1979-80 वी श्रायात-निर्यात प्रोसीजर की हैण्ड बुक के अध्याय 12 के अनुच्छेष 277 और 278 के अनुसार, भारत मग्कार सूचना और प्रसारण मंत्रालय में गमाचार पत्रो/ नियतकालिक पत्रो के लिए हकवारी का श्राधार एत‌द्वारा अधिसूचित करता है । हकवारी का आधार इस सार्व- जनिक सूचना के अनुलग्नक I से III मे श्रविष्ट किया गया है तथा यश्न 1 अप्रैल , 1979 से 31 मार्च , 1980 तक लागू रहेगी ।

1-8क्वारी--

11 किसी भमाचार पत्र/ नियतकालिक पत्न की अखबारी कागज कीী हकदारी 1978-79 में उसकी अखबारी कागज अथय। सफेद प्रिंटिंग कागज अथवा दाना की खपत्र में 5 प्रतिशत वृद्धि पर आधारित होगी ।

12 अबधि ऊपर निकाली गई हक्दारी आधारभूत षोटा होगी समाचार पत्रो/नियतकालिक पत्रा के लिए यथार्थ खपत पर श्राधारित अति- रिक्त आवटन हेतु दो बार आवेदन करने का रास्ता खुला रहेगा । आवेदन

पत्त्रो के साथ निर्धारित फार्म अर्थात् इस अखबारी कागज नीति का अनु लग्नक II में चार्टर्ड एकाउन्टेट का यथार्थ खपत का प्रमाणपत्र होना चाहिए । अतिरिक्त आवंटन अखबारी कागज उपलब्ध होने की दशा में किया जाएगा । प्रारम्भिक हकावारी के लिए 31 अगस्त, 1979 के बाद तथा आगे के पुनरीक्षण के लिए 31 अक्तूबर , 1979 के बाद कोई आवेदन पत्र स्वीकार नही किया जाएगा ।

13 ऐसे ममाचार पत्रो/नियतकालिक दक्षा के मामले में जिनका कलेम्डर वर्ष 1977 अथवा 1978 के दावा किये गये सरकुलेशन की अपेक्षा कम मरकुलेशन निर्धारत किया गया है । ऐसे समाचार पत्तो/ नियत कालिक पक्षो की वर्ष 1979-80 क. हकदार, निर्धारित सरकुलेशन और दावा किए गए पृष्ठो की संख्या, पृष्ठ क्षेत्र तथा प्रकाशन विना की सध्या के प्राधार पर निकाली जाएगी । यह समाचार पत्न/मियतकालिक पत्र पैरा 11 तथा 12 के अन्तर्गत लाभ पाने के योग्य नही होगे जब तक कि उनके सरकुपेशन का पून निर्धारण न हो जाए ।

14 उस समाचार पत्र/ नियतकालिक पत्न के लिए कोटा मजूर नहीं किया जाएगा जो किसी भी समय कहे जाने पर कुछ भी सरकुलेशन प्रमा- णित करने में असमर्थ है । किसी प्रकार का जारी किया गया अखबारी कागज भी वापिस करना पड़ेगा

15 ममाचार पत्रो/ नियतकालिक पक्षों के लिए मानक अखबारी कागज और नेपा अखबारी कागज क हकदार का हिसाब 53 ग्राम पदार्थ पर 5 प्रतिशत जोड़कर या घटाकर लगाया जाएगा । समाचार पत्र/ नियतकालिक पत्ल की हकदारी नेपा अमाबारी कागज में दिए जाने पर उसमे 15 प्रतिशत कीबढ़ोतरी को जाएगो ।

2. आवंटन

2.1 सभी श्रेणियो स्टेण्डर्ड रोटो तथा ग्लेज्ड का अ.बंटन केवल रीलों में किराजाएगा । जो ममाचार पत्क्ष रीलो को काटकर सीटों में बदलसे हैं उनको रीलों को सीटों में बदलने के लिए 10 प्रतिशत की वर से अतिरिक्त मात्रा दी जाएगी । यह लाभ केवल उन समाचार पक्षों को मिलेगा जो इस बात का प्रमाण देंगे कि छपाई केबल शोटों में हुई है ।

