IMPORT TRADE CONTROL

SUBJECT -Compulsory export effort by actual users engaged in certain industries during April 1977- March 1978 period
No. 68 - ITC ( PN ) / 77 -Attention is invited to the provision made in para 77 in Section I of the Import Trade Control Policy Book ( Volume I ) for 1977-78, according to which Government reserves the right to require any industry which uses imported machines v or imported inputs to show certain export performance over a period of time and its failure ju doing so will render it liable to action under the Import Trade Control Regulation
2 It has been decided by Government that units engaged in the manufacture of automobile tyres and tubes ( excluding scooter tyres and tubes ) shall be placed under the said compulsory export obligation to thehe extent indicated below.
15% of the ex - factory value of production during 1977-78 .
( a) Units manufacturing automobile tyres and tubes ( excluding scooter tyres and tubes ) which started production on or before Ist April, 1973 .
100 of the ex - factory value of production during 1977-78 .
(b) Units engaged in the manufacture automobile tyres and tubes ( excluding Scooter tyres and tubes ) which started production after 1st April , 1973 . of

3 Accordingly the concerned units shall act upto the obligation imposed on them as above , within a period of one year from the date of these orders i.e. not later than the 5th September , 1978
4 Import entitlement of individual units , who fail to discharge the stipulated export obligation, will be liable to a cut of 10 perper cent in their alloca- tion of imported raw materials and components during 1978-79 Hence they should submit at the appropriate time satisfactory evidence of their performance relative to the said obligation .
5. The export obligation will not , however , apply to small scale units

विषय. अप्रैल 1977 मार्च 1978 श्रवधि के दौरान कुछ खास उद्योगों मे लगे हुए वास्तविक उपयोक्ताओं द्वारा अनिवार्य निर्यात प्रयत्न
सं ० 68 -प्राई टी ० सी ० ( पीएन ) / 77 .--1977-78 अवधि की आयात व्यापार नियन्त्रण नीति पुस्तक ( वा ० 1 ) के खण्ड 1 के पैरा 77 में दी गई व्यवस्था की ओर ध्यान दिलाया जाता है, जिसके अनुसार सरकार को अधिकार है कि वह किमी भी उस उद्योग से जो भ्रायातित मशीनरी या आयातित निवेश का उपयोग करता है , कुछ समय के बाद कुछ निर्यात निष्पावन को बताने की अपेक्षा कर सकती है और उसके द्वारा ऐसा करने में असफल होने पर उसके विरुद्ध आयात व्यापार नियन्त्रण विनियमो के अन्तर्गत कार्रवाई कर सकती है ।
2. सरकार ने अब यह निश्चय किया है कि जो एकक आटोमोबाइल टायर और ट्यूब्स के विनिर्माण मे लगे हुए है ( स्कूटर टायर्स और ट्यूब्स को छोडकर ) उन्हे उक्त अनिवार्य निर्यात श्राभार के अधीन नीचे संकेतित मीमा तक रखा जाएगा
1977-78 की अवधि के दौरान उत्पादन के कारखाना मूल्य का 15 प्रतिशत ।
( क ) वे एकक जो आटोमोबाइल टायर और ट्यूब्स ( स्कूटर टायर और ट्यूब्स को छोड़कर ) का विनिर्माण कर रहे है , जिन्होने 1 अप्रैल 1973 को या इसमे पहले उत्पादन श्रारम्भ किया है ।
1977-78 की अवधि के दौरान उत्पादन के कारखाना मूल्य का 10 प्रतिशत ।
( ख ) वे एकक जो आटोमोबाइल टायर्स और ट्यूब्स ( स्कूटर टायर्स और ट्यूब्स को छोडकर ) का विनिर्माण कर रहे है , जिन्होंने 1 अप्रैल , 1973 के बाद उत्पादन आरम्भ किया है ।
3 तदनुसार , सम्बद्ध एकक इन आदेशों के जारी होने की तिथि से एक साल के अन्दर उपर्युक्त लगाए गए आभारों के अनुसार कार्य करेंगे अर्थात 5 मितम्बर, 1978 से पहले नही ।

4. व्यक्तिगत एकक जो निर्धारित निर्यात श्रभार को पूरा करने में असमर्थ हो जाते है तो 1978-79 के दौरान उनके आयातित कच्चे माल और सघटको के आबंटन के लिए उनकी आयातित हकदारी में 10 प्रतिशत की कटौती की जाएगी । अतः उचित समय पर उन्हें उक्त आभार के सम्बद्ध मे अपने निष्पादन का सन्तोषजनक साक्ष्य देना चाहिए ।
5. लेकिन , निर्यात आभार लघु पैमाने के एकको के लिए लागू नहीं होगा ।
