THE LOK SABHA SECRETARIAT ( ALLOTMENT OF RESIDENCES ) RULES , 1974
GS.R. 279 ( E) -.-In exercise of the powers conferred by Fundamental Rule 45 , as made applicable to the officers of the Lok Sabha Secretariat by Re- cruitment and Conditions of Service Order No 185 , dated the 19th December , 1957 , the Speaker of the Lok Sabha hereby makes the following Rules further to amend the Lok Sabha Secretariat ( Allotment of Residences ) Rules , 1974, namely:----
1. ( 1 ) These rules may be called the Lok Sabha Secretariat (Allotment of Residences ) Amendment Rules , 1977 .
(2) They shall come into force on the seventeenth day of June , 1977 .
2 In the Lok Sabha Secretariat ( Allotment of Residences ) Rules , 1974 , in rule 2, for clause ( j ) , the follownig clause shall be substituted , namely- "(1) ' priority date of an officer , in relation to a type of residence to which he is eligible unde the provisions of rule 4 means the earliest date from which he ha been continuously drawing emoluments relevant to a particular type or a higher type in a post under the Lok Sabha Secretariat or on foreign service , except for periods of leave .

Provided that in the case of officers who are in the service of the Lok Sabha SecretariatSecret on the date of commencement of thesenese rules , the service , if any , rendered by such officers in the Central Government or a State Government before such commencement shall be reckoned for determining the priority date
Provided further that in respect of a type II , type III or IV residence , the date from which the officer has been continuously in service under the Lok Sabha Secretariat including the periods of foreign service shall be his priority date for that type.
Provided also that where the priority date of two or more officers is the same seniority among them shall be determined by the amount of emoluments , the officer in receipt of higher emoluments taking precedence over the officer in receipt of lower emoluments; where the emoluments are equal , by the length of service " and

लोक सभा सचिवालय ( आवास का भावंटन ) नियम , 1974
सा० फा ० ति० 279 ( घ) मल नियम 45, जिसे दिनाक 19 दिसम्बर , 1957 के भर्ती तथा सेवा की शर्तों सबधी आदेश सख्या 185 द्वारा लोक सभा सचिवालय के अधिकारियो पर लागू किया गया था, द्वारा प्रदत्त शक्तियों का प्रयोग करते हुगे लोक सभा के अध्यक्ष एतद्वारा लोक सभा सचिवालय ( आवास का आवटन ) नियम, 1974 मे अग्रेत्तर सशोधन करने देतु निम्न- लिखित नियम बनाते है , अर्थात्
1. ( 1 ) इन नियमो को लोक सभा सचिवालय ( आवाम का आवंटन ) सशोधन नियम, 1977 कहा जायेगा ।
( 2 ) वे सत्त्रह जून , 1977 को लागू होगे ।
- 2 लोक सभा सचिवालय के स्थान पर निम्नलिखित खण्ड ( श्रावास का प्रावटन ) नियम, 1974 में, नियम 2 में , खण्ड (जे) प्रतिस्थापित किया जारंगा , अर्थात्
" ( जे ) नियम 4 के उपबन्धो के अन्तर्गत जिस टाइप के आवास के लिए कोई अधिकारी, हकदार है उसके सबध में उस अधिकारी की ' प्राथमिकता तिथि का अर्थ उम प्राथमिक ब्रिथि से है जिस से बह लोक सभा सचिवालय के अन्तर्गत एक पद पर, अथवा अवकाश की अवधि को छोड कर , वाह्य मेवा में एक विशिष्ट टाइप अथवा बडे टाइप से सगत परिलब्धियों को लगातार प्रा रहा है ।
परन्तु इन नियमों के लागू होने की तिथि को जो अधिकारी लोक सभा सचिवालय की सेवा मैं हैं, उन के संबंध में, उन के द्वारा केन्द्रीय सरकार अथवा राज्य सरकार के अन्तर्गत इन नियमो के लागू होने से पूर्व गदि कोई सेवा की गई हो.तो उसे प्राथमिकता निथि निर्धारित करने के लिने गिना जायेगा ।
परन्तु टाइप 'दो' , टाइप 'तीन ' श्रथवा ' वार ' के मकानो के सबध में यह तिथि, जिस से अधिकारी लगातार लोक सभा सचिवालय में कार्य कर रहा है, वाह्य गेवा की धवधियो महित, उम टाइप के लिए उसकी प्राथमिकता तिथि होगी ।

और जिन मामलों में परिलन्धिया उसका निर्धारण किया जायेगा । " परन्तु जिन मामलो में दो अथवा अधिक अधिकारियो की प्रार्थामकता तिथि ममान है उन में वरिष्ठना उन के द्वारा अजित परिलब्धियो के आधार पर निर्धा- ग्ति की जायेगी तथा अधिक परिलब्धिया प्राप्त करने वाला अधिकारी कम परिलब्धियां पाने वाले अधिकारी की अपेक्षा पूर्ववर्तिता प्राप्त करेगा, समान हो , उन मे सेवाधि के आधार पर