2.2 जो नियतकालिक पत्ता तीन महीने से अधिक मस्तित्व में हैं , उनकी पूरी हकदारी का दावा या उसका एक हिस्सा ग्लेज्ड या रोटोंग्रॉबर अखबारी कागज में विया जाएगा बशर्ते कि वह उपलब्ध हो ।

23 देशो भोर भायातित अखबारी कागज के आबटन का श्राधार निम्म प्रकार होगा

( 1) 400 मीट्रिक टन तक की हकदारी वाले समाचार पत्नों को अपनी जरूरत है। ग्रवारी कागज किसी भी अनुपात में नेपा य. प्र. यात में दोना हाई सी सेल्स तथा वफर से लेने का विकल्प होगा ।

(2) ( क) 400 में'ट्रक टन से श्रावक हकदारी वाले ममाचार पत्रों को उनकी हकद, री का 15 प्रतिशत नेपा से तथा 15 प्रतिशत राज्य व्यापार निगम के बफर स्टाक से नेता अनिवार्य होगा ।

( व ) अगर राज्य व्यापार निध्म द्वारा एप/ मी की प्राप्ति के 120 विन के भोतर लवान नही किया जाता तो हाई मी सेल्म घधार पर आने वाले बफर स्टाक लवान ने आनुपातिक माता में अ.वंटन करने का प्रयत्न किया जायेगा जो कि बाद में पूरा किया जाएगा बशर्ते कि उपयुक्त माक्षा हाई सं. से उपलब्ध हो।

यथार्थ आयट , अववार, कागज को उपलब्धि पर निर्भर होगा और उसमें कमी होने ५। दशा में उचित कटौती की जाएगी । भारत के समा चार पत्रों के रजिस्ट्रार नेपा तथा आयातित अखबारी कागज के अनुपात में समय-समय पर उपलव्ध/स्टाक को दृष्टि में रखते हुए परिवर्तन भी कर सकते हैं । ममावार पत्रों/ नियतकालिक पत्रों को नेपा भखबारी कागज उन आकारों में लेना पड़ेगा जो उपलब्ध कराया जाए ।

2.4 नए समाचार पत्नों/ नियतकालिक पत्रों को उनकी माँग के अनुसार अखवारी काज दिया जाएगा । लेकिम अधिकतम शुरू की मात्रा का कोटा चार महू ने की जरूरत के लिए होगा जिसका हिसाब दैनिकों के मामले में 8 स्टैण्डई पृष्ठों की 10,000 प्रतियो के प्रसार तथा नियतकालिक पत्तो के मामले में 16 स्टेण्डर्ड पृष्ठों की 10,000 प्रतियों के सरकुलेशन पर लगाया जाएगा । समाचार पत्र /नियतकालिक पत्र प्रथम तीन महीने के श्रख- बारी कागज़ की मापस के निष्पादन विवरण प्रेषित करने पर अधिक अखबारी का। ड के आवंटन के लिए निवेदन कर सकते हैं । वह इससे भो पहले और अखबारी कागज के आवटन के लिए निष्पादन विवरण के माथ निवेदन कर सकते हैं यदि वह तोन महीने की अर्थाध ममाप्त होने से पहले शुक्रू के कोटे की खपत कर लेते है ।

वर्तमान समाचार पत्र , जिन्होंने अखबारी कागज के लिए आवेदन नही किया है या जिनको 1978-79 में अखबारी कागज का कोटा नहीं दिया गया उनको नया ननावार पत्र माना जाएगा और इमो प्रकार उनका निरु- पग किया जाए ।

3 छीजन

3.1 बन्दरगाह शहरों से प्रकाशित होने वाले समाचार पत्रों को जहाँ राज्य व्यापार निगन के गादाय हैं , परिवहन और/ या मशीन रूप में छीजन के लिए आयातित कागज की क्षतिपूर्ति के लिए 8 प्रतिशत, उन राज्यो से जहाँ ये बम्वरगाह महर स्थित हैं , प्रकाशिम होगे वाले समाचार पत्रो के लिए 9 प्रतिशत तथा अन्य राज्यो से प्रकाशित होने वाले समाचार पक्षो का 10 प्रतिशत कागज दिया जाएगा । नेपा अखबारी कागज के मामले मे

