RESOLUTION
New Delhi , the 1st November 1977
SUBJECT -Appointment of the Committee on Import Export Policy and Procedures .
No 2 ( 2 ) / 77 - EAC - Keeping in view the present stage of economic develop- ment and also the new directions of planning and development identified by the Government of India it is felt that the import and export polices and procedures should undergo suitable changes For this purpose a Committee has been cons- tituted with the following terms of reference'-
( i ) To review the present structure of import and export policies and their formulation with special reference to the role of policy instruments such as licensing , quotas , tariffs taxes , duty drawbacks andand subsidies;
( 11 ) To suggest improvements in the structure and use of the instruments of policy and rationalisation and simplification of procedures ; and (111 ) To suggest appropriate changes in the Organisation of Chief Controller of Imports and Exports and other export - related agencies
2 The Committee shall consist of the following: -

3. The Committee will invite suggestions from representative organisations of trade and industry and other experts on the subject and also have discussions wherever necessary , before finalising their recommendations
4. The Committee will have powers to co - opt members as found necessary .
5. The Committee will submit its report by the middle of January , 1978 .

विषय - श्रायात निर्यात नीति तथा क्रियाविधि के सम्बन्ध मे समिति की नियुषित ।
सं० :( 2)/ 77-६०१० सी० श्रार्थिक विकास की वर्तमान अवस्था और योजना तथा विकास की भारत सरकार द्वारा अभिज्ञान की गई नई दिशाओ को ध्यान में रखते हुए यह अनुभव किया गया है कि श्रायात तथा निर्यात नीतियो और क्रियाविधियों मे उपयुक्त परिवर्तन किए जाने चाहिएं । इस प्रयोजन के लिए एक समिति गठित की गई है जिसके विचारार्थ विषय निम्नलिखित होंगे :-
( 1 ) लाइसेंसो , कोटो, टैरिफो, करो, शूशुल्क वापसी तथा इमदादो जैसे नीति- माधनों की भूमिका के विशेष संदर्भ में आयान तथा निर्यात नीतियो के वर्तमान ढांचे तथा उनकी मंविरचना का पुनरावलोकन करना,
( 2 ) नीति- साधनो के ढांचे तथा उपयोग मे सुधार तथा क्रियाधिधियो के सुष्य- वस्थीकरण और सरलीकरण के संबंध मे मुझाव देना,
( 3 ) आयात तथा निर्यात के मुख्य नियंत्रक के संगठन तथा निर्यात से संबन्धित अन्य अभिकरणों मे समीचीन परिवर्तन मुझाना,
2. समिति मे निम्नलिखित व्यक्ति होंगे :-

2 श्री भार ० एन ० मल्होत्रा , अपर सचिव, आर्थिक कार्य विभाग , वित्त मनालय ।
3. श्री एम ० आर ० शराफ , अपर सचिव , बैंकिग विभाग , वित्त मंत्रालय ।
4. श्री के ० वी० शेषात्रि, श्रायात तथा निर्यात के मुख्य नियंत्रक ।
5. श्री बिमल जालान , आर्थिक सलाहकार , उद्योग मंत्रालय सदस्य ।

3. ममिति अपनी सिफारिशो को अतिम रूप देने में पहले व्यापार तथा उद्योग मंम्बन्धी मंगठनो के प्रतिनिधियों तथा इस विषय के अन्य विशेषज्ञो से सुझाव आंमत्रित करेगी तथा आवश्यक होने पर उनसे विचार विमर्श भी करेगी ।
4 आवश्यक होने पर , समिति को सदस्य भयोजित करने का अधिकार होगा ।
5 समिति जनवरी , 1978 के मध्य तक अपनी रिपोर्ट दे देगी ।
