विषय:-1978-79 अवधि के लिए लकड़ी और इमारती लकड़ी की निर्यात नीति ।
मिसं ० 6/ 1/ 78- ई1.-निर्यात ( नियंत्रण ) श्रावेण रां ० ई ( सी) श्रो, 1977/ एएम ( 77 ) दिनांक 10 नबम्बर, 1978 के साथ साथ पढ़ी जाने वाली यथा संशोधित वाणिज्य विभाग की सार्वजनिक सूचना सं ० 28 - ईटीसी (पी एन) / 78 दिनांक 19 मई , 1973 की और ध्यान आकृष्ट किया जाता है । जिस में लकड़ी और इमारती लकड़ी की निर्यात नीति निहित है ।
2. स्थिति की पुनरीक्षः करने पर यह निश्चय किया गया है कि 1978-79 के दौरान लकड़ी और इमारती लकड़ी की निर्यात नीति इसके बाद इस सार्वजनिक सूचना में बताई गई निर्यात मीति के अनुसार होगी ।
3. लकड़ी और इमारती लकड़ी की निर्यात नीति के प्रयोजन के लिए निम्नलिखित परिभाषाएं अपनाई जाएंगी:--
( 1) इमारती लकड़ी का अर्थ है ठूंट सहित कुन्दे , अपरिष्कृत वर्गाकार या गोलाकार ;
( 2) ठूंट का अर्थ है पेड़ का प्राधार और गिरने के पश्चात् भूमि पर बची हुई जड़ें;
( 3) चिरी हुई इमारती लकड़ी का अर्थ है शहतीर , तख्ते , रीपर्स , कंड़ियां, बाड़-खूंटे या खम्बे , इमारती लकड़ी से तैयार किए हुए स्लीपर्स और कड़ियां चाहे पकी हुई हों या न हों किन्तु

गोलाकार या समतल की हुई हों और भारतीय मानक विशिष्टि- करण सं ० 707-1776 में यथा निर्धारित उनके चीरने की विधि किसी भी प्रकार की हो;
( 4) परिष्कृत इमारती लकड़ी का अर्थ है जो केवल चीरी ही नहीं गई अपितु प्लेन कर दी गई है और प्रपेक्षित हालत के लिए उस पर काभ कर दिया गया है अर्थात् जो अंतिम उपयोग के लिए तैयार कर दी गई हो और इसमें ( क ) बीमीर , प्लाईवुड , कोरवुड , पार्टिकल बोर्ड और अन्य ऐसे कारखाने द्वारा बनाए गए उत्पाद और साथ ही माथ ( ख ) फर्नीचर की मदें, दरवाजे पौर खिड़कियों के फ्रेम, दरवाजों के हैण्डल , संगीत के श्रौजार और अन्य उपभोज्य वस्तुएं भसेम्बल्ड या नाक्ड डाउन हालत तक में भी शामिल हैं ।
4. ई (सी) भो, 1977 की श्रनुसूची-1 के भाग क की क्रम सं ० 33 पर शामिल की गई लकड़ी और इमारती लकड़ी की जातियों के निर्यात की स्वीकृति नहीं दी जाएगी ।
5. सभी रूप में और लट्ठ भौर स्वान सहित लकड़ी और इमारतो लकड़ी की निम्नलिखित जातियों के निर्यात की स्वीकृति स्वतन्त्र रूप से खुले सामान्य लाइसेंस से ०३ के अन्तर्गत दी जाएगी ।

जैसा कि पहले अलग से बता विया गया है रोजवुड के निर्यात की प्रनुमति सीमित उच्चतम सीमा के भीतर ही दी जाएगी ।
7. चन्दन की लकड़ी:
लट्ठे और स्वान की शक्ल में चदत की लकड़ी को निर्यात ( नियंत्रण ) मावेश की अनुसूची-1 के भाग क में शामिल कर दिया गया है भौर उसे निषेध घोषित कर दिया गया है , प्रस्तुत सार्वजनिक सूचना का पैरा 4 देखें । चंदन की लकड़ी ( चूर्ण या त्रिप्स ) के निर्यात की स्वीकृति स्वतन्त्र रूप से लवान बिल ( बिलों) / भूमि सीमा शुल्क परिशिष्टों को प्रस्तुत करने पर पृष्ठांकन के आधार पर दी जाएगी ।
8. परिष्कृत इमारती लकड़ी:
उपयोग में श्राने वाली इमारती लकड़ी को ध्यान में रखे बिना परिष्कृत इमारती लकड़ी खुले साभाम्य लाइसेंस 3 के अधीन अनुमेय होगी ।
9. अन्य मवें:
लकड़ी और इमारती लकड़ी की ये मदें जिन का ऊपर उल्लेख नहीं किया गया है के निर्यात पर गुण-दोष के प्राधार पर विचार किया जाएगा । कृषि मंत्रालय ( निर्यात संवर्धन डिवीजन ) , नई दिल्ली की पूर्व निकासी प्राप्त करने के बाद श्रावेदन पत्र मुख्य नियंत्रक, आयात -निर्यात के कार्यालय को भेजे जाएं ।

Public Notice No 73 -ETC (PN )/ 78
Sub:-Export Policy of Wood and Timber for the period 1978-79 .
File No. 6/1/78 - E I.-Attention is invited to the Department ofCommerce Public Notice No. 28 - ETC ( PN)/ 78 dated the 19th May, 1978 , as amended , containing the export policy for wood and timber for 1978-79 , read with Exports ( Control) Order , No. E(C)O , 1977/ AM (77) dated the 10th November, 1978 .
2. On a review of the situation , it has been decided that the policy for export of Wood and Timber during 1978-79 , shall hereafter be as provided in this Public Notice.
3. For the purpose of Export Policy of Wood and Timb e the following definitions will be adopted :-
(i) " Timber" means , logs , rough squared or in the round including stumps ;
(ii) " Stump" means the base of a tree and its roots left in the ground after felling ;
(iii) " Sawn timber " means beams , planks , reepers , rafters , fence posts or poles , sleepers or scantlings fashioned from timber , whether seasoned or not , in the round ordressed conditions , whatever be the manner of sawing as laid down in the Indian Standards Specification No. 707-1776 ; and
(iv) " Processed timber " means timber which has not only been sawn but also planed and worked to the required condition , that is to say, is ready for end - use , and includes ( a) veneer , ply - wood , core- board , particle board and such other factory made products as well as (b) items of furniture , door and window frames , door handles , musical instruments and other consumer items , in assembled or knocked down condition .
4. Export of the species of wood and timber included at S. No. 33 of Part ' A' of Schedule I to the E(C) O , 1977 , shall not de allowed,
5. Export of the following species of wood and timber will be freely allowed in all forms including logs and sawn under OGL. 3 .

7. Sandalwood :
Sandalwood in log and sawn form has been included in Part 'A' of Schedule I to the Exports (Control) Order and banned vide para 4 of this Public Notice. Export of Sandal- wood (powder and chips) will be freely allowed by endorsement on presentation of shipping bill (s)/land customs Appendices .
8. Processed Timber :
Processed Timber, irrespective of the species of the timber used, willbe allowed under OGL.3 .
9. Other items :
Export of items of wood and timber not mentioned above will be considered on merits . Applications should be submitted to the Office of the Chief Controller of Imports and Exports after taking prior clearance from the Ministry of Agriculture (Export Promotion Division) , New Delhi .