9 प्रतिशत क्षतिपूर्ति एक समान होगी । महु रगीत छपाई का इस्तेमाल करत वाले नियतकालिक पत्रो को सामान्य से 2 प्रतिशत अधिक उस छपाई मे छीजत की क्षतिपूर्ति के लिए दिया जाएगा ।

4 विविध

4.1 मायातित अखबारी कागज वितरण का कार्य पूर्णतया राज्य व्यापार निगम द्वारा किया जाएगा । भारत के समाचार पक्षों के रजिस्ट्रार सभी समाचार पत्र आवेवक्तों की पूरी हकदारी विधिवत तय करके राज्य ब्यापार मिगम को देगा , जो आयातित अखबारी कागज हाई सी सेल्म मा अपार से अनुच्छेद 23 के अन्तर्गम अवधारित भाबंटन के अनुसार देगा ।

42 अखबारी कागज भावंटन नीति या अक्षबारी कागज नियंत्रण आदेश या बोनों के आदेशों का अनुपालन न करने वाले समाचार पत्तो को उम ममय तक अखबारी कागज का कोटा मजूर नही किया जाएगा जब तक कि वह आदेशों का ठीक तरह से पालन नहीं करते । अखबारी कागज व्यापारी भगर अखबारी कागज नियंत्रण आदेश के आदेशों का पालम नहीं करते है तो उन्हें हाई -मी -सेल्स डिलीवरी के लिए प्राधिकृत एजेन्ट के रूप में इजाजत मही बी जाएगी ।

43 जो समाचार पत्र अपना माषटन हाई -भी सेभ्म या बफर स्टाक या देशी स्रोतो से आवंटन आर्थर मिलने के तीन महीने के अन्दर नही उठाते हैं । वे ममाचारपत्र आगे आयातित कागज या नेपा स्टाक का प्राधिकरण खोने के लिए उत्तरदायी होगे ।

4.4 जिन समाचार पत्रों/ नियतकालिक पत्तो को हाई-सी-सेक्ष्म के आधार पर आवंटन दिया जाता है उनको राज्य लघु उद्योग कारपोरेशन के द्वारा या उनके प्राधिकृत एजेन्ट के द्वारा भी डिलीवरी लेने की इजाजत होगी । हाई-सी-मेल्स की डिलीवरी विदेशी भव्लायरद्वारा कम से कम बुकिंग मात्रा के अधीन होगी । ऐसे छोटे समाचार पत्र जो हाई-सी-सेल्म की इस शर्त को पूरा नहीं करते तथा अपनी हकदारी बहुत कम होने के कारण इस व्यवस्था के अन्तर्गत शामिल नहीं किये जा सकले वे समाचार पत्र दूसरे छोटे समाचारपक्षों के साथ अपनी हकदारी मिला सकते है थोर अभाबारी कागज हाई-मी -सेल्स से राज्य लघु उद्योग विकास निगम ( या ऐसा कोई अन्य निगम , ओ राज्य में कार्यरत है ) द्वारा या उनके लिए कार्य कर रहे प्राधिकृत एजेन्टों के मार्फत ले सकते हैं ।

4.5 नेपा मिल श्रृकि एक बैधन से कम भेजने की स्थिति में नाहीं है, इसलिए कम मात्रा वाले भलाटी को उसे भावंटित नेपा अखबारी कागज के परिवहन की व्यवस्था अपने आप करनी पड़ेगी ।

