwise" in sub - section ( 2) , so much of section 30 as relates to the members of the Executive Council; and
(b) direct that the Chief Executive Councillor and other Executive Coun- cillors appointed under sub - section ( 1 ) of section 28 of the Act shall cease to hold office as such

का० प्रा० 296 ( प० ) निम्नलिखित आदेश सर्वसाधरण राष्ट्रपति के रूप में कार्य करते हुए उपराष्ट्रपति द्वारा किया गया की जानकारी के लिये प्रकाशित किया जाता है
प्रादेश
मेरा , अर्थात्, भारत के राष्ट्रपति के रूप में कार्य करते हुए उपराष्ट्रपति बसप्पा दानप्पा जत्ती का, यह समाधान हो गया है कि ऐसी स्थिति उत्पन्न हो गई है जिसमें दिल्लो सघ राज्य क्षेत्र का प्रशासन , दिल्ली प्रशासन अधिनियम, 1966 ( 1966 का 19) ( जिसे इनमें इसके पश्चात् "अधि- नियम" कहा गया है ) के उपबन्धो के अनुमार नही चनाया जा सकता, और उक्त मत्र राज्यक्षेत्र के समुचित प्रशासन के लिये ऐसा करना आवश्यक और समीचीन है ,
श्रत , अब, अधिनियम की धारा 31 द्वारा प्रदत्त शक्तियों का तथा मुझे इस निमित्त समर्थ बनाने वाली सभी अन्य शक्तियो का प्रयोग करते हुये, मैं इस आवेश द्वारा
(क) अधिनियम के निम्नलिखित उपबन्धो का प्रवर्तन इस आदेश की तारीख से तीन मास की अवधि के लिये निलम्बित करता हैं अर्थात्
धारा 11 ;
धारा 12 में उपधारा ( 1 ) उपधारा ( 3 ) और उपधारा ( 4) , उपधारा ( 2) के खण्ड ( ख ) और ( ग ) तथा उस उपधारा का प्रथम परन्तुक , और उपधारा ( 5) का उतना अण जिसका सबंध उप-सभापति के सम्बलमों और भतों से है ,
धारा 13 से 17 तक ( इन दोनो को भी सम्मिलित करते हुये ) , धारा 20 से 25 तक ( इन दोनों को भी सम्मिलित करते हुये ) , धारा 27 और धारा 28 ;
धारा 29 मे , उपधारा ( 1 ) और उपधारा ( 2 ) में का निम्नलिखित उपबन्ध अर्थात् " चाहे वह उसके स्वविवेक से की जाए या अन्यथा" ;

धारा 30 का उतना अंश जिमका संबंध कार्यपालिका के सदस्यों से है ; और ( ख ) निवेश करता हूं कि अधिनियम की धारा 28 की उपधारा ( 1 ) के अधीन नियुक्त किये गये मुख्म कार्यकारी पार्षद और अन्य कार्यकारी पार्षद उस रूप में पदों पर नही रहेंगे ।
