SO 765 ( E ) . In exercise of the powers conferred by clause ( 3 ) of article 77 of the Constitution , the President herchy makes the following rules further to amend the Government of India ( Allocation of Business ) Rules , 1961 , namely-
1 ( 1 ) These rules may called the Government of India ( Allocation of Business ) (One hundred and twenty - third Amendment ) Rules , 1977 .
(2) They shall come into force at once
2 In the Government of India ( Allocation of Business ) Rules , 1961 ( hereinafter referred to as the said rules ) , in the First Schedule , for entry 1C, the following entry shall be substituted , namely.-
" 1 " IC Ministry of Commerce ( Vanijya Mantralaya ) " ,
3 In the Second Schedule to the said rules,
( a) under the heading MANTRALAYA ) " ,- " MINISTRY OF COMMERCE ( VANIJYA
(1) in entry 11 , after item ( e) , the following item shall be inserted , namely: -
" ( f ) textiles , woollens , handlooms , readymade garments , silk and cellu- losic fibres , jute and jute products , and handicrafts ." ;

(11) in entry 15, after item ( v ) , the following item shall be inserted , namely
'( vi ) Handicrafts and Handlooms Export Corporation . " , ( 111 ) the sub-heading "DEPARTMENT OF TEXTILES ( VASTR VIBHAG ) " and the entries thereunder shall be omitted;
(b) under the heading " MINISTRY OF INDUSTRY ( UDYOG MANT- RALAYA ) " , under the sub -heading A. " DEPARTMENT OF INDUS- TRIAL DEVELOPMENT ( AUDYOGIK VIKAS VIBHAG ) " , after entry 6 , the following entries shall be inserted , namely.- " 6A Production distribution ( for domestic consumption ) and development the production of all textiles and woollens , including handlooms and readymade cellulosic fibres but excluding non- cellulosic synthetic fibres ( nylon , polyester , acrylic , etc ) , jute , jute products , and handicrafts , 6B Textile Commissioner .

फा० प्रा० 765 ( प्र ) -राष्ट्रपति , सविधान के अनुच्छेद 77 के खण्ड ( 3 ) द्वारा प्रदत्त शक्तियो का प्रयोग करते हुए , भारत सरकार ( कार्य - आवंटन ) नियम , 1961 में और संशोधन करने के लिए लिम्नलिखित नियम बनाते है , अर्थात --
1 ( 1 ) इन नियमों का नाम भारत सरकार ( कार्य - आबटन ) ( एक सौ तेइसर्वा सशोधन ) नियम , 1977 है ।
( 2 ) ये तुन्त प्रवृत्त होगे ।
2. भारत सरकार ( कार्य-आबंटन ) नियम , 1961 ( जिन्हें इसमे इसके पश्चात उक्न नियम कहा गया है ) मे, प्रथम अनुसूची गे, प्रविष्टि 1 ग के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात्
" 1 ग. वाणिज्य मंत्रालय । " ;

3. उक्त नियमों को दूसरी अनुसूची मे, --
(क ) शीर्षक " वाणिज्य मंत्रालय " के नीचे , --
( i ) मद ( ङ ) के पश्चात् , प्रविष्टि 11 में निम्नलिखित मद अन्त .स्थापित की जाएगी, अर्थात्: --
" (च ) वस्त्र, ऊनी वस्त्र, हैडलूम , सिले - मिलाए वस्त्र, रेशम भौर सेलुलोसिक तन्तु, जूट और जूट उत्पाद , और हस्तशिल्प ।" ,
( ii ) मद ( v) के पश्चात्, प्रविष्टि 15 मे निम्नलिखित मद अन्त .स्थापित की जाएगी, अर्थात्:---
( vi ) हस्तशिल्प और हैंडलूम निर्यात निगम । " ;
(iii ) उप शीर्षक " वस्त्र विभाग " और उसके नीचे की प्रविष्टियो का लोप किया जाएगा ,
(ख ) णीर्षक " उद्योग मन्त्रालय " के नीचे उप णीर्षक " क. औद्योगिक विकास विभाग " के नोचे प्रविष्टि 6 के पश्चात् निम्नलिखित प्रविष्टिया रखी जाएगी , अर्थात् -- " 6 क. सभी वस्त्रो और ऊनी वस्त्रो , जिन में हैंडलूम और सिले -मिलाए वस्त्र शामिल है , का उत्पादन, वितरण ( देश में उपभोग ) और विकास , तथ । रेशम और सेलुलोसिक तन्तुओं, जिसमे गैर-सेलुलोसिक सश्लिष्ट तन्तु ( नायलान , पोलियेस्टर, एक्रिलिक श्रादि ) नही है , जूट, जूट उत्पाद , और हस्तशिल्प , ये. उत्पादन से सबद्ध उद्योग ,
6ब्र. वस्त्र आयुक्न ।
6ग पटमन आयुक्त ।
6घ जूट कारपोरेशन आफ इंडिया लिमिटेड ।