4.6 समाचार पत्र/नियतकालिक पत्र को इस नीति के अन्तर्गत आवंटित अधिकृत अखबारी काग का कोटा उसी ममाचार पत्र/मियतकालिक पात्र के नए संस्करण के लिए इस्तेमाल किया जा सकता है तथा इस प्रकार प्रयुक्त अामार्ग काज की गणना अलग से की जाएगी । उपर्युक्त प्रयोजन के लिए मस्करण वह समाचार पत्र/ नियतकालिक पत्र, है, चाहे उसका प्रकाणन स्थान कोई भी हो, उसका शीर्षक वही हो, उसी भाषा में हो तथा आवधिकना बड़ी हो जा उसी प्रबन्ध द्वारा पहले ही प्रकाशित किए जा रहे समाचार पत्र/ नियतकालिक पत्र की है और पुनः मुद्रण , ममय के कारण तथा शीघ्र वितरण और वर्तमान स्थानीय पाठको की जरूरतों की पूर्ति के लिए, अन्त्रर सहित उम ममाचार पत्र या नियतकालिक पत्न की अलग छपाई हो ।

4.7 कार्य निष्पादन के प्रमाण के लिए 2000 प्रतिर्थों तक प्रति अंक मरकुलेशन वाले पत्र के प्रकाशक का बार्टर्ड एकाउटेट का प्रमाणपत्र प्रस्तुत नही करना पडेगा । अन्य पश्त्रो को यह प्रमाणपत्र भेजना अपेक्षिन होगा ।

4.8 द्यावेदक को इस सार्वजनिक सूचना के अनुलग्नक 11 में पिछले लाइसेंसिंग वर्ष के दौरान का धौमत सरकुलेशम, भौसत पृष्ठ क्षेत्र तथा छापी गई पष्ठों की सख्या भग्नी चाहिए ।

4 10 अमावारी कागज के आबटन, खपत का हिसाब लगाने के लिए समाचारपत्र की मुफ्त वितरण की गई प्रतियो, बिना बिकी लोटाई गई प्रतियों या ऐसी प्रतियों का भी हिसाब लगाया जाएगा जो न तो मुफ्त दी गई हैं और न ही बिक्री है, बातें इसकी मात्रा मुद्रण आदेश के उचित प्रतिशत के प्रनुमार हो और किमी भी हालत में निम्नलिखित मोमानो से अधिक न हो ।

4.11 जहाँ आवेदन पत्र औपचारिक रूप से पूर्ण मही है या उक्त लिखित किसी टिप्पणी का अनुपालन नहीं करता, समाचारपक्षो के रजि- स्ट्रार मामले के प्रक्रिया सबंधी आवश्यकताओं को ठीक और विधिमान्य कारणों से हटा सकते हैं । समाचारपत्रो के रजिस्ट्रार का निर्णय अन्तिम होगा ।

letms of paras File No. 33 ( 45 ) /79-PR-NP.-In 277 and 278 of Chapter XII of the Hand Book of Import- 1 xport procedures for 1979-80 Government of India hereby notify the basis of Newsprint entitlement to news papers/periodicals . The basis of entitlement is contained in Annexure I to III of this Public Notice and shallbe appli- cable from 1st April 1979 to March 31 , 1980 .

Newsprint Allocation Policy for 1979-80

ANNEXURL I TO PUBLIC NOTICE NO . 1 - PR NP / 79 Dated 18th May , 1979

1. Entitlement

1.1 . Newsprint entitlement of an individual newspaper/ periodical will be based on its consumption of newsprint or white printing paper or both in 1978-79 increased by 5 per cent

1.2 While the entitlement as worked out above will be the base quota , it will be open to newspapers /periodicals to apply for extra allotment depending on actual consump- tion twice . Applications should be accompanied by a Chart- ered Accountant's certificate of actual consumption in the prescribed from i.c. Annexure II to this policy . Extra allot- ments will be made subject to availability of newsprint . No application for intial entitlement will be entertained after August 31 , 1979 and for upward revision after October 31, 1979

1.3 In the case of newspapers periodicals the circulation of which has been assessed lower than the claimed circulation for the calender years 1977 or 1978 , the entitlement for 1979-80 of such periodicals /newspapers will be calculated on the basis of assessed circulation and claimed number of pages, page area and number of publishing days . These news- papers/periodicals will not be eligible for benefit under paras 1.1 and 1.2 until their circulation is tefixed.

