राष्ट्रीय बाल निधि , नई दिल्ली के मामले में
फा० भा० 120 ( अ ) भारत सरकार के शिक्षा, समाज कल्याण और संस्कृति मंत्रालय , समाज कल्याण विभाग के सचिव ने, जिनकी यह प्रस्थापना है कि राष्ट्रीय बाल निधि, नई दिल्ली की निधियां, पूर्त प्रयोजमों के लिए न्यासतः प्रयुक्त की जाएं, आवेदन किया है कि इससे उपाबद्ध अनुसूची का में वणित निधियां भारत के पूर्व विन्यास कोषपाल में निहित की जाएं और उक्न निधियों के प्रशामन के लिए एक स्कीम तय की जाए;
प्रतः , अव , केन्द्रीय सरकार , पूर्त विन्याम अधिनियम, 1890 ( 1890 का 6 ) की धारा 4 और 5 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , और यथा पूर्वोक्न आवेदन पर, तथा भारत सरकार के शिक्षा , ममाज कल्याण और संस्कृति मंत्रालय , समाज कल्याण विभाग के सजिय की सह- मति से आदेश बरती है कि इससे उपायद्ध अनुसूची क में उपवणित धन, इम अधिसूचना के प्रकाणन की तारीख में , भारत के पूर्त विन्यास कोषपाल मे निहित होगा और कोपपाल तथा उसके पद उत्तरवर्ती उस धन और और उससे होने याली प्राय को उक्त निधि के प्रशासन के लिए उस न्यास और उसमे उपाबद्ध भनुसूची ख में उपर्वाणत स्कीम में उल्लिखिन निबंधनों के अनुसार धारण करेंगे ,
पौर यह अधिसूचित किया जाता है कि इससे उपाबद्ध अनुसूची ख में उपवणिन स्कीम, उक्त अधिनियम की धारा 5 की उपधारा ( 1 ) के अधीन, उक्त निधियों के पशामन के लिए तय कर दी गई है और उक्त अधि- नियम की उक्त धारा 5 की उपधारा ( 3 ) के अधीन यह और श्रादेण किया जाता है कि यह स्कीम तुरन्त प्रवृत्त होगी ।
अनुसूची'क '
राष्ट्रीय बाल निधि की निधियों मद्दे भारत सरकार द्वारा किया गया एक लाख रुपए का अभिषाय ।
अनुसूची 'व'
राष्ट्रीय बाल निधि, नई दिल्ली के प्रशासन के लिए स्कीम ।
1. राष्ट्रीय बाल निधि ( जिसे इसमें इसके पश्चात् निधि कहा गया है) के उद्देश्य निम्नलिखित होंगे , अर्थात्:---
( i ) बालकों के कल्याण कार्यक्रमों को, जिसके अन्तर्गत निराश्रित बालकों, विशिष्टतः विद्यालय-पूर्व श्रायु के बालको का पुनर्वास भी है , कार्यान्वित करने के लिए राष्ट्रीय , राज्य और जिला स्तर के स्वैच्छिक संगठनों को महायता अनुदान देने के लिए निधि की निधियों का प्रशासन करना और उन्हें प्रयुक्त करना ।
अन्य श्रनुसूचित जातियों , अनुसूचित जनजातियों और पिछड़े वर्गो के श्रालकों के कल्याण कार्यक्रमों पर पूर्विक्ता से विचार किया जाएगा,
( ii) अन्य सभी ऐसे कार्य करना , जो उपर्युक्त उद्देश्यों के आनुषंगिक और माधक हों ।

2. निधि के उद्देश्यों का विस्तार जम्मू-कश्मीर राज्य को छोड़कर समस्त भारत पर होगा ।
3. निधि के निधियों के प्रबंध और प्रशासन के लिए एक प्रबंध बोर्ड (जिसे इसमें इसके पश्चात् बोर्ड कहा गया है ) गठित किया जाएगा, जिसमें निम्नलिखित सदस्य होंगे , अर्थात्:-
(क) केन्द्रीय शिक्षा और समाज कल्याण मंत्री

