विषय: खुले सामान्य लाइसेंस सं ० 3 के अन्तर्गत भारत से सूती धागे का निर्यात ।
वि० सं० 2/ 6/ 77-ई- उपर्युक्त विषय पर भूप्ती धागे की निर्यात नीति को निर्धारित करने वाले समय -समय पर यथा संशोधित निर्यात ( नियंत्रण ) संशोधन आदेश सं ० ई ( सी ) श्रो , 1977/ ए एम ( 40 ) विमांक 16-2-1978 और मार्वजनिक सूचना सं ० 16-ई टी सी ( पीएन ) / 77 दिनांक 8-8-77 की भार ध्यान आकृष्ट किया जाता है ।

2. सूती धागे की निर्यात तीति के संबंध में सार्वजनिक सूचना में ० 16-ईटी सी ( पी एन ) / 77 दिनांक 8-8-77 केके ग्रांशिक संशोधन करने पर यह निश्चय किया गया है कि निर्धारित उच्चतम सीमा के भीतर सभी गन्तव्य स्थान के लिए सभी प्रकार के भूती श्रागे और 6 एस के काउन्टस और साथ ही साथ टायर-कार्ड धागे के निर्यात के लिए तत्काल से ही 31 दिसम्बर, 1977 तक पोतलदानों के लिए स्वीकृमि दी जाए । लेकिन टायर कार्ड धागे को छोड़कर 5 एस भौर कभ के काउन्टस में सभी प्रकार के सूती धागे के निर्यात के लिए स्वीकृति नहीं दी जाएगी ।
3. सूत्री धागे के पात्र किस्म और काउन्टस के निर्यात के लिए सभी संविदानों को सूती वस्त्र निर्यात संवर्धन परिषद् के पास पंजीकृत कराना होगा । परिषद् द्वारा सूती धागे के पोतसवान के लिए अनुमति, केवल ऐसी पंजीकृत संधिवाओं के मद्दे ही दी जाएगी । पीनलदान के लिए मंजूरी को पोतसवान बिल पर पृष्ठांकित किया जाएगा । मू ० के ० , संयुक्त राज्य अमरीका, आस्ट्रिया और यूरोपीय आर्थिक ममुदाय सदस्य राज्यों के लिए पीतलदान के संबंध में कोटे के वितरण की नीति के बारे में घोषणा, मूती वस्त्र निर्यात संवर्धन परिषद् द्वारा की जाएगी ।
4. पोतत्रणिकों को चाहिए कि वे प्रभावी किए गए सूती धागे के सदानों के ब्यौरे प्रत्येक मास की 10 तारीख तक सूती बस्न निर्यात संवर्धन को भेज दें । परिषद् का पता इस प्रकार है :--

Subject : Export of cotton yarn from India under OGL- 3 .
F. No. 2/ 6 /77 - E.-Attention is invited to export ( Control ) Amendment Order No. E( C ) O , 1977 / AM( 40 ) dated 16-2-78 and Public Notice No. 16 ETC ( PN ) / 77 dated 8-8-77 as amended from time to time laying down the export policy of cotton yarn on the above subject .
2. In partial modification of the Public Notice No. 16 -ETC ( PN ) / 77 dated 8-8-77 relating to the export policy of cotton yarn , it has beenhas been decided to permit export of cotton yarn of all types and counts of 6s and above as well as tyre cord yarn with immediate effect to all destinations for shipment upto 31st December , 1978 within a specified ceiling. However cotton yarn of all types in counts of 5s and below excluding tyre cord yarn , will not be allowed for export .
3. All contracts for export of cotton yarn of the eligible types and counts shall be required to be registered with the Cotton Textiles Export Promotion Council , Bombay , Shipment of cotton yarn will be allowedby the Council only against such registered contracts . endorsed on the shipping bills . In respect of shipment to the UK , the USA , Australia and the EEC member slates , necessary announcements about the quota distribution policy will be made by the Cotton Textiles Export Promotion Council .
4. The shippers are required to submit to the Cotton Textiles Export Pro- motion Council by 10th of every month the details of the shipments of cotton yarn effected by them . The address of the Council is as under :
