SUBJECT -Import of Nylo Filament yarı - import policy for April 1977- March 1978 .
N. 64 - ITC ( PN ) / 77 - Attention is invited to remark ( 1 ) against heading No. 51 01/03 in Section II of the Impout Trade Control Policy Book for April 1977 - March 1978 , in terms of which requirements of actual users for base flut nylon filament yarn are to be met by imports through State Trading Corporation of India Limited
2. On a review of the position ,it has been decided to allow direct import of first quality base - flat nylon filament yarn to the following categories of actual users'-
(1 ) Units holding industrial licences or registration certificates under item No. 23 (5 ) of the Ist schedule to the Industries (Development and Regulation ) Act , 1951 ;
(11) Art - sılk units registered with the Textile Commissioner , Bombay , and holding perm its issued by the Textile Commissioner , Bombay , including co - operative societies of power- loom owners whose looms are coveredcovered by the permits issued by the Textile Commissioncı , Bombay ,

(111) Registered Associations of authorised power - loom owners ;
(IV) Warp knitting machines and auto- shuttle embroidery machine owners ,
(v) Hosiery and knitwear manufacturers ,
(v1) Independent crimpers , doublers and twisters ; and
(v11 ) Co - operative Societies /Registered associations /Corporations of handloom weavere .
3. Actual users eligible for import licences in terms of para ( 2 ) above , should submit their applications to the regional licensing authorities concerned in the prescribed form and manrer for issue of direct licences for import of base -flat nylon filament yarn ( Ist quality ) , on free licen- sing basis . In the case of actual users referred to in (1 ) to ( iv ) above , applications should be ac- companied by photestat copies of industrial licence on registration certificate under item 23 ( 5 ) f the 1st schedule to the Industries ( Development and Regulation ) Act , 1951 , and / or registro 110 n certificate/permits from the Textile Commissi0nc ) However , in the case of actual users icfened to in (v ) to (vii ))abab ve , applications should be accompanied with a certificate from the State Direc- tors of Industrics / State Handloom Authorities , as the case may be , indicatırg in clear teams 1 ] 21 the applicant unit is an actual user of nylon filament yarn .
4. Import licences issued in terms this Public Notice will have a validity perc df three months from the date fissue . The shipments should be made within the validity poundırd no grace period for shipment of goods will be allowed .
5. The following amendments shall be made at the appropriate places in the Import Trade Control Policy Book (Volume I ) for the period 1977-78-
(i) The existing remark ( 1 ) against heading No. 51.01 /03 in Section II at page 41 of the Policy Book (Vol I ) may be deemed to have been substituted by the following " (1 ) Import of base - flat nylon filament yarn ( first quality ) will be allowed to actual users under the free licensing scheme . Please see Appendix 2 of this Book "
( vi ) The following additional remark ( 3 - A) may be deemed to have been inserted against the heading 51.01 / 03 in Section II at page 41 of the Policy Book (Volume I )
" ( 3 -A) Requirements of nylon yarn and thread (other than base - flat nylon filament yarn and industrial nylon yarn of 210 denier and above ) and polyester filament yarn of actual users will be met by imports through public sector agency Please sec Section III of this Book "
(111) The item nylon filament yarn ( base - flat ) appearing at S No. 75 in Group ' A ' of Sec- tion III of the Policy Book for 1977-78 may be deemed to have been deleted .
