New Delhi , the 6th November 1977
SUBJECT, Notification of the Development Commissioner for Handlooms as the Ex- officio Commissioner for Handlooms Cooperatives and his func- tions thereof .
No. 23 / 1 / 77-Coop . Government of India vide their Resolution No 4 / 59/ 74- Tex IV dated 24th October , 1975 published in Gazette of India , Extraordinary Part 1 , Section 1 of 24th October , 1975 had announced its decision on the recom- mendations of High Powered Study Team on Handloom Industry under the Chair- manship of Shri B Sıvaraman , Member Planning Commission
In terms of the recommendation No 6 ( a ) of the Study Team which has been accepted by the Government , 'The Development Commissioner for Handlooms' 19 hereby declared as the Ex - officio Central Commissioner for Handlooms Coopera- tives . The following shall be the duties and functions of the Central Commissioner for Handloom Cooperatives
( a) Formulating a national policy for the development of handlooms in the cooperative sector
(b ) Formulating plans for promoting the growth of handloom cooperatives including primary , regional , State and Central level as also of Co- operative Spinning Mills , as a distinct sector in the national economy .

(c) Evolving approach for the integrated development of credit and market- ing requirements of primary handloom cooperatives .
(d) Maintaining coordination with the State Governments , the Central Ministries , Reserve Bank of India , National Cooperative Develop- ment Corporation and other national level organisations in respect of programmes and activities of handloom cooperatives including Co- operative Spinning Mills and ensuring that their policies are in line with the major objectives of the national policy
(e) Allocation of funds for development of handloom cooperatives .
( f) Research in the methodology of their productions and trends in the functioning of handloom cooperatives , as well as specific problems re- lating to them arising from ime to time .
(g ) Evaluation of the working of handloom cooperatives at various levels by obtaining periodical statements

विषषः--हथकरघा विकास आयुक्त को , हथकरघा सहकारी समितियों तथा उनके कार्यों के लिए पदेन श्रयुक्त नियुक्त करने के लिए अधिसूचना ।
सं ० फा ० 23 /1 / 77 - कोथ्राप ० . भारत सरकार ने , अपने संकल्प सख्या 4/50/74 टैक्स 4 , दिनांक 24 अक्तूबर, 1975 मे , जो कि भारत के श्रसाधारण राजपत्र भाग 1 , खण्ड I में 24 अक्तूबर 1975 को प्रकाशित किया गया था , श्री बी ० शिवारमन , सदस्य , योजना आयोग की अध्यक्षता में ' हथकरघा उद्योग' पर उच्चाधिकार प्राप्त अध्ययन दल की सिफारिशो पर अपने निर्णयो की घोषणा की थी ।
अध्ययन दल की सिफारिश सख्या 6 ( क ) के अनुसार, जिसको कि भारत सरकार ने मंजूर किया है , हथकरघा विकास आयुक्त को एनद्वारा सहकारी समितियों का पदेन आयुक्त नियुक्त किया जाता है । हथकरघा समितियों के केन्द्रीय श्रायुक्त के कर्त्तव्य तथा कार्य निम्नलिखित होंगे : -
( क ) हथकरघा विकास के सहकारी क्षेत्र मे राष्ट्रीय नीति बनाना ।
(ख ) राष्ट्रीय अर्थव्यवस्था के लिए विशिष्ट क्षेत्र के रूप मे , हथकरघा सहकारी समितियो, जिन में प्राथमिक , क्षेत्रीय , राज्य और केन्द्रीय स्तर तथा साथ - साथ केन्द्रीय कताई मिलें भी शामिल है , के विकास और संवर्धन के लिए योजनायें तैयार करना ।
( ग ) प्राथमिक हथकरघा सहकारी समितियो की ऋण और विपणन सम्बन्धी आवश्यकताओं के समेकित विकास के लिए नीति बनाना ।
( घ ) हथकरघा सहकारी समितियो, जिसमे सहकारी कताई मिलें भी शामिल है , के मम्बन्ध मे राज्य सरकारी, केन्द्रीय मत्त्रालयो, भारतीय रिजर्व बैंक, राष्ट्रीय सहकारी विकास निगम तथा अन्य राष्ट्रीय स्तर के सगठनो के साथ समन्वय बनाये रखना और यह सुनिश्चित करना कि उनकी नीतियां राष्ट्र नीति मुख्य उद्देश्यो के अनुरूप हैं ।
(ङ ) हथकरघा सहकारी समितियो के विकास के लिए धन राशि निर्धारित करना ।

(च ) हथकरघा सहकारी समिति के कार्य के रुखों तथा उत्पादन तरीकों और समय- समय पर उनसे सम्बन्धित आने वाली विशेष समस्याओं के भी सम्बन्ध में खोज करना ।
( छ) आवधिक विवरणों को प्राप्त करके विभिन्न स्तर पर हथकरघा सहकारी समितियों के कार्यों का मूश्यांकन करना ।