14. बोर्ड निधि के किसी उद्देश्य भौर सामान्य प्रयोजन के संबर्धनार्थ कोई विन्यास , दान या अन्य अभिदाय प्राप्त कर सकेगा । वह बौरात से संबंधित किन्ही ऐसे विशेष प्रयोजनों के लिए , जो इस स्कीम के उपबंधों में असंगत नहीं या उसके सम्यक् कार्य आालन में बाधा डालने वाले न हों, विन्यास, दान या अन्य अभिवाय भी प्राप्त कर सकेगा ।

(ङ) निदेशक , राष्ट्रीय जन सहयोग और बाल विकास संस्थान सदस्य
(च) अध्यक्ष, केन्द्रीय समाज कल्याण बोर्ड , नई दिल्ली , सदस्य
(छ) छह अशाम्कीय सदस्य, जिन्हें अध्यक्ष नामनिर्दिष्ट करेगा
(ज) संयुक्त सचिव ( पोषण भौर बाल विकास ) , मजिव-कोषपाल ममाज कल्याण विभाग , भारत सरकार
4 कम से कम मात सदस्यों में गणपूति होगी । प्रत्येक विषय का अवधारण उपस्थित तथा संबंधित प्रश्न पर मत देने वाले सदस्यों के बहुमन से किया जाएगा । मत बराबर होने की दशा में सभापति का मत निर्णायक मत होगा।
5. बोर्ड , अपने गठन में कोई रिक्ति होने पर भी कार्य कर सकेगा ।
6. इसमें अन्नविष्ट उपबंधों के अधीन रहते हुए, बोर्ड अपने कार्य संचालन के लिए नियम बना सकेगा और ममय -समय पर उनमें ऐसे परिवर्तन कर सकेग । जैसे वह ठीक समझे ।

8. ( 1) बोर्ड निधि की निधियों के विनिधान, पबंध और उनके निष्पादन से संबंधित किसी अन्य प्रयोजन के लिए नियम बना सकेगा ।
( 2) बोर्ड सम्पत्ति के विक्रय या अन्य व्ययन के श्रागमों को और ऐसे धन और सम्पत्ति को भी, जिसका उपयोग निधि के उद्देश्यों के लिए तुरंत अपेक्षित नही है , न्यास धन के विनिधान के लिए विधि द्वारा तत्समय प्राधिकृत विनिधान के ढंगों में से किसी एक या अधिक में , जो बोर्ड उचित समझे , विनिहित करेगा ।
५. बोर्ड भारत में प्रत्येक राज्य संघ राज्यक्षेत्र के लिए एक कार्यकारिणी समिति और ऐसे अधिकारी तथा कर्मचारी नियुक्त कर सकेगा जैसे वह आवश्यक समझे ।
10. बोर्ड राज्य/ संघ राज्य क्षेत्रों की बाबत गठित कार्यकारिणी समि- तियों में से किसी को या उनके निकाय के किसी एक या अधिक सदस्यों की अपनी शक्तियों में से किसी का प्रत्यायोजन कर सकेगा ।
11. बोर्ड, अपनी शक्तियों में से ऐसी शक्तियों का भी, जो बोर्ड की राय में अनुसचिवीय कार्यमात्र हैं, और जो विवेकाश्रित नहीं हैं या जो प्रावश्यक हैं और सामान्य प्रथा के अनुकूल हैं, सवस्यों में से एक या अधिक को प्रत्यायोजन कर सकेगा ।
12 निधि के धन का नियमित लेखा सचिव-कोषपाल रखेगा ।
13. सभी संविदाएं और हस्तान्तरण पत्र बोर्ड के नाम में होंगे और उसकी ओर से उन पर कम से कम एक सदस्य या सचिव-कोषपाल हस्ताक्षर करेगा ।
केन्द्रीय सरकार , तारीत्र 3 मार्च , 1979 की अधिसूचना सं ० ---- की अनुसूची ग्व के पैरा 6 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , राष्ट्रीय बाल-निधि के प्रबन्ध -बोर्ड के काम-काज के संचालन के लिए निम्नलिखित नियम बनाती है, अर्थात्ः--
1. सक्षिप्त नाम: इन नियमों का नाम राष्ट्रीय बाल-निधि प्रशासन नियम, 1979 है ।
