SUBJECT- Export of Timber
NO 23 - FTC ( PN ) / 77 - Reference Public Notice No 13 - ETC ( PN ) / 77 dated the 18th July, 1977 Exports ( Control ) Amendment Order No E ( C ) O, 1977 / AM ( 31 ) dated the 6th December , 1977 , on the above subject
2 It has been decided in consultation with the Ministry of Agriculture and Irrigation that the export of Timber will be regulated in the manner indicated In the following paragraphs For this purpose-
(1) Timber means logs rough squared or in the round including stumps (ii) Stump means the base of a tree and its roots left in the ground after felling
(Hi ) Sown timber means beams , scantlings , and other size fashioned from timber in the round
The following species of wood and timber are included at S No 33 of Part 'A' of Schedule I to Feports ( Control ) Amendment Order , 1977 and export thereof will not be allowed
( 1 ) Dipterocarpus Spp except from Andamans ,

( 11 ) Burrs and Stumps of Maple ( Acer spp . ) ;
(111 ) Balsa ( ochroma lagopus ) ;
( iv ) Burrs , stumps , roots and logs containing root of any part thereof of Juglans regia ;
( v) Semul ( Bomban malabaricum ) ;
(vi ) Willow ( Salix spp. ) ;
(vii ) Hollock ( Terminalia myriocarpa) ;
(vin) Gamari ( Gmelina spp ) ;
( ix) Mulbery ( Moras alba ) ;
( x) Softwood in log form;
(xi ) Teakwood ( Tectona grandis) in log form,
Assam , Nagaland , Manipur , Meghalaya , Tripura , Arunachal Pradesh and Mizoram timber .
4. Export of Sleepers and logs shall not be allowed except to the extent and for the species for which the Railways agree . The applications will be con- sidered 'On Merits' .
Soft Wood
5 Export of soft wood in the sawn form only will be allowed subject to the authentication of source , ie , on the production of certificate of origin from the Chief Conservator of Forests of the concerned State or Union Territory.
Teak Wood ( Tectona grandis ) 6 Export of teak wood in sawn form originating from forest areas specially identified by the Ministry of Agriculture and Irrigation , will be allowed 'On Merits' subject to the authentification of source ie , on the production of certificate of origin from the Chief Conservator of Forests of the concerned State or Union Territory
Hard Wood
7 The export of following species of hard wood in the form of logs as well as in sawn sizes will be allowed by the licensing authorities freely but on the presentation of shipping bills / licensing endorsement / land customs appendices S. No Variety of wood with their botanical names
( i ) Haldu ( Adina cordifolia )
( ii ) Bellapine ( vateria Indica )
( ili ) Maple wood ( Accer spp ) other than Bure and Stumps
( iv) Birch ( Betula spp. )
(v) Bola ( Moras laevigata )
(vi ) Lali ( Amoora wallichii )
(vii ) Aini ( Artocarpus hirusta )
( viii ) Irul ( Xylia xylocarpa )
( ix) Bird Cherry ( Prunus padus )
(x) Chaplash ( Artocarpus Chaplash )
(x1) Makai ( Shorea assamica )
(xii) Champ ( Michela spp )
(xii) White Cedar ( Dusoxylum malabaricum) .
8 ( a ) Export of Rosewood ( Delborgia latifolia ) will be allowed in the current year within the ceiling of 10.000 ( Ten thousand ) cubic metres already prescribed for the period 1977-78 Preference will be given therein to the export of Rosewood in processed or semi - processed form than to its export in log or sawn form In the distribution of the said quota among the different applicants , preference will be given by the licensing authorities to those who have already registered , to the satisfaction of the concerned licensing authoritv their commitments prior to the issue of the Public Notice No 13 - ETC ( PN ) / 77 dated 18th July 1977 , and only the remaining quantity, if any , shall be available fer fresh applicants .

8 ( b ) Export of Rosewood logs from Cochin and New Mangalore port will be allowed within the overall quota to an individual exporter to the extent shown in 'No objection Certificate issued by the competent authorisedent authorised officer (not below the rank of Assistant Conservator of Forest ) duly authorised by the State Governments of Kerala and Karnataka No objection certificate would not be necessary for export from Bombay , Calcutta and Madras respectively .
9. Every licensing endorsement relating to the export of hard wood including rose wood , shall be valid for a period of 15 days only ; and in the case of rose wood, if the shipment does not take place within this period , the lapsed quantity will be available to the licensing authority for reallotment to other eligible exporters If the quantity of the rose wood so lapsed was due to non - shipment during the validity period , the exporters will surrender the relevant shipping bills to the licensing authority within 15 days from the date of expiry .
10. Exporters of rose wood are hereby informed that its export in log and sawn form will be reduced to ' nıl' in the following phases : - Year

