IMPORT TRADE CONTROL

SUBJECT . Import of fresh fruits , all sorts , excluding coconuts cashewnuts and dates ( S. No. 08.04 and 08.09 ) from Afghanistan during August '77-July '78 .
No. 104 - ITC ( PN ) /77.-Attention is invited to Public Notice No 55 - ITC ( PN ) / 77 , dated 2-8-77 , under which the policy and procedure for import of fresh fruits from Afghanistan and export of certain commodities to that country for the period August, 1971977- July 1978 were announced
2 It has been decided to introduce the system of letters of credit in Indo- Afghan trade and consequently the following decisions have been taken
( 1 ) With effect from 1st November , 1977 , the trade under Public Notice No. 55 - ITC ( PN ) / 77 dated 2nd August , 1977 would be conducted on the basis of letters of credit
(2) The business will be transacted through State Bank of India at New Delhi , Amritsar , Bombay and Calcutta branches and Da - Afghanistan Bank, Kabul and Kandhar .
(3 ) The letters of credit shall provide for acceptance of non - negotiable copies /photo copies of original documents The original documents will be sent to the importers / their agents whose addresses will be stated in the letters of credit .

( 4 ) 'The following documents are required to be produced in connection with exports from India to Afghanistan .-
(a) Invoice stating that goods are of Indian ongın certified by the local Indian Chamber of Commerce ,
(b ) Bill of Exchange ,
( c) Non - negotiable copy of Bill of Lading /Airway Bill .
( 5 ) The following documents are required to be produced in comection with exports from Afghanistan to India
(a) Invoice;
(b ) Bill of Exchange ,
( c) Photo copy of Afghan Transit Certificate ,
(d) Photo copy of Phytosanitary Certificate
( 6 ) For handling the transactions pertaining to the transition period till the system of letters of credit has been established , the Customs authorities would permit clearance of goods only against documents endorsed in favour of the importers by the respective bank in the country of the importer .
(7) With effect from 1st November , 1977 the provisions contained in para 15 (1 ) of Public Notice No 55 - ITC ( PN ) / 77 , dated 2nd August , 1977 , would stand null and void ,

विषय. -- प्रगस्त 1977- जुलाई 1978 के दौरान अफगानिस्तान से नारियल , काजू और खजूरों ( क्रम संख्या 08 04 एव 0809 ) को छोडकर सभी प्रकार के ताजे फलों का श्रायान ।
सं० 104 - श्राई टो सो ( पी एन ) / 77. -सार्वजनिक सूचना सख्या 55 - आईटीसी ( पीएन ) , 77 दिनांक 2 अगस्त 1977 की ओर ध्यान प्राकृष्ट किया जाता है जिसमे अगस्त 1977 - जुलाई 1978 अवधि के लिए अफगानिस्तान मे ताजे फलों के आया और उम देश की कुछ पण्यवस्तुओं के निर्यात के लिए नीति और क्रियाविध घोषित की गई थी ।
2 भारत अफगान व्यापार मे माख - पत्त्र की पद्धति चालू करने का निश्चय किया गया है और जिसके फलस्वरूप निम्नलिखित निर्णय लिए गए है :--
( 1) 1 नवम्बर 1977 से सार्वजनिक सूचना सख्या 55 आई टी सी ( पीएन ) / 77 दिनांक 2 अगस्त, 1977 के अन्तर्गत व्यापार माख- पत्र के आधार पर किए जाएगे ।
( 2 ) व्यापार स्टेट बैंक श्राफ इडिया की नई दिल्ली , अमृतसर , बम्बई और कलकत्ता शाखाश्रो और डा ० अफगानिस्तान बैंक काबुल और कंधार के माध्यम से किया जाएगा ।

( 3 ) साख - पत्र मे मूल दस्तावेजो की अपरक्राम्य प्रतियो/ फोटो प्रतियो को स्वीकार करने की व्यवस्था होगी । मूल दस्तावेज उन आयात को/ उनके एजेन्टो को भेजें जाएगे जिनके पते माख -पत्र में दिए जाएगे ।
( 4) भारत में अफगानिम्तान को निर्यात के मबध में निम्नलिखित दस्तावेज प्रस्तुत करने आवश्यक है
(क ) यह प्रर्दाशत हुए बीजक कि माल भारत मूल के है और स्थानीय वाणिज्य मण्डल द्वारा प्रमाणित है ,
( ख ) विनिमय का बिल ,
(ग) लदान बिल 'वायु मार्ग बिल की अपरक्राम्थ प्रति ।
( 5 ) अफगानिस्तान से भारत को निर्यात के सबंध मे निम्नलिखित दस्तावेज प्रस्तुत करने आवश्यक हैं : -
(क ) बीजक ,
(ख) विनिमय बिल;
( ग ) अफ़गान पारगमन प्रमाणपत्र की फोटो प्रति ,
(घ ) फाइटोसेनेटरी प्रमाणपत्र की फोटो प्रति ।
(6 ) साख-पत्त पद्धति स्थापित करने तक की सक्रमण अवधि में सबधित व्यापार को चलाने के लिए सीमा शुल्क प्राधिकारी आयातक के देश मे सबद्ध बैंक द्वारा आयातको के नाम में केवल पृष्ठांकित दम्तावेजो के मद्दे ही माल की निकासी की स्वीकृति देगे ।
( 7 ) 1 नवम्बर 1977 से सार्वजनिक सूचना सख्या- 55 आई टी सी ( पीएन ) / 77 दिनांक 2 अगस्त 1977 के पैरा 15 ( 1 ) मे दी गई व्यवस्थाए रद्द समझी जाएंगी ।