2. जब तक कि कोई बात , तारीख 2 मार्च, 1979 की अधिसूचना (जिमे इसमें इसके पश्चात् उक्त अधिसूचना कहा गया है ) की अनुसूची ' ख ' में अधिकथित राष्ट्रीय याम-निधि प्रशासन स्कीम के विषय या मवर्भ के विरुद्ध न हो,--
(क) " निधि" से, राष्ट्रीय बाल-निधि , नई दिल्ली अभिप्रेत होगी ,
(ख) "बोई " से, उक्त अधिसूचना की अनुसूची ख के पैरा 3 के अनुसरण में निधि के प्रशासन के लिए गठित प्रबन्ध-पाउँ अभिप्रेत है ,
(ग) "मचिव-कोषपाल " से, बोर्ड का चिय-कोषपाल भि- प्रेत है ।
(थ) "वर्ष" से, 31 मार्च को ममाप्त होने वाला वित्तीय वर्ष भि- प्रेत है ।
3. निधि के लिए प्राधिकारी निधि के प्रबन्ध और प्रशासन के लिए उक्त अधिसूचना की अनुसूची रख के पैग 3 में उपर्दाशत रीप्ति में एक योर्ड का गठन किया जाएगा जिसकी शक्तियां और कृत्य वे होंगे जो उक्त अनुसूची में अधिकथित हैं
4. सवस्यता की अवधि ( 1 ) ओर्ट का मान निदिष्ट मवस्थ वो वर्ष की अवधि नक पद पर रहेगा ।
(2) यदि बोर्ड के किसी मवस्य की मृत्यु हो जाती है या वह सदस्यना से त्यागपत्र वे वेता है , या विकृत मित्त या दिवालिया हो जाता है अथवा नैतिक अधमता वाले किसी दाण्टिक अपराध के लिए सिद्धरोष किया आता है तो वह ऐसा सवस्य नहीं रह जाएगा ।
( 3 ) सदस्यता से त्यागपत्र, बोर्ड के अध्यक्ष को दिया जाएगा और वह स्वीकार किए जाने की तारीख में या त्यागपत्तन की नारीख के पण्चाद् तीस विन बीत जाने पर , इनमें से जो भी पूर्वतर हो , प्रभावी होगा ।
5. बोर्ड में रिक्तियांः बोर्ड में रिक्तियां उसी रीति से भरी जाएगी जिस रीति से कि मूलतः बोर्ड का गठन हुआ था ।
6. बोर्ड के अधिवेशनः अनिधि के कामकाज के सव्यबहार के लिए जितनी बाद भावश्यकता होगी, बोर्ड का अधिवेशन होगा किन्तु ऐसा अधि- बेशन वर्ष में कम से कम एक बार अवश्य होगा ।
7. बोर्ट के सचिव-कोषपाल की शक्तियां और कृत्यः सचिव कोषपाल के निम्नलिखित कतैष्य होंगे , अर्थात्ः-
(क) बोर्ड के मभी श्रभिलेखों को श्रभिरक्षा में रखना ,
( छ) बोर्ड की ओर से शामकीय पत्त्र - व्योहार करेगा,
(ग ) बोर्ड के अधिवेणन के आयोजिप्त करने के लिए सभी सूचनाएं निकालना, भारत का राजपक्ष असाधारण

(घ) बोर्ड और ऐसे निकायों के अधिवेशनों का कार्यवृत्त रखना जिनके अधिवेशन श्रायोजित करने का उत्तरदायित्व उभ पर है,
( ङ) निधि की संपत्तियों और निधियों का प्रबन्ध करना, लेखा ग्खना और बोर्ड की ओर से गभी संविदाओं का निष्पादन करना, और
( ख) सभी प्रन्य णक्तियों का प्रयोग और ऐसे अन्य कृत्यों का पालन करना जो ममय -समय पर बोर्ड द्वारा उसे समनुविष्ट किए जाएं ।
8 निधि की श्रास्तियां ( 1 ) निधि के अतर्गत, ऐसी धनराशियों
के अतिरिक्त जिनकी विशिष्टियां उक्त अधिसूचना की अनुसूची क में दी गई है, ऐसे मभी, आवर्ती या अनावर्ती श्रनुदान श्रौर श्रभिदाय है जो केन्द्रीय सरकार और राज्य भरकारों , स्थानीय निकायों या केन्द्रीय सरकार या राज्य सरकारों द्वारा स्थापित किसी कानूनी या गैर-कानूनी निकायों मे किमी भी ममय प्राप्त होने हैं तथा इसके अन्तर्गत किसी अन्य स्रोत से प्राप्त स्वैच्छिक अनुदान और विन्याम भी है ।
