(मि० सं० 3/15/78 ) समय -समय पर यथा संशोधित वाणिज्य विभाग की सार्वजनिक सूचना संख्या - 22- आईटीसी ( पीएन) / 78, दिनांक 3 अप्रैल , 1978 के अन्तर्गत प्रकाशित आयात नीति , 1978-79 की ओर ध्यान आकृष्ट किया जाता है ।

"सम्बन्धित एयर लाइन्स ऐसे प्रत्येक माल की निकामी के सात दिनों के भीतर महा- निदेशक, नागरिक उड्डयन, नई दिल्ली को आयातित मदों के ब्यौरे , उनको मात्रा भौर लागत -बीमा भाड़ा मूल्य सूचित करेंगे, और उनका सूची/ उपयोगिता के विषय में उनकी इच्छानुसार एक रजिस्टर तैयार करेंगे । ये सभी किसी भी समय मुख्य नियंत्रक, भ्रायात- निर्यात द्वारा निरीक्षण के लिए खुले रहेंगे ।

निम्नलिखित जाएगा:- नया पैरा जोड़ा
" 112-क निम्नलिखित के प्रायात के लिए सीमा शुल्क निकासी परमिट भी जारी किए जाएंगे ।
(क) इलैक्ट्रॉनिक उपस्कर के के तकनीकी उपकरणों लिखित -बाद-विवादों, सेवा अनुदेशों ग्रन्थ-सूचियों के भागों भादि को शामिल करते हुए वाइडियो टेप्स , और
(छ) वास्तविक उपभोक्ताओं (औद्योगिक) और पूंजीगत माल के विदेशी संभरकों के भारतीय अभिकर्ताओं द्वारा ऐसी भदों के खरीद भावेशों के मद्दे अनुवेशों के लिए अपेक्षित प्रोग्राम सोप्टेवेयर सहित कंप्यूटर टेप्स, ट्रबल शूटिंग डायाग्नोस्टिक्स, अन्य डेटा प्रोसेसिंग जानकारी , सेवा अनुदेण भादि ।

पैरा 123 के पश्चात् निम्नलिखित पैरा जोड़ा जाएगा:-
" 123-क श्रायात प्रति- पूर्ति लाइसेंस , लाइसेंस के मूल्य के 10 प्रतिशत तक उपभोग्य माल के भायात के लिए और इसके कुल मूल्य के भीतर भी वैध होगा । संबंधित लाइसेंस भावेदन -पत्न निर्यातित उत्पाद के विनिर्माण में प्रयुक्त उपत्नोग्य माल की सूची के साथ होना बाहिए , जैसा कि उस उत्पाद के विनिर्माता द्वारा घोषित है और ऐसी सूची लाइसेंस के जारी होने के समय संलग्न की जाएगी ।

" 155-क आयात प्रत्ति- पूर्ति लाइसेंस नीचे पैरा 156 के अनुसार भारत से निर्यातित मदों के मूल्य के लिए जारी किए जाएंगे , चाहे ये तीसरे भायातक देश से उपर्युक्त पैरा 154 और 155 के अनुसार एक परियोजमा के निष्पावन के लिए सम्पूरित किए गए हो या नहीं । "

कालम 5 के लिए विद्यमान प्रभ्युक्ति (1) निम्नलिखित द्वारा प्रति- स्थापित की जाएगी:-
"( 1) श्रायात प्रतिपूर्ति के सिए अनुज्ञेय निषिद्ध/ सरणीबद्ध मद, लेकिन हाई स्पीड स्टील को छोड़कर केवल वही होंगी जो उत्पाद के विनिर्माता द्वारा घोषित निर्यातित उत्पाद में उपयोग की जाती हों । इस संबंध में ऐसे विनिर्माताओं का घोषणा- पत्र थायात भावेदन पत्न के साथ होना चाहिए और बह लाइसेंस जारी करते समय उससे संलग्न किया जाएगा ।"