11. In the case of Red Sanders ( Pterocarpus Santalinus ) including chips and billets , export will be licensed freely on production of transit permit and the certificate of origin . In respect of Red Sanders Powder , export will be allowed on production of transit permit , certificate of origin and the certificate from the concerned pulverising mill .
12. In case of Walnutwood ( Juglans regia ) other than burrs and stumps, roots and logs containing root or any part thereof of walnut wood , export will be allowed 'On Merits ' .
13 In case of dipterocarpus ( Gujjan ) timber of Andaman origın , export will be allowed freely Export from mainland ports will be allowed on production of certificate of origin issued by the Chief Conservator of Forests , Andaman and Nicobar Islands or his authorised representative
14. The policy regarding Sandal Wood will be announced scparately .
15 The export of other species of timber not mentioned in this Public Notice will be allowed freely without any licensing formalities

सं० 33-६० टी ० सी० ( पोएन) / 77 उपर्युक्त विषय पर सार्वजनिक सूचना सख्या 13- ई टी सी ( पीएन ) / 77 दिनांक, 18 जुलाई 1977, निर्यात (नियन्त्रण ) सशोधन आदेश सख्या ई ( सी ) श्रो , 1977 / एएम ( 31 ) दिनांक 6-12-77 के सदर्भ में ।
2. कृषि और सिंचाई मन्त्रालय के साथ परामर्श करने पर यह निश्चय किया गया है कि इमारती लकडी का निर्मात नीचे की कण्ठिकाओं में संकेतित अनुसार नियन्त्रित किया जाएगा । इस प्रयोजन के लिए:-
हुए । ( 1 ) इमारती लकडी का अर्थ है ठूंठ सहित कुन्दे, अपरिष्कृत वर्गाकार या गोल किए
( 2) ठूठ (स्टम्प ) का अर्थ है पेड़ का आधार भौर गिरने के पश्चात् भूमि पर बच्ची हुई जड़ें ।

( 3) विरोई इमारती लकड़ी का अर्थ है गहनोर, कटिया मोर गोल इमारती जरुये ठेि हुए अन्य नाइज ।
मारती लकड़ी की निम्नलिखित किस्मे निर्यात ( नियत्रण) सशाधन आदेश 1977 -1 के पाग 'क' की क्रम सख्या 33 में शामित्र कर दी गई है और उनके निर्यात को पनि एगो:-
( 2) मेपिल के दाने जोर ठूंठ
( 3) बाजना (आचरोमा देगोपम )
( 4) या करन , टूड , जॐ ग्रोर जड़ो या उनके किसी भाग सहित कुन्दे ( 5) नेपल ( वम्बई या मालाचार का
( एपी ली)
(7) होनारु (टवंननामिरियोका ।
( 8 ) गमागे ( गमेजिना एस पो पी )
(9) मलवे (मोन्य ग्राल्वा )
(10) हुन्दे हे रूप न नर्म लकड़ी
( 11' मुद्दे ने नमान का लकडो (टेक्टाना ग्रेण्ड्स )
वमन, नाना है , मणिपुर, मेवाल त्रिपुरा , रुणाचल प्रदेश 'पौर मिजोरम इमारती लकड़ी 4। 7 सीमा तक ओर न किस्मों के त्रिए रेलवे महमत है उन्हें छोड़ कर स्लीपर और कुन्डो ते निर्यात को स्वीकृति नही दी जाएगी ।
नरम लकड़ी
5 में नरपनको नेर्शन को स्वीकृनि सम्बद्ध राज्य या संघशासित हार बोनमाणाण के अधीन दी जायगी ।
सागोडा (वेक्टजेता ग्रेण्डिया )
विहुवि नथा निवाई पत्रालय द्वारा अभिज्ञान किए हुए जंगलों से पदा हुई चिरो हरी नरको एकत्रो के निर्यात को स्वीकृति गुण -दोष के आधार पर सम्बद्ध राज्य बनाना उद्गम प्रमाण -पत्त्र के प्रस्तुत करने पर अर्थात् स्रोत के प्रमदेह अग्रयोन दी जएगी ।
नख्त लकड़ो
/ हुन्छ पौर विश नई तकनीकी निम्नलिखित किस्मों के निर्यात की स्वीकृति स्वनन्व ह। वे नाडनेप अधिकारियों द्वारा दी जाएगी किन्तु यह लदान बिल/लाइसेंस पृष्ठांकन/ स्थल =
शुल्क दस्तावेज के प्रस्तुत करने के अमीन होगी ।