(iv) An additional item base - flat nylon filament yarn may be deemed to have been inserted at S. No. 29 in Appendix 2 , page 118 , of the Import Trade Control Policy Book for 1977-78 , with the following entries under the respective columns

विषय--नाइलान फिलामेंट यार्न का ग्रायात-अप्रैल 1977 मार्च 1978 के लिए आयात नीति ।
सं ० 64 - श्रईटीसी ( पीएन ) / 77 अप्रैल 1977- मार्च 1978 के लिए आयात व्यापार नियंत्रण नीति पुस्तक के खड- II में शीर्षक स ० 51 01/03 के सामनें टिप्पणी ( 1 ) की ओर ध्यान दिलाया जाता है जिसके अनुसार बेस-फ्लैट नाइलान फिलामेट यार्न के लिए वास्तविक उपयोक्ताओ की श्रावश्यकताओ को राज्य व्यापार निगम भारत लि ० के माध्यम से किए गए आयातो द्वारा पूरा किया जाना है ।
2. स्थिति की पुनरीक्षा करने पर यह निश्चय किया गया है कि वास्तविक उपयोक्ताश्रो की निम्नलिखित श्रेणियो को पहली किस्म के बेस -फ्लैट नाइलान फिलामेट यार्न के सीधे आयात की स्वीकृति दी जाए
( i) ऐसे एकक जिनके पास उद्योग ( विकास एव विनियम ) अधिनियम, 1951 के लिए प्रथम अनुसूची की मद स ० 23 ( 5 ) के अन्तर्गत औद्योगिक लाइसेंस अथवा पजीकरण प्रमाण पत्न है ;
( ii ) वस्त्र आयुक्त , बम्बई के पास पंजीकृत कृत्रिम रेशम के एकक और जिनके पाम वस्त्र आयुक्त, बम्बई द्वारा जारी किए गए परमिट हैं । इनमे बिजली करघा के मालिको को वे सहकारी समितिया भी शामिल हैं जिनके करघे वस्त्र आयुक्त , बम्बई द्वारा जारी किए गए परमिटों के अन्तर्गत आते हैं;
( iii ) प्राधिकृत बिजली करघा के मालिको के पंजीकृत संघ;
( iv) ताना बुनने वाली मशीन एवं आटो शटल कशीदा मशीन के मालिक;
( v) होजरी और सलाई से बुने हुए वस्त्र के विनिर्माता ,
(vi ) स्वावलम्बी क्रिम्पर्स, डब्लर्म एवं ट्विस्टर्स , और
( vii ) हाथकरघा जुलाहो की सहकारी समितिया/ पजीकृत संघ/ निगम ।
3. उपर्युक्त कडिका ( 2 ) के अनुमार, आयात लाइमेसो के लिए पान वास्तविक उपयोक्ताओ को चाहिए कि वे स्वतत्त्र लाइसेस आधार पर बेम- फ्लैट नाइलान फिलामेट यार्न ( पहली किस्म ) के आयात के लिए सीधे लाइमेस जारी करने के लिए निर्धारित प्रपत्त्र मे एव- विधि से सबद्ध क्षेत्रीय लाइसेस प्राधिकारी को अपना आवेदनपत्र भेजें । उपर्युक्त कडिका ( i) से ( iv) मे उल्लिखित वास्तविक उपयोक्ताओ के मामले मे श्रावेदन पत्त्रो के साथ उद्योग ( विकास एव विनियम ) अधिनियम् 1951 के लिए प्रथम अनुसूची की मद सं ० 23 ( 5 ) के अन्तर्गत औद्योगिक लाइसेस या पंजीकरण पत्न की फोटो प्रतिया और / या वस्त्र ग्रायुक्त के पजीकरण प्रमाणपत्र/ पर्शिमटो की फोटो प्रतिया भेजी जानी चाहिएं । लेकिन उपर्युक्त कडिका ( v ) मे ( Vii ) में उल्लिखित वास्तविक उपयोक्ताओं के मामले मे वेदनपत्तो के माथ जैमा भी मामला हो राज्य उद्योग निदेशको/ राज्य हथकरघा प्राधिकारियो के 1H GAlle OFF DIA AAO DINAR ,

प्रमाणपत्र के साथ भेजे जाने चाहिए जिनमे यह साफ साफ बताया जाए कि आवेदक एकक नाइलान फिला मेंट यार्न का वास्तविक उपयोक्ता है ।