( 2 ) निति की सभी प्रास्थियो, निधि के बोर्ड में निहित होंगी ।
9 निधियों का आवंटन बोर्ड , समय -समय पर अपने व्ययनाधीन कुल निधियों का वह अनुपात अत्रधारित कर मकेगा, जो किसी विशिष्ट वर्ष में निधि के प्रयोजनों के लिए खर्ण किया जाएगा ।
10. नित्रियों का निक्षेप निधि की समस्त धनराशि श्रारभ्भतः
निधि के बोर्ड के ऐसे खाने में जमा की जाएगी जो भारतीय स्टेट बैंक या उसकी किसी णाखा में या भारत मरकार द्वारा इस निमित्त प्राधिकृत किसी अन्य अनुसूचित बैंक में खोला जाएगा ।
11 निधियों का निकाला जाना निधि के बोर्ड के खाने से निधियों के निकाले जाने का विनियमन ऐसी रीनि में किया जाएगा जो बाई अवधारित करे । रकमें बैंकों या मांगपचियों द्वारा निकाली जाएगी । यदि इस प्रकार निकाली जाने वाली रकम एक हजार रुपए से अधिक नहीं है तो ऐसी चैक या पर्षा पर हस्ताक्षर मचिव फोषपाल करेगा और ग्रन्य दणाओं में मचिव-कोवपाल तथा बोर्ड द्वारा नामनिविष्ट कोई अन्य भदम्य वारेगा ।
12. प्रशानिक व्यय बोर्ड द्वारा उपगत प्रणागनिक खर्च , जैये बाई के अधिकारियों और कर्मचारियों के वेतन और भन्ने तथा यात्रा भत्ते और दैनिक भन्ने पर तथा मदस्यों के यात्रा भने तथा दैनिक भसे पर उपगत व्यय , बाल-निधि की निधियों पर विधिमगत प्रभार होगा ।
13. कर्मवारिवन्व की नियुक्तिः योठं उतने कर्मचारी नियुक्त कार सकेगा जिनने वह अपने कृष्यों के निर्वह्न के लिए आवश्यक समझें । कर्मचारियों की सेवा के निबन्धन और गम ऐमी होंगी जो बोर्ड अवधारित करे ।
14. मवस्यों और श्रधिकारियों को पारिश्रमिकः-( 1) बोर्ड के किसी सदस्य को, बोर्ड द्वारा अवधारित्र की गई दर पर, यात्रा-भले और दैनिक भत्ते से भिन्न कोई पारिश्रमिक संवत्त नहीं किया जाएगा ।
( 2 ) बोर्ड के शासकीय सदस्य, अनुज्ञेय दर पर यात्रा भत्ता और दैनिक भत्ता उसी स्रोत से प्राप्त करेंगे जिससे वे अपने वेतन प्राप्त करते हैं ।
( 3) निधि के अधिकारी और कर्मचारी ऐमा पारिश्रमिक भौर यात्रा भसा तथा दैनिक भत्ता प्राप्त कर सकेंगे, जिसके वे , उन्हें लागू होने वाले नियमों के अधीन , हकदार हैं ।
15. लेखा और लेखा परीक्षाः-निधि के ममस्त धन और सर्पात्तयों नथा आय और व्यय का नियमित्र लेखा रखा जाएगा और उसकी मेखा- परीक्षा किसी चार्टर्ड अकाउन्टेन्ट फर्म या ऐसे अन्य मान्यताप्राप्त प्राधि- कारियों द्वारा की जाएगी , जो बाई नियुक्त करे । लेखापरीक्षक यह भी

प्रमाणित करेंगे कि बाल-निधि की निधियों से व्यय , निधि के उद्देश्यों के अनुमार ठीक ढंग से किया गया है ।
निधि के वार्षिक लेखा की लेखा परीक्षक द्वारा सम्यकत. लेखापरीक्षित और प्रमाणित प्रतिया, प्रति वर्ष , निधि के मन्निव-कोपपान द्वारा भारत सरकार को प्रस्तुत की जाएगी ।
