New Delhi , the 26th November 1977
S.O 790 ( E ) -In exercise of the power , conferred by clause ( 3 ) of article 77 of the Constitution , the President hereby makes the following rules further to amend the Government of India ( Allocation of Business ) Rules , 1961 , namely 1 ( 1 ) These rules may be called the Government of India ( Allocation of Business ) ( One hundred and twenty fourth Amendment ) Rules 1477
( 2) They shall come into force at once
2 In the Government of India ( Allocation of Business ) Rules , 1961 , ( hereinafter referred to as the said rules ) in the First Schedule ,-
( a) for entry 16 , the following entry shall be substituted , namely
" 16 Ministry of Planning ( Yojana Mantralaya ) [ with a Department of Statistics ( Sankhyıkı Vibhag ) within the Ministry ( Mantralaya ) ] " ;
(b ) after entry 26 , the following entry shall be inserted , namely " 27 Department of Science and Technology ( Vigyan and Prodyogıki Vibhag ) ."

3. In the Second Schedule to the said rules-
(a) under the heading " MINISTRY OF PLANNING ( YOJANA MANTRA LAYA ) " , the suthe sub -heading " DEPARTMENT OF SCIENCE AND TECH- NOLOGY ( VIGYAN AUR PRODYOGIKI VIBHAG ) " and the entries thereunder shall be omitted;
(b) after the heading " DEPARTMENT OF PARLIAMENTARY AFFAIRS ( SANSADIYA KARYA VIBHAG ) " and the entries thereunder , the following heading and entries shall be inserted , namely:-
"DEPARTMENT OF SCIENCE AND TECHNOLOGY ( VIGYAN AUR PRODYOGIKI VIBHAG )
1 Formulation of policy statements and guidelines on science and tech- nology and the following through their implementation 2. National Committee on Science and Technology .
3. Promotion of new areas of science and technology .
4. Oceanography including the scientific and technological aspects of the seabed and ocean floor .
5 Environment and Ecology ,
6 Futurology .
7 All matters concerning the Council of Scientific and Industrial Research 8. Survey of India and National Atlas Organisation .
9. Botanical Survey of India .
10. Zoological Survey of India .
11 National Research Development Corporation .
12 Annual Session of the Indian Science Congress Association .
13. Central Board of Geophysics .
14. The Pan - Indian Ocean Science Association ,
15. Indian National Scientific Documentation Centre .
16. Coordination of areas of science and technology in which a number of institutions and departments have interests and capabilities .
17 Undertaking or financially sponsoring scientific and technological sur- veys, research , design , development where necessary.
18. Grants to national research institutions , scientific associationg and scien- tific bodies , including the Indian National Science Academy , the Indian Academy of Science and the National Academy of Sciences ,
19. All matters concerning domestic technology particularly the promotion of ventures involving the commercialisation of such technology ,
20 International Scientific and Technological Affairs including
(a) the negotiation and implementation of Scientific and Technological Cooperation Agreements and responsibility for scientific and tech- nological aspects of activities of international organisation; and (b ) appointment of Scientific Attaches abroad .
NOTE . These functions shall be exercise by the Department of Science and Technology ( Vigvan aur Prodvogiki Vibhag ) in close coope- ration with the Ministry of External Affairs (Videsh Mantralaya ) .
21 Matters commonly affecting scientific and technological institutions e.r financial , personnel , purchase and import policies and practices .
22 Matters relating to creation of a pool for temporary placement of Indian scientists and technologists returning from abroad
23 All other measures needed for the promotion of science and technology and their application to the development and security to the nation." .

