RESOLUTION
New Delhi , the 13th December 1977
No SC - DIIB - 23 ( 7 ) / 77 -It has been noticed that over a period of years the ferrous scrap collection , processing and distribution units in the country have come up in haphazard manner In - sufficient information about this industry makes it difficult to evolve a uniform and coordinated policy for further develop- ment of this industry and for taking positive measures for import/export of scrap . 2. Government have, therefore , decided to appoint a committee comprising the following
Chairman
( 1 ) Managing Director , Metal Scrap Trade Corporation
Members
( 11 ) One representative of Iron and Steel Scrap Association
( lil ) One representative of Steel Furnace Association of India .
Member - Secretary
( iv) Industrial Adviser , Iron and Steel Controller's Office .
3. Necessary secretarial assistance shall be provided by the Metal Scrap Trade Corporation

4 The committee may , during the conduct_of business , coopt any other members which considers necessary.
5 The committee shall study the existing system of collection , processing and distribution of ferrous scrap in Indıq and recommend improvements with partı- cular reference to
( a) the problems facing the system
(b) improving the availability of scrap keeping in view the qualitative and quantitative requirements of the industries consuming the scrap (c) recommend measures for improving the facilities available in collection , processing and distribution
( d ) study and recommend measures for ensuring stability in the prices of scrap
( e ) recommend a short and long term policy for import / export of scrap ( f ) examine the need for introduce changes in specifications and and nomenclature of various items of grades of scrap and recommend suitable measures
6 The above study shall also cover the availability of scrap through the existing ship breaking industry.
7. The committee shall complete its work and submit its report to the Govern- ment within a period of 4 months .

Ordered that a copy of this Resolution be communicated to all concerned Ordered also that the Resolution be published in the Gazette of India for general information .

सं ० एस ० सो ० डी ० II बी०-23 ( 7 ) / 77 ऐसा देखा गया है कि पिछले कुछ वर्षों मे देश में लौह स्क्रैप का एकत्रीकरण , उपयोगीकरण और वितरण करने वाली इकाइयो का विकास अव्यव- स्थित ढंग से हुआ है । इस उद्योग के बारे मे अपर्याप्त जानकारी होने के कारण इस उद्योग का आगे और विकास करने तथा स्क्रैप का श्रायात/ निर्यात करने के लिए प्रभावी उपाय करने हेतु एक समान और समन्वित नीति बनाना कठिन है ।
2. श्रत सरकार ने एक समिति नियुक्त करने का फैसला किया है जिसका गठन इस प्रकार होगा:-
अध्यक्ष ( 1 ) प्रबन्ध निदेशक, मैटल स्क्रैप ट्रेड कारपोरेशन
सदस्य ( 2) श्रायरन एण्ड स्टील स्क्रैप एसोसियेशन का एक प्रतिनिधि
सदस्य ( 3) स्टील फर्नेस एसोसियेशन आफ इडिया का एक प्रतिनिधि
सदस्य-सचिव ( 4) श्रौद्योगिक सलाहकार , लोहा और इस्पात नियन्त्रण सगठन
3 आवश्यक अनुसचिवीय महायता मैटल स्क्रैप ट्रेड कारपोरेशन द्वारा दी जायेगी ।

समिति यदि आवश्यक समझे तो कार्य-संचालन के लिए अन्य सदस्य सहयोजित कर 4 सकती है ।
5 समिति भारत में लौह स्क्रैप के एकत्रीकरण, उपावर्गीकरण तथा उसके वितरण की' वर्तमान प्रणाली का अध्ययन करेगी और विशेष रूप से निम्नलिखित के सदर्भ में सुधार करने के बारे में सिफारिशे करेगी
(क ) इम उद्योग के सम्मुख श्रा रही समस्याएं ,
(ख ) स्क्रैप का उपभोग करने वाले उद्योगों की स्क्रैप गुणात्मक और मात्रात्मक आवश्यक- ताओ को ध्यान में रखते हुए स्क्रैप की उपलब्धि मे सुधार करना ;
( ग) स्क्रैप के एकत्रीकरण , उपयोगीकरण ग्रौर वितरण की वर्तमान सुविधाश्रो मे सुधार करने के लिए उपाय सुझाना ;
(घ) स्क्रैप के मूल्यो में स्थिरता लाने के लिए अध्ययन करना और उपाय सुझाना , ( ङ) स्क्रैप के आयात / निर्यात के लिए अल्पकालीन तथा दीर्घकालीन नीति के बारे मे सिफारिश करना ;
(च ) स्क्रैप की श्रेणियो की विभिन्न मदो की विशिष्टियो तथा नामावली में परिवर्तन करने की आवश्यकता पर विचार करना और उचित उपाय सुझाना ,
6. उपर्युक्त अध्ययन मे जहाज तोडने वाले वर्तमान उद्योग के माध्यम से स्क्रैप की उपलब्धि भी शामिल है ।

आवेश दिया जाता है कि इस संकल्प की एक प्रति सभी सम्बन्धितो को भेजी जाए । यह भी आदेश दिया जाता है कि सर्वसाधारण की सूचना के लिए इस सकल्प को भारत के राजपत्र में प्रकाशित किया जाए ।
