April , 1977-March , 1978 SUBJECT . Applications under the free licensing scheme Import Policy for
No: 77 - ITC ( PN ) / 77 -Attention is invited to para 13 of Section I and Appen- dix 2 of the Import Trade Control Policy Book ( Volume I ) for the period April, 1977 - March , 1978 , regarding issue of licences to Actual Users and others for import of various items under the free licensing scheme
2 It is clarified that there will be no last date for receipt of applications hy the licensing authorities in respect of items mentioned in Appendix 2 of the Import Trade Control Policy Book ( Volume 1 ) for the period April , 1977 - March , 1978, e . such applications will be entertained at any time during the course of the licensing perioperiod Applications received by the licensing authorities after the 31st March , 1978 , will not , however , be accepted
3 In the case of parts of watches for which a provision for issue of licences to new comers on the basis of purchase/ sales turnover has been made vide para 114 of Section I and Remark ( 5 ) against S No 91 01/11 in Section IV of the Policy Book for 1977-78 , the last date for receipt of applications from new comers has been set down as the 30th September , 1977 , in the suceeding para 115 Thus in the case of watch parts while the last date for receipt of applications under the free licensing scheme will be the 31st March , 1978 , for new comers applying under the said para 114 , the last date will be the 30th September , 1977 only

4 In terms of para 9 ( iv ) of Section I of the Policy Book ( Volume I ) for 1977- 78, it has been provided that the past consumption of items covered by the free of the Policy Book , is not to be included In the consumption certificate for grant of import licences / release orders Accord- ngly , the following amendments shall be deemed to have been made in the policy ab initio .
( a) In Serial Number 10 of the proforma of the consumption certificate given in Appendix 50 of the Policy Book for 1977-78 , add
" ( IV ) Items covered by the free licensing scheme as given in Appendix 2 of this book. " , and
(b ) In paras 24 and 36 of Section 1 , add
" ( d ) Items covered by the free licensing scheme as given in Appendix 2 of this book "

विषयः--स्वतन्त्र लाइमेस योजना के अधीन आवेदन-पत्त्र अप्रैल , 1977-मार्च 1978 के लिए आयात नीति ।
सं० 77- आई ० टी० सी० पी० एन ० ) 77.--स्वतन्त्र लाइसेंस योजना के अधीन विभिन्न मदो के श्रायात के लिए वास्तविक उपयोक्ताओ और अन्यो को लाइसेम जारी करने के सम्बन्ध में अप्रैल , 1977 - मार्च, 1978 श्रवधि के लिए श्रायात व्यापार नियत्त्रण नीति पुस्तक ( वा ० I ) के पर्गिशष्ट-2 और खण्ड-1 के पैरा 13 की ओर ध्यान दिलाया जाता है ।
2 यह स्पष्ट किया जाता है कि, अप्रैल , 1977 मार्च , 1978 अवधि की आयात व्यापार नियत्रण नीति पुस्तक ( वा ० Ⅰ ) के परिशिष्ट-2 में उल्लिखित मंदो के सम्बन्ध म लाइसेंस प्राधिकारियो द्वारा आवेदन -पत्त्र प्राप्त करने की कोई अन्तिम तिथि नही होगी अर्थान् ऐसे आवेदन-पत्त लाइसेस की अवधि के दौरान किसी भी समय स्वीकार किये जायेगे लेकिन, 31 मार्च , 1978 के पश्चात् लाइमेम प्राधिकारियो द्वारा प्राप्त आवेदन- पत्न स्वीकार नहीं किए जायेगे ।
3 जिन घडी के पुर्जी के लिए नए श्रागन्तुको को खरीद/ बिक्री के आधार पूर लाइसेस जारी करने की व्यवस्था की गई है देखिए 1977-1978 की नीति पुस्तक के खण्ड 4 की क्रम संख्या 91 01 11 के सामने टिप्पणी 5 और खण्ड 1 का पैरा 114, उनके मामले मे नए ग्रागन्तुको के आवेदन-पत्र प्राप्त करने की अन्तिम तिथि के बाद के पैरा 115 में 30 सितम्बर, 1977 निर्धारित की गई है । इस प्रकार घडी के पुर्जों के मामले मे जबकि स्वतन्त्र लाइसेंस योजना के अन्तर्गत आवेदनपत्तन प्राप्त करने की अन्तिम तिथि 31 मार्च, 1978 होगी उक्त पैरा 114 के अन्तर्गत आवेदन करने वाले नए आगन्तुको के लिए अन्तिम तिथि केवल 30 सितम्बर, 1977 होगी ।

4 1977-78 की नीति पुस्तक ( वा० Ⅰ ) के खण्ड 1 के पैरा 9 ( 4 ) के अनुसार यह व्यवस्था की गई है कि जैसा कि नीति पुस्तक के परिशिष्ट-2 मे दिया गया है स्वतन्त्र लाइसेम योजना के अधीन आने वाली मदो के भूतकालीन उपभोग को आयात लाइसेस रिहाई श्रादेश प्रदान करते समय उपभोग प्रमाण -पत्र म शामिल नही करना है । तद्नुसार नीति मे आदित निम्निलिखित सशोधन किए गए ममझे जायेगे
(क) 1977-78 की नीति पुस्तक के परिशिष्ट -50 में दिए गए उपभोग प्रमाण- पत्न के प्रपत्र की क्रम मख्या 10 में निम्निलिखित को जोडा जाए " ( 4 ) इम पुस्तक के परिशिष्ट-2 में यथा उल्लिखित स्वप्तन्त्र लाइसेस' योजना मे शामिल मदे" , और
( ख ) खड-1 के पैरा 24 से 36 म निम्नलिखित को जोडा जाए
" (घ) इस पुस्तक के परिशिष्ट 2 में यथा उल्लिखित स्वतन्त्र लाइसेस योजना में शामिल मदे । "
