मिसिस सं ० आई पी सी/ 37/ 16/ 77: पुस्तकों, जर्नल , पत्रिकाओं और शिक्षण सहायक साधनों के लिए आयात व्यापार नियंत्रण नीति (श्रा० 1) में निहित नीति की और ध्यान आकृष्ट किया जाता है ।
2. निम्नलिखित संशोधन अप्रैल 1977--मार्च 1978 के लिए आयात व्यापार नियंत्रण नीति पुस्तक में उरयुक्त स्थानों पर किए जाएं:--

217. खण्ड, 5 परिशिष्ट 21
वर्तमान कंडिका 7 के बाद एक नई कंडिका 7क को इस प्रकार जोड़ा जाए :-- जिनके साथ फिल्म स्ट्रिप्स हों या न हों के श्रायात की स्वीकृति खुले सामान्य लाइ- सेंस के अंतर्गत स्वीकृत शिक्षा, विज्ञान, तकनीकी और अनुसंधान संबंधी संस्थायों: ऐसी संस्थाथ्रों के पुस्तकालयों, केन्द्रीय राज्य सरकार के विभागों, अनु- संधानों और विकास कार्यों में लगे हुए एककों , चिकित्सा संस्थाओं, अस्पताल, परा- मर्शदाताओं, स्वीकृत वाणिज्य मण्डलों, उत्पादन परिषदों, प्रवन्ध संस्थाओं श्रौर व्यावसायिक बाडीज द्वारा दी जाएगी । "
112. खण्ड 5 , परिशिष्ट 1 , भाग -8 इस भाग में वर्तमान प्रविष्टियों को इस सार्वजनिक सूचना के अनुबन्ध में निहित व्यवस्थाओं द्वारा प्रतिस्थापित किया जाए ।
217. खण्ड 5 , परिशिष्ट 21, कंडिका 1
बर्तमान कंडिका के अन्त में निम्नलिखित को जोड़ा जाए:- "(2) किसी भी एक श्राया- तक (उसकी शाखाओं सहित) द्वार. एक लाइ- सैंस अवधि के बौरान एक ही टाइटल की 2000 प्रलियों से अधिक प्रतियों के झायात की स्वीकृति भी शिक्षा एवं समाज कल्याण मंत्रालय , नई दिल्ली की पूर्व लिखित निकासी के बिना नहीं की जाएगी । "
217. खण्ड 5, परिशिष्ट 21
शीर्षक 'शिक्षा साधनों' के अंतर्गत एक नई कंडिका 6-क को इस प्रकार जोड़ा जाए :--
" 7क. सुत्थापित श्रायातकों द्वारा शिक्षा, विज्ञान , तकनीकी और अनुसंधान संबंधी संस्थाओं, ऐसी संस्थाओं के पुस्तकालयों और केन्द्रीय या राज्य सरकार के विभागों के विशेष श्रादेशों की पूति के लिए और ऐसे आदेशों के संतोषजनक साक्ष्य और इन मदों के लागत- बीमा-भाड़ा मूल्य को प्रशित करते हुए संबद्ध प्रपत्र मीजक को प्रस्तुत करने पर माइक्रोफिल्म्स और शैक्षिक प्रकृति के माइक्रोफिचेस, भाषाभों को सीखने के लिए रिकार्ड और फिल्म स्ट्रिप्स सहित था इसके बिना पशैक्षिक प्रकृति के रिकार्ड से पूर्व कास्फेट के आयात के लिए अतिरिक्त लाइसेंस प्रदान करने के संबंध में भी आवेदनपत्रों पर विचार किया जाएगा । आवेदनपत्त 31-3-1978 तक शिक्षा एवं समाज कल्याण मंत्रालय , शास्त्री भवन के पुस्तक संवर्धन परिषद के माध्यम से भेजे जाने चाहिए । "
218. खंड 5 , परिशिष्ट 21 , पैरा 12 विश्वमान पैरा के स्थान पर निम्नलिखित पैरा प्रतिस्थापित किया जाए:--
" 12. नए श्रागन्तुकों को प्रदान किए गए लाइसेन्स उसी तरीके से उपयोग में लाए जा सकते हैं जिस प्रकार कोटाधारियों को जारी किए गए लाइसेंस । माइक्रोफिल्म्स और माइक्रोफिचिज श्रादि के आयात के लिए सुविधा भी नए आगन्तुकों को उसी तरीके से उपलब्ध होगी जिस तरीके से कोटाधारियों को, देखिए उपर्युक्त पैरा 7.
" 6- क. माइक्रोफिल्म्स और शैक्षिक प्रकृति के माइक्रोफिचेस, (ख) भाषाश्रों को सीखने के लिए रिकार्ड , और (ग) शैक्षिक प्रकृति के रिकार्ड से पूर्व कास्केट जिनके साथ फिल्म स्ट्रिप्त हों या न हों के आयात की स्वीकृति खुले सामान्य लाइसेंस के अंतर्गत स्वीकृत शिक्षा, विज्ञान , तकनीकी और अनुसंधान संबंधी संस्थाओं, ऐसी संस्थाओं के पुस्तकालयों, केन्द्रीय, राज्य सरकार के विभागों, अनुसंधान और विकास कार्यों में लगे हुए 129

