विषय: स्वर्ण श्रभूषण निर्यात प्रतिपूर्ति योजना
मि० सं० 12/ 4/ 78- ईपीसी तथा प्रतिपूर्ति योजना का विवरण देते हुए सूचना सं ० 58-श्राईटीसी ( पीएन )/ 78 , ओर ध्यान दिलाया जाता है । संशोधित स्वर्ण आभूषण निर्यात वाणिज्य विभाग की सार्वजनिक दिनांक 17 अगस्त, 1978 की
2. पूर्वोक्न सार्वजनिक सूचना विनाक 17 अगस्त, 1978 के परि- शिष्ट में भागे निम्नलिखित संशोधित किए जाएंगे:-

1 विद्यमान कंडिका को संशोधित करके निम्नलिखित अनुसार पढ़ा जाएगा:--
"इम योजना के अंतर्गत स्वर्ण ( नियंत्रण ) अधिनियम, 1968 में यथा -परिभाषित फेवान स्वर्ण श्राभूषण एवं मरे ( सिक्के को छोड़कर की ही अनुर्मात दी आएगी । इसमें जटित मवें भी शामिल हैं । निर्यात के लिए मवें कम से कम 0.5833 फाइननैम की वर्ण

की शुद्धता की होनी चाहिए जो कि 14 कैरट के समरूप हो" ।
2. कंडिका 7 अन्त में निश्न को जोड़ा जाएगा:--
"जटित भवों के मामले में शुद्ध स्वर्ण , रत्नों या मणियों या मोतियों और अन्य बहुमूल्य धातु यदि कोई हो तो उनके निर्माण में प्रयोग की गई हो, का कुल मूल्य 83.33 रुपये या इसमे कम होना चाहिए ।"
3. कंडिका 12 अन्त में निम्नलिखित को जोड़ा आएगा "जटित मदों के मामले में उपर्युक्त अनुसार सोने की मात्रा के साथ पोत-परिवहन बिल में उन ररमों / मणियों/ मोतियों का विवरण/ मार/ मूल्य प्रशित होना चाहिए जो उन मदों के विनिर्माण में उपयोग किए गए है और सोने में मिश्रण के लिए उपयोग की गई किसी प्रन्य बहुमूल्य धातु का भार/ मूल्य भी प्रदणित होना चाहिए ।"
वर्तमान पैरा 20 के बाद निम्नलिखित नया पैरा जोड़ा जाएगा:-
4. " 20-क ( 1 ) अटित मदों के मामले में उपर्युक्त सीमा शुल्क विभाग श्रनुसार सोने की प्रतिपूर्ति द्वारा यथानिर्धारित निर्यातित मव की शुख मोने की मात्रा को 80 प्रतिशत तक सीमित होगी;

( 2) "मीनाकारी" मबों के मामले में इस योजना के अंतर्गत प्रायात प्रतिपूर्ति के प्रयोजनार्थ पूर्वोक्त गणना के अनुसार शुद्ध सोने के भार में 3 प्रतिशत की कटौती की जाएगी ।
( 3) ऊपर के मामलोंमें माता एवं मूल्य दोनों ही निर्धारण तत्व जारी रहेंगे ।"

PUBLIC NOTICE NO : 5 - ITC(PN)/ 79 New Delhi , the 15th January , 1979
Subject : Gold Jewellery Export Replonishment Scheme
F. No. 12/4/78 - EPC] .-Attention is invited to Department of Commerce Public Notice No. 59 - ITC( PN) /78 , dated the 17th August , 1978 , giving details of the Gold Jewellery Export Re- plenishment Scheme, as amended.
2. The following further amenalments shallbe made to the Appendix to the aforeseid Public Notice , dated the 17th August , 1978 :-

Para 1 The existing para shall be amended to read
asunder :- "Export of gold ornaments and articles (other than coin) as defined in the Gold (Control) Act , 1968 will alone be allowed under the scheme . It includes studded items . The items for export should be made of gold of purity not less than 0.5833 fineness which corresponds to 14 carats ."

Para 7 The following shall be added at the end :- "In the case of studded items , the total value of pure gold, stones or gems or pearls as well as other precious metal' it any , used in their manufacture, should be Rs . 83.33 or less . "

Para 12 The following shallbe added at the end :--- "In the case of studded items , the shipping bill should show, in admition to the gold content as above , the description /weight/ value of the stones/gems/pearls used in manufacture as well as the weight/value ofanyother precious metal used for alloy- ing the gold. "
4.
After the existing para 20 , the following new para shall be inserted-
"20-A(i ) In the case of studded items , the replenishment of gold as above will be limited to 80% of the pure gold con- tent of the item exported as assessed by the Customs ;
(ii) In the case of " Meenakari " items , a deduction of 3 % willbe made in the weight of pure gold as calculated above for the purpose of import replenishment under the scheme .

(iii) In the above cases , both quantity and value will continue to be limiting fac- tors."

