RESOLUTION
New Delhi , the 25th June 1977
No. A - 11019 /70 /77 - Ad . VII . The Government of India have decided to appoint a Committee of Experts to examine and suggest legal and administrative measures for simplification and rationalisation of the direct tax laws and such further alterations as are desirable in the interest of the national economy .
2. The Committee will consist of the following

Members
Shri C C Chokshi , Chartered Accountant , Bombay .
Shri Harnam Shankar former President , Income- tax Appellate Tribunal , New Delhi .
Shri C C Ganapathi , Chairman , Settlement Commission , New Delhi .
Secretary
Shri T S. R. Narasimhan Commissioner of Income - tax , Bombay .
3 The Comm e will-
( a) recommend measures to simplify and rationalise the laws relating to income - tax , surtax , wealth - tax , gift - tax and estate duty , and to alter those laws with a view to making them readily comprehen- sible to taxpayers , reducing litigation and thus subserving the interest of the national economy ;

(b) suggest ways and means of improving the administration of those laws and expediting assessment , appellate and other proceedings under those laws ,
(c) examine the advisability of consolidating the four laws relating to income- tax, surtax, wealth - tax and gift - tax into one Act ;
(d) prepare drafts of the Bills for being presented before Parliament.
4. The headquarters of the Committee will be at Bombay The Committec will devise its Own procedure , and may call for such information as it considers necessary .
5. The Department of Revenue and Banking will provide the secretariat of the Committee .
6 The Committee will submit its Report and the draft Bills to the Minis- try of Finance by 31st December , 1977

सं० ए-11019 / 70 / 77- प्रशा VII. प्रत्यक्षकर कानूनो का सरलीकरण करने और उन्हें युक्तिसंगत बनाने तथा उनमे राष्ट्रीय अर्थव्यवस्था के हिन श्रय में बाछनीय परिवर्तन करने की दृष्टि से उनकी जांच करने और उनके सबध में कानूनी तथा प्रशासनिक उपाय सुझाने के लिए भारत सरकार ने एक विशेषज्ञ समिति नियुक्त करने का निर्णय किया है ।
2. समिति का गठन निम्न प्रकार से होगा

श्री एन ० ए ० पालकीवाला, वरिष्ठ एडवोकेट , बम्बई ।
सवस्यगण
श्री सी० सी० चौनी, चार्टर्ड एकाउन्टेट , बम्बई ।
श्री हरनाम शकर , भूतपूर्व अध्यक्ष , आयकर अपीलीय न्यायाधिकरण, नई दिल्ली ।
श्री सी ० सी ० गणपति , अध्यक्ष , समझौता आयोग, नई दिल्ली ।
सथिय
श्री टी० एस ० आर ० नरिसम्हन्, आयकर आयुक्त , बम्बई ।
3. समिति निम्नलिखित कार्य करेगी--
(क) समिति आयकर, अतिकर , धनकर, दानकार और सम्पदाशुल्क से सबधित कानूनों का सरलीकरण करने तथा उनको युक्तिसगत बनाने के , और इन करो से संबधित कानूनो में इस दृष्टि से परिवर्तन करने के लिये कि वे करदाताओ के लिए सहज ही बोधगम्य बन सके, उपायो की सिफारिश करेगी ताकि मुकदमें बाजी कम हो और राष्ट्रीय अर्थव्यवस्था का हित साधन हो मधे ;

(ख ) समिति उक्त कानूनों के प्रशासन में सुधार करने तथा उन कानूनो अन्तर्गत किये जा रहे कर - निर्धारण , अपीलीय तथा अन्य कार्यवाहियो को शीघ्रता से करने के लिए उपाय सुझायेगी ;
(ग ) ममिति आयकर, अतिकर, धनकर ता. वानकर से सरधित चार कानूनों को एक अधिनियम में समेकित करने के औचित्य की जाच करेगी
( घ ) समद में पेश करने के लिये विधेयको के प्रारूप तैयार करेगी ।
4 ममित्ति का मुख्यालय बम्बई में होगा । ममिति अपनी कार्यविधि निर्धारित करेगी और जो सूचना वह आवश्यक समझेगी मगवायेगी ।
5. राजस्व और बैकिग विभाग , समिति के सचिवालय की व्यवस्था करेगा ।
6. समिति अपनी रिपोर्ट और विधेयको के प्रारूप 31 दिसम्बर , 1977 तक , वित्त मनालय को प्रस्तुत करेगी ।
आवेश
आदेश दिया जाता है कि इस सकल्प की प्रति मभी मबधित व्यक्तियो को भेजी जाय और इसे सर्वसाधारण की सूचनार्थ भारत के राजपत्र में प्रकाशित किया जाय ।