16 वार्षिक रिपोर्ट निधि के कार्यकरण की बावन एक वार्षिक रिपोर्ट बाई के मचिव-कोषपाल हार। तैयार की जाएगी और बोर्ड के अनुमोदन के पश्चात् भारत गरकार नो, पम्तुन की जाएगी ।
17. निरमन छोर व्यावृत्ति उक्त अधिसूचना की अनुसूची ग्व में अधिकथित रीति में निधि की स्क्रीम की स्प-रेखा के श्रवीन रहते हुए , बोडे को, जब उसकी राय में ऐभा करना समीचीन हो, इन नियमों में में किसी को या सवको निर्गमा, संशोधित या पुनरीक्षित करने की शक्ति होगी।

NOTIFICATION
New Delhi , the 2nd March , 1979
IN THE MATTER OF CHARITABLE ENDOWMENTS ACT , 1890
AND
IN THE MATTER OF THE NATIONAL CHILDREN'S FUND , NEW DELHI
S.O. 120 ( E ) . Whereas the Secretary to the Government of India , Ministry of Education, Social Welfare and Culture , Department of Social Welfare , being the person who proposes to apply the funds of the National Children's I und New Delhi , in trust for charitable purposes , fras applied for vesting the funds mentioned in Schedule A annexed hereto in the Tren- surer of Charitable Endowments for India and for the settle- ment of a scheme for the administration of the said funds ;
Now, therefore , the Central Government in exercise of the powers conferred by sections 4 and 5 of the Charitable Endowments Act , 1890 ( 6 of 1890) , and upon the application as aforesaid , and with the concurrence of the Secretary to the Government of India , Ministry of Education , Social Wel- fare and Culture , Department of Social Weliate , do hereby order that the moneys set out in Schedule A annexed hereto shall , as from the date of publication of this notification , be vested in the Treasurer of Charitable Endowments for India to be held by him and his successors in office upon trust to hold the said moneys and the income thereof in accordance with the trust and terms set out in the Scheme set fourth in Schedule B , annexed hereto for the administration of the said funds;
And it is hereby notified that the Scheme set forth in Sche- dule B annexed hereto has , under sub - section ( 1) of section 5 of the said Act been settled for the administration of the said funds and under sub - section ( 3 ) of the said section 5 of the said Act , it is hereby further ordered that it shall come into force with immediate effect .
SCHEDULE 'A'
Contribution of Rupees one lakh made by the Govern- ment of India towards the funds of the National Children's Fund .
SCHEDULE ' B '
Scheme for the administration of the National Children's Fund, New Delhi .