फा० प्रा० 790 ( प्र ) - राष्ट्रपति, सविधान के अनुच्छेद 77 के खण्ड ( 3 ) द्वारा प्रदत्त शक्तियो का प्रयोग करते हुए , भारत सरकार ( कार्य-श्रावटन ) नियम , 1961 में और समोधन करने के लिए निम्नलिखित नियम बनाते है , अर्थात्
1 ( 1 ) इन नियमो का नाम भारत सरकार ( कार्य-श्रात्रटन ) ( एक सौ चौबीसवां सशोधन ) नियम , 1977 है ।
(2) ये तुरन्त प्रवृन्न होगे ।
2 भारत सरकार ( कार्य श्राबटन ) नियम, 1961 , ( जिसे इसमें इसके पश्चात् उक्त नियम कहा गया है ) मे, प्रथम अनुसूची में ,
( क ) प्रविष्टि 16 के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात् " 16 योजना मंत्रालय ( मंत्रालय में साख्यिकी विभाग भी शामिल होगा ) ।" ;
(ख) प्रविष्टि 26 के पश्चात्, निम्नलिखित प्रविष्टि अन्त स्थापित की जायेगी, अर्थात् " 27 विज्ञान और प्रौद्योगिकी विभाग । "
3 उक्त नियमो की द्वितीय अनुसूची मे
(क) "योजना मन्त्रालय " शीर्षक के अन्तर्गत "विज्ञान और प्रौद्योगिकी विभाग " उपशीर्षक और उसके नीचे की प्रविष्टियो का लोप किया जाएगा;
(ख ) "ममदीय कार्य विभाग " शीर्षक और उसके अन्तर्गत आने वाली प्रविष्टियो के पश्चात् निम्नलिखित शीर्षक और प्रविष्टिया अन्त स्थापित की जायेगी, अर्थात्
"विज्ञान और प्रौद्योगिकी विभाग
1. विज्ञान और प्रौद्योगिकी के सम्बन्ध मे नीति विषयक कथन और मार्गदर्शक सिद्धान्त निर्धारित करना और बराबर यह देखते रहना कि उनका कार्यान्वयन किया जाता है ।
2 विज्ञान और प्रौद्योगिकी राष्ट्रीय समिति ।
3. विज्ञान और प्रौद्योगिकी के नए क्षेत्रो का विकास ।
4 समुद्र विज्ञान , जिसके अन्तर्गत ममुद्रतल और महासागर धरातल के वैज्ञानिक और प्रौद्योगिकी पहलू आते है ।
5 बातावरण एवं परिस्थिति विज्ञान ।
6 भविष्य विज्ञान ।

7. वैज्ञानिक और औद्योगिक अनुसन्धान परिषद् सम्बन्धी सभी मामले ।
8. भारतीय सर्वेक्षण और राष्ट्रीय ऐटलस संगठन ।
9 भारतीय वनस्पति विज्ञान सर्वेक्षण ।
10 भारतीय प्राणि-विज्ञान सर्वेक्षण ।
11 राष्ट्रीय अनुमन्धान विकास निगम ।
12 भारतीय विज्ञान काग्रेस सगम का वार्षिक सत्र ।
13 केन्द्रीय भू-भौतिकी बोर्ड ।
14 सर्व भारतीय समद्र विज्ञान मगम ।
15 भारतीय राष्ट्रीय वैज्ञानिक दस्तावेजा केन्द्र ।
16 विज्ञान और प्रौद्योगिकी के ऐसे क्षेत्रो का ममन्वय जिनमे अनेक सस्थाओ और विभागो की रुचि हो और जिनमे उनकी क्षमता हो ।
17 वैज्ञानिक और प्रौद्योगिकी सर्वेक्षणों, अनुसंधान, डिजाइन और विकास , जहा कही श्रावश्यक हो, के कार्यों को हाथ मे लेना या वित्तीय तौर पर उन्हे समर्थन देना ।
18 राष्ट्रीय अनुसंधान मस्थाश्रओ, वैज्ञानिक सगमी और वैज्ञानिक निकायों को, जिनके अन्तर्गत भारतीय राष्ट्रीय विज्ञान अकादमी , भारतीय विज्ञान अकादमी और राष्ट्रीय विज्ञान अकादमी है , अनुदान ।
19. देशी प्रौद्योगिकी में सम्बद्ध सभी मामले , विशिष्टतया ऐसी प्रौद्योगिकी के वाणिज्यिकरण को अन्तर्वलित करने वाले उद्यमो का विकास ।
20 अन्तर्राष्ट्रीय वैज्ञानिक और प्रौद्योगिकी कार्यकलाप , जिनके अन्तर्गत निम्न- लिखित है.-
(क ) वैज्ञानिक और प्रौद्योगिकी महकारिता करारों के सम्बन्ध मे बातचीत और उनका कार्यान्वयन तथा अन्तर्राष्ट्रीय संगठनो के क्रियाकलाप के वैज्ञानिक और प्रौद्योगिकी पहलुओ की जिम्मेदारी; और (ख) विदेशो में वैज्ञानिक सहचारियो ( अताक्षियो ) की नियुक्ति ।
टिप्पण.--इन कृत्यो का पालन विदेश मंत्रालय के निकट सहयोग से विज्ञान और प्रौद्योगिकी विभाग द्वारा किया जाएगा ।
21. वैज्ञानिक और प्रौद्योगिकी संस्थाओ पर सामान्य रूप से प्रभाव डालने वाले मामले , उदाहरणार्थ वित्तीय , कार्मिक, क्रय भौर श्रायात नीतिया तथा व्यवहार ।

== 22. विदेशों से लौटने वाले भारतीय वैज्ञानिकों और प्रौद्योगिकीविदो के अस्थायी स्थापन के लिए पूल बनाने से सम्बन्धित मामले ।
23. विज्ञान और प्रौद्योगिकी की अभिवृद्धि तथा राष्ट्र के विकास और सुरक्षा : के निमत्त उन्हे लागू करने के लिए आवश्यक अन्य सभी उपाय ।" ।