विषय: 1978-79 की प्रायात मीति अखबारी कागज की भायात भीति
मि० सं ० आईपीसी/ 3/15/78. वाणिज्य विभाग की सार्वजनिक सूचना सं ० 22-प्राईटीसी ( पीएन )/ 78 दिनांक 3 अप्रैल 1978 के अधीम प्रकाशित 1978-79 की भ्रायात नीति के परिशिष्ट 8 की प्रविष्टि सं० 49 की ओर ध्यान दिलाया जाता है, जिसके अनुसार प्रखबारी कागज का प्रायात भारत के राज्य व्यापार निगम लिमिटेड, नई विल्दी के माध्यम से सरणीबद्ध है ।
2. इस संबन्ध में यह स्पष्ट किया जाए कि भारतीय राज्य ब्यापार निगम , नई विल्ली के माध्यम से अखबारी कागज के आयात का मार्गीकरण केअल ऐसे अखबारों/पत्तिकाओं के प्रकाशन की जरूरतों को पूरा करने के लिए है जो भारत के अखबारों के पंजीयक के पास पंजीकृत है आयातित माल का वितरण भारत के अखबारों के पंजीयक की सलाह से किया जाता है ।
3. पाक्ष वास्तविक उपयोक्ता ( मौद्योगिक ) जिन्हें अपने श्रौद्योगिक उत्पायन कार्यकलापों के लिए कच्चे माल के रूप में ग्लेज्ड मैकेनिकल प्रिंटिंग पेपर की जरूरत है वे खुला सामान्य लाइसेंस के अंतर्गत देखिए श्रायात नीति 1978-79 के परिशिष्ट 10 की मद में ० 1 में उल्लिखित शुत्तों के अनुसार सीधे ही आयात कर सकते है । सोमा शुल्क लगाने के लिए इस प्रकार आयात किया गया ग्लेज्ड मॅकेनिकल प्रिटिंग पेपर, एस टी सी के माध्यम से सरणीबद्ध किए गए अखबारी कागज के श्रायान के समतुल्य नहीं समझा जाएगा, इससे ध्यान में रखा जाए ।
PUBLIC NOTICE NO . 6 - ITC (PN ) / 79 Subject : Import Policy 1978-79-Import of Newsprint .
[F. No. IPC/3/ 15/78 ] . Attention is invited to entry No. 49 ofAppendix 8 of the Import Policy 1978-79 , published under the Department of Commerce Public Notice No. 22- ITC ( PN ) /78 dated the 3rd April , 1978 ; according to which import of News- print is canalised through the State Trading Corporation of India Ltd. , New Delhi .
2. It maybe clarified in this connection that canalisation of import of Newsprint through the STC, New Delhi , is only to meet the requiroments for printing such newspapers /periodicals as are registered with the Registrar of Newspapers for India; the imported material is distributed on the advice of the Regis- trar of Newspapers for India .
3. Eligible Actual Users ( Industrial ) , who require glazed mechanical printing paper as raw material for their industrial production activities , can make imports directly under Open General Licence , vide item No. 1 of Appendix 10 of the Import Policy , 1978-79 , subject to the conditions laid down therein. Import made thus of glazed mechanical printing paper will not be on par with the imports of Newsprint canalised through the STC; for the purpose of levy of customs duty. This may be noted.

मि० सं ० आईपीसी/ 3/ 15/ 78): वाणिज्य मंत्रालय की मार्बजनिक सूचना संख्या-22 भाई टी सी ( पीएम)/ 78 दिनांक 3 अप्रैल, 1978 के अन्तर्गत प्रकाशित समय समय पर यथा संशोधित आयात नीति 1978-79 की घोर ध्यान विलाया जाता है ।
2. स्थिति की पुनरीक्षा करने के पश्चात यह निञ्चय किया गया है कि सोडा ऐश भ्रायात को भसरणीबद्ध किया जाए । तवनुसार भायात मीति 1978-79 के परिशिष्ट 8. में प्रविष्टि संख्या- 41-क को हटा दिया जाएगा ।
3. वास्तविक उपयोक्ताधों ( श्रीद्योगिक) द्वारा सोडा ऐड का भ्रायात, आयात नीति, 1978-79 के परिशिष्ट 10 में मद संख्या 1 द्वारा कुले सामान्य लाइसेंस के अंतर्गत, उसमें मिाहेत शतों के अधीन किया आ सकता है ।
4. यह भी स्पष्ट किया जाता है कि खुले सामान्य लाइसेंस के अन्तर्गत माल के आयात के लिए पाक्ष बास्तविक उपयोगता (औधोगिक , वाणिज्य विभाग की सार्वजनिक सूचना संख्या-31 आई टी सी( पीएन )/78, दिनांक 15 मई, 1978 में यथा निहित वास्तविक उपयोक्ताओं के संगठन की या सहकारी समिति जिसका वह मदस्य है , उसकी सेवाओं का भी उपयोग कर सकता है ।

Subject : Import Policy , 1978-79- Import of Soda Ash . F. No. IPC/ 3 / 15 /78. Attention is invited to the Import Policy, 1978-79 , published under the Ministry of Commerce Public Notice , No. 22 - ITC (PN ) / 78 , dated the 3rd April , 1978 , as amended from time to time .
2. On a review of the situation , it has been decided to de- canalise the import of soda ash . Accordingly, ontry No. 41 -A in Appendix 8 of the Import Policy , 1978-79, shall be deleted . 3. Import of soda ash can now be made by Actual Users (Industrial) under Open General Licence vide Item No. 1 in Appendix 10 of the Import Policy , 1978-79 subject to the con- ditions laid down therein .
4. It may be clarified that an Actual User ( Industrial ) eligible to import goods under Open General Licence can also utilise the services of an Association of Actual Users or a Co - operative Society of which he is a member , as laid down in the Department of Commerce Public Notice No. 31 - ITC( PN)/ 78 dated the 15th May, 1978 .