1. The objects of the National Children's Fund (hereinafter referred to as the Fund) shall be :-

( i) to administer and apply the funds of the Fund to pay grants- in- aid to voluntary organisations of National State, and District level , to implement progranimes for the welfare of children , including rehabilitation of destitute children , Particularly pre - school children . age
Programmes for welfare of children belonging to Sche- duled Castes , the Scheduled Tribes and other back- ward classes will receive priority consideration ;
(ii) to do all other things that are incidental and con- ducive to the above objects
2. The objectives of the Fund sltall extend to the whole of India except the State of Jammu and Kashmir.
3. For the management and administration of the funds of the Fund , a Board of Management ( hereinafter referred to as the Board ) shallbe constituted consisting of the following members , namely :---

12. Regular accounts of the moneys in the funds shall be kept by the Secretary-Treasurer .
13. All contracts and other assurances shall be in the name of the Board and signed on their behalf by at least one of the members or Secretary - Treasurer .
14. The Board may receive any endowment , donation , ог other contributions in augmentation of any of the objects and general purpose of the Fund . They may also receive endowments , donations , or other contributions for any special purposes connected with the charity not inconsistent with or calculated to impede the due working of, the provisions of this Scheme.

a quorum . 4. Not less than seven members shall form Every matter shall be determined by a majority of votes of the members present and voting on question. In case cquality of votes . the Chairman shall have a casting vote . of
5. The Board may function notwithstanding any vacancy in its constitution.
6. Subject to the provisions herein contained the Board may frame , and vary , from time to time, as they think fit , rules for the conduct of their business . Provided that the Central Government shall make the first rules for the con- duct of business of the Board .
7. The funds of the Fund shall be vested in the Treasurer of Charitable Endowments for India .
8. ( 1 ) The Board may make Rules for the regulation , mana- gement , and for any other purpose connected with the execu- tion of the funds of the Fund.
( 2) The Board shall invest the proceeds of the sale or other disposal of the property as well as any moneys or property not immediately required to be used for the objects of the Fund in any one or more of the modes of investment for the time heing authorised by law for the investment of the trust moneys as the Board may think proрен.
9. The Board may appoint a working committee for each State Union territory in India and such officers and staff as they may consider necessary .
10. The Board may delegate any of their powers to any of the Working Committees constituted in respect of the State/ Union Territories or any one or more members of their body
11. The Board may also delegate to one or more of the members such of their powers as may in the opinion of the Board, are merely ministerial acts and involve no discretion or are necessary and conformable to common usage .
In pursuance of the powers conferredby the proviso to para 6 of the Schedule B of the notification no . dated 2nd March , 1978 , the Central Government makes the following rules for the conduct of business of the Board of Management of the National Children's Fund:
1. Short title . These rules may be called the Admirusa a- tion of the National Children's Fund Rules , 1979.
2. Definitions . Unless there is anything repugnant to the subject or the context of the scheme for the administration of National Children's Fund , as laid down in Schedule B to Notification No ...... day of. the said notification) dated the .... (hereinafter referred to as
(a) "Fund" shall mean the National Children's Fand New Delhi ;
(b) " Board" shall mean the Board of Management cons- tituted for the administration of the Fund in pur- suance of paragraph 3 of Schedule Bto the said notification;
(c) "Secretary -Treasurer " shall mean the Secretary - Trea- surer of the Board ;
(d) "year" shall mean the financial year ending on the 31st March.
3. Authorities of the Fund . For the management and ad- ministration of the Fund, a Board , as set out in paragraph 3 of Schedule Bto the said notification , shall be constituted with powers and functions as laid down in the said Schedule .
4. Duration of Membership .-( 1 ) A nominated member of the Board shall hold office for a period of two years ,
(2) A member of the Board shall cease to be a member if he dies , resigns his membership or becomes of unsound mind or insolvent or is convicted of a criminal offence involving moral turpitude .
