का० प्रा० 168 (अ): - लोक प्रतिनिधित्व अधिनियम , 1951 ( 1951 का 43) की धारा 12 के अनुसरण में , राष्ट्रपति , नीचे दी गई सारणी के स्तम्भ 1 में विनिर्दिष्ट हर एक सम्पूत राज्य या संघ राज्यक्षेत्र की यथास्थिति विधान सभा के निर्वाचित सवस्यों से या निर्वाचक- गण के सवस्यों से अपेक्षा करते हैं कि वे राज्य सभा के उन लिये , जो अपनी पदावधि के अवसान के पश्चात् 2 अप्रैल , सदस्यों के स्थानों को भरने के 1978, 9 अप्रैल , 1978 और 12 अप्रैल, 1978 को निवृत्त हो रहे हैं , उक्त अधिनियम के और तद्धीन बनाये गये नियमों बौर किये गए भावेशों के उपबन्धों के अनुसार उनने सदस्य निर्वाचित करें जितने उक्त सारणी के स्तम्भ 2 में हर एक ऐसे राज्य या संघ राज्य क्षेत्र के सामने विनिविष्ट हैं:--