(क) शैक्षिक प्रकृति की माइक्रो- फिल्म्स और माइक्रोफिचिज;
(ख) भाषाओं को सीखने के लिए रिकार्ड ; और
(ग) फिल्म पट्टियों सहित या रहित शैक्षिक प्रकृति के प्री-रिकार्डिड कस्सेटस का आयत कर सकते हैं ।
अनुबन्ध भाग-8
निम्नलिखित श्रेणियों की पुस्तकों, पत्रिकयों श्रावि के पायात की अनुमति व्यापारियों , व्यक्तियों , संस्थानों और अन्यों को खुले सामान्य लाइसेन्स के अन्तर्गत दी जाएगी:-
(क) इस परिशिष्ट की सूची 1 में दिए गए विषयों पर शैक्षिक, वैज्ञानिक और तकनीकी पुस्तकें ;
(ख) शैक्षिक, वैज्ञानिक और तकनीकी पत्रिकाएं ;
(ग) समाचार पत्रिकाएं ; और
(घ) समाचार पत्र
खुले सामान्य लाइसेन्स के अन्तर्गत आयात निम्नलिखित शर्तों के अधीन किया जाएगाः---
(1) किसी भी श्रायातक ( उसकी शाखाभ्रों सहित ) को एक लाइ- सेन्स अवधि के दौरान एक ही शीर्षक की 2000 प्रतियों से अधिक के आयात की अनुमति शिक्षा व समाज कल्याण मंत्रालय , नई दिल्ली द्वारा दी गई पूर्व लिखित निकासी के बिना नहीं दी जाएगी ;
( 2) जिन पुस्तकों के भारतीय पुनः मुद्रणों के अधुनातन संस्करण उपलब्ध हैं उनके विवेशी संस्करणों के आयात की अनुमति नहीं दी जाएगी ।
2. (क ) शैक्षिक प्रकृति की माइक्रोफिल्म्स और माइक्रोफिषिज ; (ख) भाषाओं को सीखने के लिए रिकार्ड और
(ग ) फिल्म पट्टियों सहित या उनके बिना शैक्षिक के प्री- रिकार्डिड कस्सेट्स के आयात की अनुमति श्रभिज्ञात शैक्षिक, वैज्ञानिक, तकनीकी और अनुसन्धान, संस्थानों और ऐसे संस्थानों के पुस्तका- लयों, केन्द्रीय , राज्य सरकार के विभागों , अनुसन्धान भौर विकास कार्य में लगे हुए औद्योगिक एककों, चिकित्सा संस्थानों अस्पतालों, चिकित्सकों, अभिज्ञात वाणिज्य सदनों, उत्पादक परिषदों, प्रबन्ध संस्थानों और व्यवसायिक निकायों को खुले सामान्य लाइसेन्स के अन्तर्गत दी जाएगी ।

Subject : Import of books , journals , magazines and teaching aids during April , 1977- March, 1978
F. No. IPC/ 37 / 16 / 77.-Attention is invited to the policy contained in the ITC Policy (Volume 1) , 1977-78 for import of books , journals , magazines and teaching aids .
2. The following amendments maybe made at the approp- riate places in the Import Trade Control Policy Book ( Volume 1) for April , 1977 - March , 1978 :-

217. Section V, Appendix 21 , The following may be added at рага 1 . the end of the existing para 1 :
"Also, import by any one importer ( including his branches) of more than 2,000 copies of a single title during one licensing period will not be permitted without prior written clearance of the Ministry of Education and Social Welfare, New Delhi . "
217. Section V. Appendix 21. Under the heading "Teaching
Aids" , a new para 6 -A may be inserted as follows :
"6-A. Import of microfilms and microfiches of an educational naturc , (b) records for learning of languages and ( c) pre- recorded cassettes of an educational nature with or without film strips , will be allowed under the Open General Licence by recog- nised educational , scienti- fic , technical and research institutions , libraries of such institutions , Central and State Government departments , industrial units engaged in research and development work , medical institutions , hospi- tals, consultants , recognised chambers of commerce , productivity councils, management associations and professional bodies .

241 Section V , Appendix 25 , Para 1 (ii) (k)
After the existing remarhs 1( ii) (k) , the following new provisions may be incorpo- rated at sub-para 1 ( ii ) (1 ) :- "( 1 ) Recognised educational , scientific , technical and re- search institutions , libraries of such institutions , Cen- tral , State Government de- partments , industrial units engaged in research and development work , medical institutions , hospitals , con- sultants , recognised cham- bers of commerce , pro- ductivity councils , manage- ment associations and professional bodies can import (a) microfilms and microfiches of educational nature (b) records for learn- ing of languages and (c) pre- recorded cassettes of educational nature , with or without film strips . "
ANNEXURE (PART VIII)
Import of the following categories of books , journals , etc. will be allowed under Open General licence by dealters , indivi- duals , institutions and others :-
(a) educational , scientific and technical books on subjects given in List I of this Appendix ;
(b) educational, scientific and technical journals ;
(c) news magazines; and
(d) newspapers .
importunder Open General Licence will be subject to the follow- ing conditions :-
(i) Import of more than 2,000 copies of a single title during one licensing period by any importer , will not be per- mitted without specific clearance of the Ministry of Education and Social Welfare, New Delhi ;
(ii) Import of foreign editions of books of which latest editions of Indian reprints are available will not be allowed .
2. Import of (a) microfilms and microfiches of an educational nature, (b) records for learning of languages and (c) pre -recorded cassettes of educational nature with or without film strips , will be allowed under the Open General Licence by recognized educational , scientific , technical and research institu- tions, libraries of such institutions , and Central , State Govern- ment departments industrial units engaged in research and development work , medical institutions , hospitals , consultants , recognised chambers of commerce , productivity councils , Management associations and professional bodies .
