IMPORT TRADE CONTROL
New Delhi , the 13th July 1977
SUBJECT . Import of Coconut oil under free licensing scheme .
No. 47 - ITC ( PN ) / 77 - Attention is invited to the provisions contained [ aginst S. Nos 9-20 in Appendix 2 of the Import Trade Control Policy Book ( Volume 1 ) for April 1977 - March 1978 , as amended ende Public Notice No. 27 - ITC (PN ) / 77 dated the 19th May, 1977 and 28 - ITC ( PN ) / 77dated the 27th May , 1977 , regarding import of specified edible oils (both refined and unrefined) and oil seeds .
2. On a review of the position , it has been decided that.-
(1) no licences for import of coconut oil will be issued under the aforesaid provisions of the import policy , in future
(11 ) licences issued with general description for " edible oils " will not be valid for import of coconut oil unless this item 19 specifically endoresed on it
(in) licences already issued for edible oils or for coconut oil specifically will no longer be valid for import of coconut oil , unless specific endorsement , as laid down in this public notice , is obtained from the licensing authority . This will , however , not apply in caves where shipments have already been made or irrevocable letters of credit have been opened for import of coconut oil on or before the date of issue of this public notice

(iv) licence holders who have entered into firm commitments other than by opening irrevocable letters of credits with the foreign suppliers for import of coconut oil prior to the date of issue of this public notice , should submit their import licences to the Joint Chief Controller of Imports Exports concerned under whose juris- diction the licensee falls , e en though the licence might have been issued by other licensing authorities , for endorsement for import of the item against licences which have not already been automatically invalidated for importation in terms of the provisions contained in para 2 ( 11 ) of Public Notice No 27 - ITC ( PN ) / 77 dated the 19th May, 1977. For this purpose , the licensee should produce the riginal firm offer from the foreign suppliers and the acceptance thereof through cables or letters showing quantity , price , delivery / shipping schedule in respect of coconut oil Only the basis of documents referred to in Sub - para No ( 111 ) above , import licences will be endorsed specifically for import of coconut oil by the Joint Chief Controller of Imports and Exports concerned at Bombay , Calcutta , Madras and Central Licensing Arca , New Delhi .
3. It is also c'arified that under this policy , import of coconut oil of white variety only and not yellow variety will be allowed against the licences to be specifically endorsed permit- ting import of coconut oil.

विषय स्वतंत्र लाईमेम योजना के अन्तर्गत नारियल के तेल का आयात ।
सं० 47 -श्राईटीसी ( पीएन ) / 77.-विशिष्टिकृत खाद्य तेल ( परिष्कृत एंव श्रपरिष्कृत देनो ) और तेल बीज के आयात के सम्बध मे देब्रे सार्वजनिक सूचना स ० 27 - आईटीसी ( पीएन ) / 77 दिनाक 19 मई, 1977 एवं 28 -आईटीसी ( पीएन ) 77 दिनाक 27 मई , 1977 द्वारा यथा सशोधित अप्रैल , 1977 - मार्च , 1978 के लिए आयात व्यापार नियंत्नण नीति पुस्तक ( वा ० 1 ) के परिशिष्ट 2 में क्रम सं ० 9-20 के सामने निहित व्यवस्थाओ की ओर ध्यान दिलाया जाता है ।
2. स्थिति की पुनरीक्षा करने पर यह निश्चय किया गया है कि--
( i) विषय में उपर्युक्त व्यवस्थाओ के अन्तर्गत नारियल के तेल के आयात के लिए कोई भी लाइसेस जारी नही किए जायेंगे ।
( ii ) "खाद्य तेल " के लिए सामान्य विवरण के साथ जारी किए गए लाइसेस नारियल- के तेल के आयात के लिए तब तक वैध नही होगे जब तक कि उन पर विशेष- रूप से पृष्ठाकन न किया गया हो ।
( iii ) खाद्य तेल या विशेष रुप से नारियल के तेल के लिए पहले से ही जारी किये गए लाइसेस तब तक नारियल के तेल के आयात के लिए वैध नही रहेगे जब तक कि प्रस्तुत सार्वजनिक सूचना मे यथानिर्धारित लाइसेंस , अधिकारी से विशेष पृष्ठाकन प्राप्त न कर लिया जाए । किन्तु यह बात उन मामलो मे लागू नही होगी जहां प्रस्तुत सार्वजनिक सूचना के जारी होने की तारीख को या इससे पूर्व नारियल के तेल के श्रायात के लिए पोतलदान कर दिए जा चुके है या अपरिवर्तनीय साखपत्न खोले जा चुके है ।

(iv ) प्रस्तुन सार्वजनकि सूचना के जारी होने की तारीख से पहले जिन लाइसेस धारको ने नारियल के तेल के आयात के लिए विदेशी सभरको के साथ अपरि वर्तनीय साख पत्त्र खोलने के अलावा पक्के वायदे कर दिए है उन्हे चाहिए कि वे सार्वजनिक सूचना स ० 27 -आईटीसी ( पीएन ) 77 दिनाक 19 मई , 1977 की कडिका 2 ( iii ) में निहित व्यवस्थाओं के अनुसार उन लाइमेसो के मद्दे जो पहले से ही आयात के लिए स्वत रुप से अवैध नही है इस मद के श्रायात के लिए पुष्ठाकन के लिए अपने लाइमेसो को उस मयुक्त मुख्य नियत्तक, आयात- निर्यात को भेजे जिसके क्षेत्राधिकारी के अन्तर्गत लाइसेमधागे आता है चाहे लाइससे किसी अन्य लाइसेस प्राधिकारी द्वारा जारी क्यो न किया गया हो । इस प्रयोजन के लिए लाइसेंसधारी को चाहिए कि वह नारियल के तेल के सम्बन्ध मे तार या पत्न द्वारा विदेशी सभरको से प्राप्त मूल पक्के प्रस्ताव और उनके अनुमोदन को प्रस्तुत करे जिसमे मात्त्रा , कीमत , सुपुदर्गी, लदान अनुसूची को दर्शाया जाए । उल्लिखित दस्तावेज के आधार पर , नारियल के तेल के आयात के लिए लाइसेसो पर बम्बई , कलकत्ता , मद्रास एवं केन्द्रीय लाइसेस क्षेत्न , नई दिल्ली के सम्बद्ध संयुक्त मुख्य नियंत्रक, आयात- निर्यात द्वारा पूष्ठाकन किया जाएगा ।
3. यह भी स्पष्ट किया जाता है कि इस नीति के अन्तर्गत नारियल के तेल के आयात को स्वीकृति के लिए विशेष रूप से पूष्ठाकित किए जाने वाले लाइसेसों के मद्दे नारियल तेल की सफेद किस्म के आयात के लिए स्वीकृति दी जाएगी न कि पीली किस्म के लिए ।