(1) कालम 4 में निम्मलिखित मद जोड़ी जाएंगी:- "(क्यू) थालिक एनहाईड्रा इड । "
( 2) कालम 5 में निम्नलिखित अभ्यु- क्ति जोड़ी जाएगी:-

श्रायात नीति 1978-79 के परिशिष्ट-17 में दिए गए परन्तुकों के संबंध में इस मार्वजनिक सूचना में निहित संशोधन 1-4-1978 से अथवा इसके पश्चात् किए गए निर्यातों के संबंध में लागू होंगे , इनमें उन आयात प्रतिपूर्ति लाइसेंसों के मामले शामिल नही होंगे जो पहले ही ऐसी मदों के साथ जारी किए गए हैं जो भव कालम 4 से हटा दी गई है । क्रम संख्या 1 , 4 , 5, 7, 8 , 9 , 10 , 11 , 12 , 13 , 14, 20, 21 , 29 , और 67 में किए गए संशोधन भी 1-4-1978 में प्रभावी होंगे ।

F. No. IPC/3 / 15/ 78 -Attention is invited to the Import Policy , 1978-79 , published under the Department of Commerce Public Notice , No. 22- ITC( PN ) / 78 , dated the 3rd April , 1978 , as amended from time to time .

" 112- A . Customs Clearance Permits will also be issued for the import of :
(a) Video tapes covering technical applications of electronic equipment , theoretical discussions , service instructions , parts catalogues etc. , and ( b) Computer tapes consis- ting of programme soft- ware, trouble shooting diagnostics , other data processing information , servicing instructions , etc. , required by Actual Users (Industrial) and Indian agents of foreign suppli- ers of Capital , Goods , for instructional purpo- ses, against purchase orders of such items . "
7. 16 Chapter 18 After Para 123 , the following para shall be instorted :
" 123-A . Import replenish- ment licences will also be valid for the import of consumables upto 10 % of the value of the licence and within its overall value . The relative licence appli- cation should be acco- mpanied by the list of consumables used in the manufacture of the pro- duct exported , as declared by the manufacturer of that product , and such list will be attached to the licence when it is issued ."

(i) In Col. 4, the description of the item ( d ) shall be amended to read as un- der:-

Sl . No. C. 14. " ( 1 ) Additional replenishment at 35 % will be given for import of rolled gold and gold filled wires/trips/ tubes , against export of rolled gold spectacle frames/ spectacles , but in such cases , import of items ( c) and (d) in Col. 4 will not be allowed . "

62. 116-117 Appendix 17 In Col. 5, the following Remark shall be added :-

"( 5) Replenishment within the value limits indicated in Col. 4 of diamonds unset oruncut , precious or semi- precious stones , unset and uncut, real or cultured pearls unset shall be allow- ed only if the product exported contained dia- monds , precious or semi- precious stones and pearls respectively , with the face value restriction of 50 being applicable to each of them . However , if the product exported contained only one of the items , namely , diamonds or precious or semi -precious stones or real or cultured pearls , the face value restriction will not apply . "

"Note : (1) The generic entries referred to in Entry No. 16 above will be limited to such entries in Appendix 5 as refer to 'components' in general i.e. , without describing or mentioning any individual component as such- for ex- ample , Entry Nos . 348 , 409 , 431, 477, 488 , 490 от 492(4) , but not Entry Nos . 487 , 493 , 494 or 495. "
3. The amendments contained in this Public Notice with regard to the provisions made in Appendix 17 of the Import Policy , 1978-79 will be effective in respect of exports made on or after 1-4-1978 , except in the case of import replenishment licences which have already been issued with such items as are now deleted from the column 4. The amendments at S. Nos . 1, 4, 5 , 7, 8 , 9 , 10, 11 , 12, 13, 14, 20, 21 , 29 and 67 will also be effective from 1-4-1978 .