(3) The resignation of membership shall be tendered to the Chairman of the Board and shall become effective from the date of its acceptance or on the expiry of thirty days after the date of resignation , whichever is earlier .
5. Vacancies on the Board . Vacancies on the Board shall be filled in the manner in which the Board was originally con- stituted.
6. Meetings of the Board . The Board shall meet as often as it is necessary to do so for the transaction of business of the fund but in any case at least once a year .
7. Powers and Functions of Secretary-Treasurer of the Board. It shall be the duty of the Secretary -Treasurer
( a) to be the custodian of all records of the Board ;
(b) to conduct the official correspondence on behalf of the Board;
(c) to Issue all notices for convening the meetings of the Board;
(d) to keep minutes of all meetings of the Board and of such bodies the responsibilities for convening whose meetings rests with him ;

(e) to manage the properties and funds of the Fund,to maintain accounts and execute all contracts on be- half of the Board ; and
(f) to exercise all other powers and execute such other functions as may be assigned to him by the Board from time to time.
8. Assets of the Fund.( 1 ) In additionto the moneys , part- iculars of which are given in Schedule Ato the said noti- fication, the assets of the Fund shall include all such grants and contributions recurring and non- recurring from the Cent- ral and State Governments , local bodies or any other statutory or non - statutory bodies set up by the Central or the State Governments as well as voluntary donations and endowments from any other sources , whenever received .
(2) All assets of the Fund shall vest in the Board of the Fund.
9. Allocation of funds . The Board may, from time to time , determine the proportion of the total funds at its disposal which shall be applied for the purpose of the Fund in a particular year .
10. Deposit of funds . All moneys of the Fund shall be credited initially to the account of the Board of the Fund to be opened in the State Bank of India or any of its subsidiaries or any other Scheduled Bank approved in this behalf by the Government of India.
11. Withdrawal of funds. Withdrawal of funds from the accounts of the Board of the Fund shall be regulated in a manner to be determined by the Board. Such withdrawals shall be made by cheques or requisitions ( as the case may be ) signed by the Secretary -Treasurer in case of amounts not exceeding rupees one thousand and signed duly the Secretary-Treasurer and another member of the Board to be nominated by the Board in other cases . by
12. Administrative expenses . Administrative expenses in- curred by the Board , such as expenditure incurred on salaries and allowances and T.A. and D.A. of their officers and staff and T.A. and D.A. of the members , shall be a legitimate charge on the funds of the Fund .

13. Appointment of staff. The Board may appoint such staff as they may consider necessary for the discharge of their functions .
The terms and conditions of service of the staff may be determined by the Board .
14. Remuneration to members and officers . ( 1 ) No re- muneration shall be paid to any of the members of the Board excopt travelling and daily allowance at rates to be determined by the Board .
(2) Official members of the Board will draw travelling and daily allowance at the rates admissible to them from the source from which they draw their salaries .
(3 ) Officers and staff of the Fund may draw such re- muneration and T.A. and D.A. to which they may be en- titled under rules applicable to them .
15. Accounts and Audit . Regular account shall be kept of all moneys and properties and of incomes and expendi- ture of the Fund and shall be audited by afirm of Chartered Accountant or any other recognised authorities as may be appointed by the Board . The auditors shall also certify that the expenditure from the funds of the Fund has been correctly incurred in accordance with the objects of the Fund.
Copies of the annual accounts of the Fund duly audited and certified by the auditor shall be submitted by the Secretary- Treasurer of the Fund to the Government of India every year ,
16. Annual Report. An Annual Report or the working of the Fund shall be prepared by the Secretary - Treasurer of the Board and shall , after approval of the Board , be presen- ted to the Government of India ,
17. Repcal and Saving The Board shall , within the frame- work of the scheme of the Fund, as laid down in Schedule B to the said notification, have full powers to repeal , amend or revise any or all of these rules whenever, in the opinion of the Board , it is expedient to do so .