4 बर्ष ( बेटुला एस पी पी )
5 बोला ( माराम लैविगेटा )
6 लाली ( एमृरा वालिची )
7 आइनी ( श्रार्डोकार्पस हिरुस्टा)
8 इरुल ( जोलिया जिलोकार्पा )
9 वर्ड चेरि ( परुनम पैडम )
10 . कपलश ( आर्टीकार्पस चपलाश )
11 मक्राई (शोरिया श्रसामिका )
12 चम्प ( मिशेला एम पी पी )
13 सफेद मिडार ( डसोक्सिलम मालाबेरिकम )
8 ( क ) चालू वर्ष में शीशम ( डल रोजिया लेटिफोलिया ) के निर्यात की अनुर्मात 1977-78 अवधि के लिए पहले ही निर्धारित की गई 10,000 ( दस हजार ) घन मीटर की उच्चतम मीमा के भीतर दी जाएगी । इसम कुन्दा या जिरी हुई लबडी के रूप में शीशम की लकडी के मुकाबले मे संसाधित या अर्धसंसाधित रूप में निर्यात को अधिक अधिमानता दी जाएगी । विभिन्न आवेदको मे उक्त कोटे के वितरण मे लाइमेस प्राधिकारियों द्वारा उन आवेदको को अधिमानता दी जाएगी जिन्होने सार्वजनिक सूचना सं ० 13 - ईटीसी ( पीएन) / 77 दिनाक 18-7-77 के जारी होने से पहले अपना सौदा सम्बध लाइमेस प्राधिकारी की मतुष्टि के अनुसार पहले ही पजीकृत करा दिया है और केवल शेष मात्रा यदि कोई बाकी रहेगी तो वह नए आवदको के लिए उपलब्ध होगी ।
8 (ख ) . कोचीन और न्यू मंगलौर पत्नन से शीणम के कुन्द्रों के निर्यात की अनुमति केरल और कर्नाटक की सरकारो द्वारा विधिवत् प्राधिकृत समर्थ प्राधिकृत अधिकारी ( जो सहायक अरण्यपाल के पद से कम न हो ) द्वारा जारी किए गए 'अनापत्ति प्रमाण- पत्न' म प्रणित सीमा तक अलग - अलग निर्यातक को समस्त कोटे के भीतर दी जाएगी । क्रमश बम्बई , कलकत्ता , श्रौर मद्रास से निर्यात के लिए अनापत्ति प्रमाण -पत्न को आवश्यकता नही होगी ।
9 शीशम की लकडी सहित कठोर लकड़ी के निर्यात से सम्बन्धित प्रत्येक लाइसेस पृष्ठाकन केवल 15 दिनो की अवधि के लिए वैध होगा, और शोशम की लकड़ी के मामले में यदि पोत लदान इस अवधि के भीतर नही होता है तो व्यपगत मात्ना अन्यत्र निर्यातको को पुन आबंटन के लिए लाइसेस प्राधिकारी को उपलब्ध होगी । यदि शीशम का मात्ना इस प्रकार व्यपगत हुई वैधत। अवधि के दौरान पोत लदान न होने के कारण थी तो नियातक सम्वन्धित पोत लदान बिल को इसकी समाप्ति की तिथि से 15 दिनो के भीतर लाइमेस प्राधिकारी का सर्मांर्पत कर देंगे ।

10 शीशम के निर्यातको को इसके द्वारा सूचित किया जाता है कि लट्ठ एवं चिरी हुई लकड़ी के रूप मे इसका निर्यात घट कर निम्नलिखित चरणो मे शून्य हो जाएगा :--

1980-81 मात्ना ( घनमीटरों में ) 6,000 3,000 शून्य ( निर्यात की अनुमति नहीं दी जाएगी)
11. रेड सैडर्ज ( टेरोकापर्स शान्तालिनस ) के मामले मे जिसमे चिप्स और बिल्लट्स भौ शामिल हैं , निर्यात की अनुमति पारगमन परमिट और उद्गम प्रमाणपत्त्र प्रस्तुत करने पर स्वतन्त्रा रूप से दी जाएगी । रेड सैडर्ज चूर्ण के सम्बन्ध में निर्यात की अनुमति पारगमन परमिट , उद्यम प्रमाण - पत्त्र और सम्बन्धित चूर्ण करने वाले मिल से प्रमाण-पत्न प्रस्तुत करने पर दी जाएगी ।
12. ठूंठ और टुकड़े एवं लट्ठे जिनमे अखरोट की लकड़ी की जड़ या उसका भाग शामिल हो उससे भिन्न अखरोट की लकड़ी ( जगलान्स रेजिया ) के मामले मे निर्यात की अनुमति पाक्षता के आधार पर दी जाएगी ।
13. श्रन्दमन मूल की डिपट्रोकापर्स ( गुर्जन ) इमारती लकडी के मामले मे निर्यात की अनुमति स्वतन्त्र रूप से दी जाएगी । स्थलीय पत्तनों से निर्यात की अनुमति अन्दमन और निकोबार द्वीप समूह के मुख्य बनपाल या उसके प्राधिकृत प्रतिनिधियो द्वारा जारी किए गए उदगम के प्रमाण- पत्त्र प्रस्तुत करने पर दी जाएगी ।
14. संदल की लकडी के सम्बन्ध में निर्यात नीति अलग से घोषित की जाएगी ।
15. इमारती लकडी की उन अन्य किस्मों का निर्यात , जिनका विवरण इस सार्वजनिक सूचना मे नही दिया गया है किसी भी लाइसेंस औपचारिकता के बिना स्वतन्त्र रूप से किया जाएगा ।
