NOTIFICATION
New Delhi , the 17th October 1977
G.S.R. 647 ( E ) . In pursuance of the policy of the Government to encourage and promote labour intensive industries in the Khadi and Village Industries Sector of the economy , it has been decided to constitute a Working Group on Khadi and Village Industries
2 The terms of Reference of the Working Group shall be as follows
( 1 ) To define clearly the terms ( i ) cottage industry ( 11 ) village household sector ,
( 2 ) To consider reservation of Items exclusively for cottage and village industries sector ,
(3 ) To make a critical review of the progress since 1973-74 in terms of physical ( viz increased employment , production and exports ) and financial targets for these industriesstries ( khadi and villageage industries ) envisaged under the Fifth Plan with particular reference to the problems confronted in achieving the main objectives and physical and financial target and the deficiencies experienced in the imple- mentation of the development programmes ; and

(4) To recommend the strategy , policies and the programmes for the deve- lopment of these industries including the physical targets for the five- year period 1978-79-1982-83 , with particular reference to the requirements in respect of organisational and administrative set- up , credit, improving the production techniques and quality of products , marketing and exports , other assistance and facilities , outlays in the public sector , likely investment from private sources , etc. 3. The composition of the Working Group on Khadı and Village Industries shall be as indicated below

( 1) Joint Secretary , Mınıstry of Industry ( Shri B. R R Iyenger ) .
Members
( 2) Representative of Department of Banking .
(3) Representative of Development Commissioner ( Small Scale Industries ) .
(4 ) Representative of Department of Science and Technology .
(5 ) Representative of Development Commissioner for Handlooms .
(6) Representative of Director General , Employment and Training .
(7 ) Representative of Department of Rural Development
(8 ) Representative of Administrative Staff College, Hyderabad .
(9 ) Representative of VSI and PP Divisions of Planning Commission Convenor / Member - Secretary
( 10 ) Representative of Khadı and Village Industries Commission .
4 The Working Group will have discretion to co - opt/associate/ consult the representatives of the State Governments /State Corporations and other concerned officials and non - officials .
5 The Working Group shall submit its interim Report before the 15th Novem- ber, 1977 and the final Report by the 15th January , 1978

सा० का ० नि० 647 ( अ ) -अर्थव्यवस्था के खादी एवं ग्रामोद्योग क्षेत्र में श्रमपरक उद्योगो को प्रोत्साहन देने और सूंवर्धन करने की सरकारी नीति के अनुसरण मे खादी एवं ग्रामोद्योगो पर एक कार्यकारी दल गठित करने का निर्णय किया गया है ।
2. कार्यकारी दल के विचारार्थ विषय निम्नलिखित होगे:-
( 1) ( i ) कुटीर क्षत्र ( ii ) ग्रामीण घरेलू क्षेत्र शब्दों की स्पष्ट परिभाषा करना ।
(2) केवल कुटीर और ग्रामोद्योग क्षत्र के लिए वस्तुओ का भारक्षण करने पर विचार करना ;
( 3) इन उद्योगों के लिए पांचवीं योजना में निर्धारित वास्तविक ( उवाहणार्थ रोजगार , उत्पादन और निर्यात में हुई वृद्धि ) एवं वित्तीय लक्ष्यो के रूप में 1973-74 से हुई प्रगति की प्रमुख उद्देश्यों एवं विसीय लक्ष्यो को प्राप्त करने में आई कठिनाइयों तथा विकास कार्यक्रमों के क्रियान्वयन मे अनुभव की गई कमियो के विशष संदर्भ मे, आलोचनात्मक संवीक्षा करना ; तथा भारत का असाधारण राजवत्र

( 4 ) इन उद्योगों के 1978-79 से 1982-83 की पाच वर्ष की अवधि के निर्धारित वास्तविक लक्ष्यों सहित महत्वपूर्ण नीतियों और कार्यक्रमों के लिए संगठनात्मक और प्रशासनिक व्यवस्था, ऋण , उत्पादन तकनीक तथा उत्पादो की गुणवत्ता में सुधार, विपणन और निर्यात अन्य सहायता और सुविधाए , सरकारी क्षेत्र के परिथ्थयो , गैर सरकारी ( निजी ) स्रोतों से सम्भावित निवेश श्रादि सम्बन्धी नीति के बारे मे सिफारिश करना ।
3. खादी एव ग्रामोद्योग सम्बन्धी कार्यकारी दल का गठन निम्न प्रकार होगा:--
अध्यक्ष
( 1 ) संयुक्त सचिव , उद्योग मन्त्रालय ( श्री बी० आर ० आर ० माय्यंगर ) ।
सवस्य
( 2 ) बैंकिंग विभाग का प्रतिनिधि ।
( 3) विकास आयुक्त ( लघु उद्योग ) का प्रतिनिधि ।
( 4) विज्ञान एव तकनालजी विभाग का प्रतिनिधि ।
( 5 ) विकास आयुक्त , हथकरघा का एक प्रतिनिधि ।
( 6 ) रोजगार एवं प्रशिक्षण महानिदेशक का एक प्रतिनिधि ।
- ( 7 ) ग्रामीण विकास विभाग का एक प्रतिनिधि ।
(8) एडमिनिस्ट्रेटिव स्टाफ कालेज, हैदराबाद का एक प्रतिनिधि ।
( 9 ) योजना आयोग के बी ० एस ० आई ० और पी ० पी ० प्रभागो का प्रतिनिधि ।
संयोजक सवस्य सचिव
( 10) खादी एवं ग्रामोद्योग आयोग का एक प्रतिनिधि ।
4. कार्यकारी दल राज्य सरकारों , राज्य निगमो और अन्य सम्बन्धित सरकारी/ गैर सरकारी कमचारियों को सहयोजित/ सहबद्ध कर सकता है / परामर्श कर सकता है ।
5 कार्यकारी दल अपनी अन्तरिम रिपोर्ट 15 नवम्बर, 1977 के पहले और अन्तिम प्रति वेदन 15 जनवरी , 1978 तक प्रस्तुत कर देगा ।