4. इस सार्वजनिक सूचना के अनुसार जारी किए गए आयात लाइसेस जारी होने की तारीख से तीन महीनो की अवधि के लिए वैध होगे । माल का पोतलदान वैधता अधि के भीतर कर लेना चाहिए और माल के पोतलदान के लिए कोई रियायती अवधि नही दी जाएगी ।
5 1977-78 अवधि की आयात व्यापार नियंत्रण नीति पुस्तक ( वा०-1 ) मे उचित स्थानो पर निम्मलिखित संशोधन किए जाएगे
( i) नीति पुस्तक ( वा०-1 ) के खड- ii मे पष्ठ 41 पर शीर्षक स ० 51 01/03 के सामने विदयमान अभ्युक्ति ( 1 ) के स्थान पर निम्नलिखित अभ्युक्ति प्रतिस्थापित्त की गई समनी जाए
" ( 1 ) बेस -फ्लैट नाइलान फिलामेट ( पहली किम्म ) के श्रायात की अनुमति वास्तविक उपयोक्ताओ को स्वतंत्र लाइसेंस योजना के अधीन दी जाएगी । कृपया इम पुस्तक का परिशिष्ट 2 देग्वे । "
( ii ) नीति पुस्तक ( वा०-1 ) के खष्ठ II मे पृष्ठ 41 पर शीर्षक स ० 51 01/03 के सामने निम्नलिखित अभ्युक्ति ( क ) निविष्ट की गई समझी जाए .
" ( 3 क ) वास्तविक उपयोक्ताओं की नाइलान यार्न और थ्रेड ( बेम -फ्लैट नाइलान फिलामेट यार्न और 210 डैनियर और इसमे अधिक डैनियर के श्रौद्योगिक नाइलान यार्न से भिन्न ) और पालिस्टर फिलामेट यार्न की आवश्यकताए सार्व- जनिक क्षेत्र के अभिकरणो के माध्यम से आयातो के द्वारा पूर्ण की जाएगी । कृपया इस पुस्तक का खड III देखे । "
( iii ) 1977-78 की नीति पुस्तक के खंड III के ग्रुप 'क ' मे क्रम स ० 75 पर प्रदर्शित मद नाइलान फिलामेट यार्न ( बेस -फ्लैट ) हटा दी गई समझी जाए ।
( iv) 1977-78 की नीति पुस्तक के परिशिष्ट 2 मे पृष्ठ 118 की क्रम स ० 29 पर एक अतिरिक्त मद बेस - फ्लैट नाइलान फिलामेट यार्न सम्बन्धित स्तम्भो मे निम्नलिखित प्रविष्टियो के साथ निविष्ट की गई समझी जाए :--

( 2) कृत्रिम रेशम के व एक्क जो वम्त आयुक्त , बम्बई के पास पजीकृत है, और जिनके पास वस्त्र श्रायुवत , बम्बई द्वारा दिया गया परमिट हो, जिनम बिजली करघा के उन स्वामियो की मरकारी मितिया भी शामिल है , जिनके करघ वस्त्र आयुक्त , बम्बई द्वारा जारी किए गए परि परमिट के अधीन आत हो ।
( 3 ) प्राधिकृत बिजली करघा के मालिको के पजीकृत सघ ।
( 4) ताना बुनने की मशीन और आटो शटल कशी मशीन के मालिक ।
( 5 ) होजरी र सलाह, से बुने हुए वस्त्र वे विनिर्माता ।

No. 65 - ITC ( PN) / 77 - Attention is in tted to para 14 of Appendix 4 of the In port Trade Control Policy Book ( Volume I for the period April 1977 -March 1978 , icgarding import policy for stainless steel / heat resisting steal for the period April 1977 - March 1978
2 On a review of the position , it has been decided to make the following amendments in Appendix 41 of the Import Trade Control Policy Book for Apul 1977- March 1978-
( 1 ) Para 14 of Appendix 41 may be deemed to have been substituted by the following "Actual users , both in large and small scale sectors , requiring stainless steel sheets and strips of 0.8mm and thinner will register their 12 months requirements with the Minerals and Metals Trading Corporation as per the provisions laid down in para go of Section I of this book In respect of stainless steel / heat resisting steel plates f thickness 12mm and above and stainless steel sheets with 2B , 3 , 4 , 6 , 7 & 8 finishes import will be allowed on the basis of 100 % of past imported consumption , as pr S No. 25 in Schedule C of this appendix In the case of stainless steel plates and sheets / strips , other than those referred to above , the actual users should register their 12 months requirements with Iron & Steel Controller , Calcutta , who will arrange supply from domestic sources and the quantity for which Iron & Stecl Controller 18 unable to arrange domestic supplies , he will advise MMTC to arrange imports in terms of the provisions contamed in pulas 9-10 above " THE GAZETTE OF INDIA EXTRAORDINARY PART I- SEC ." 828

विषय -- अप्रैल 1977 मार्च 1978 की अवधि के लिए जगावरोधी इस्पात/ ऊष्मा प्रतिरोधी इस्पात के लिए श्रायात नीति ।
सं० 65 - आईटीसी ( पीएन ) / 77-अप्रैल , 1977 --मार्च 1978 अवधि के लिए जगावरोधी इस्पात ऊष्मा प्रतिरोधी इस्पात के लिए श्रायात नीति से सम्बन्धित अप्रैल, 1977 --मार्च 1978 की अवधि के लिए आयान व्यापार नियंत्रण नीति पुस्तक ( वा०-1 ) के परिशिष्ट 41 के पैरा 14 की ओर ध्यान दिलाया जाता है ।
2. स्थिति की पुनरीक्षा करने पर अप्रैल 1977 मार्च 1978 के लिए आयात व्यापार नियंत्रण नीति पुस्तक के परिशिष्ट 41 में निम्नलिखित संशोधन करने का निश्चय किया गया है
( 1) परिशिष्ट 41 के पैग 14 को निम्नलिखित द्वारा प्रतिस्थापित किया गया समझा जाए
"बुहत श्रौर लघु पैमाने के क्षेत्र दोनो के वे वास्तविक उपयोक्ता जिनको 0 8 मि० मी० और इसमे पतली जंगावरोधी इस्पात चद्दरो और पत्तियो की आवश्यकता है , इस पुस्तक के भाग 1 के पैरा 90 मे निर्धारित व्यवस्थाओ के अनुसार अपनी 12 महीने की आवश्यकताओं को खनिज एव धातु व्यापार निगम के पास पजीकृत करा ले । 12 मि ० मी० और इसमें अधिक मोटी जगावरोधी इम्पात ऊष्मा प्रतिरोधी हस्पात प्लेटो और 2 बी , 3 , 4 , 6 , 7 और 8 फिनिशिस की जगावरोधी इस्पात वदरो के मम्बन्ध मे इस परिशिष्ट की अनुसूची ग की क्रम स ० 25 के श्रनुमार भूतकाल में आयातित उपभोग के 100 % के आधार पर श्रायात की अनुमति होगी । उपर वर्णित को छोडकर , जंगावरोधी इस्पात प्लेटो और चददरों / पट्टियों के मामले मे वास्तविक उपयोक्ताओ को उनकी 12 महीने की आवश्यकताओ को लोहा एव इस्पात नियत्नक , कलकत्ता के पाम पंजीकृत कराना चाहिए , जो देशी स्रोतों से पूर्ति की व्यवस्था करेगा और लोहा एवं इस्पात नियंत्रक देशी स्रोतो में जितनी मात्रा की पूर्ति करने में असमर्थ रहेगा उक्त पैरा 9-10 में निहित व्यवस्थाओ की शर्तों के अनुसार खनिज एव धातु व्यापार निगम को वह इसके आयात की व्यवस्था करने के लिए सलाह देगा । "
( 2) सम्बद्ध स्तम्भो मे निम्नलिखित प्रविष्टियो के साथ परिशिष्ट 41 की अनुसूची ' ग' में एक नयी मद स ० 25 जोडी गयी समझी जाए