1.4. No quota will be admissible to a newspaper /periodi- cal which is unable, at any time when called upon to do so, to establish any circulation at all . Any newsprint released will also have to be returned .

1.5. The entitlement of newspapets /periodicals for stand- and newsprint as also Nepa newsprint will be worked out on the basis of 53 grammes substance plus or minus 5 per cent , The entitlement of newspapers /periodical , if allotted in Nepa newsprint , will increased by 15 per cent.

2. Allocation

2.1 . Allotment in all categories- standard , roto and glaz- ed-will be made in reels only . An additional quantity of 10 per cent for conversion of reels into sheets will be al lowed to newspapers which have to cut reels into sheets . This benefit will be available only to those newspapers which give proof that printing is carried out only in sheets .

2.2. Periodicals which have been in' existence for more than three months . will be allowed to claim their full en- titlement or a portion of it in glazed or rotogravure new print subject to availability.

2.3 . The basis of allocation of indigenous and imported newsprint will be as follows :

(i) Newspapers with an entitlement of up to 400 MT will have the option to lift any proportion of their requirement from Nepa or imported -both from high sea sales as well as buffer.

(1) ( a) Newspapers having an entitlement of over 400 MT will have to litt 15 per cent of their entitlement from Nepa and 15 per cent from the buffer stolt STC compulsorily .

(b ) If shipment is not effected within 120 days or re- ceipt of L/C's by STC , efforts will be made to allot proportionate tonnage from incoming buffer stock shipments on high sea sales basis which will be later ieplenished . This will , however, be sub- ject to the availability of suitable tonnage on high seas .

The actual allocations will be subject to availability of newsprint and in case of shortfalls , appropriate cuts will be made . The Registrar of Newspapers may also vary the proportion of Nepu and imported newsprint in the light of availability/ stocks from time to time . Newspapers / periodicals will have to take Nepa newsprint in sizes that are made available.

.2.4 New newspapers /periodicals may be issued newsprint according to tequirements indicated by them . But the maxi- mum initial quota that can thus be issued will cover four months' requirements calculated on the basis of circulation of 10,000 copies of 8 standard pages for dailies and 10,000 copies of 16 standard pages for periodicals . The newspaper / periodical can come up for allotment of more newsprint after submitting performance particulars for the consumption of newsprint for the first three months . It may come up even earlier for further allocation of newsprint with perfor- mance particulars if it consumes the initial quota belore the expiry of the three months period .

Existing newspapers which did not apply for newsprint সে were not allocated any newsprint quota in 1978-79 will be deemed to be new newspapers and will be treated as such .

3. Wastage

3.1. For wastage in transit and /or machine room, com- pensation for imported newsprint will be allowed at 8 per cent to newspapers published from port towns whore SIC has godowns ; at 9 per cent to newspapers published from States where these port towns are located and at 10 per cent to newspapers published from other States . In the case of Nepa newsprint , a uniform 9 per cent compensation will be allowed. In the case of periodicals using multi- coloured printing westage compensation will be 2 per cent over the normal wastage allowed to them for that printing .

4. Miscellaneous

4.1. The work relating to distribution of imported news- print will be handled entirely by the State Trading Cor- poration. The Registrar of Newspapers for India will give complete entitlements duly worked out of all the newspapers applications to STC which in turn will give imported news- print either from high sea sales or from buffer , in accor- dance with allocation determined as per para 2.3 .

4.2. Newspapers which do not comply with the provisious of the Newsprint Allocation Policy or Newsprint Contro! Order or both will not be allowed newsprint quota until they comply with the provisions . Newsprint dealers will not be allowed to act as authorised agents for delivery of high sea sales if they do not comply with the provisions of the Newsprint Control Order .

4.3 . Those newspapers which do not lift their allotments from high sea sales or buffer stocks or from indigenous sources within a period of three months of the receipt of the allocation order , will be liable to lose further authorisation either on imported newsprint or on Nepu, stock .

4.4. Newspapers/periodicals which are given allotment on high sea sales basis , will be allowed to take delivery also through the States Small Industries Development Corporations or through their authorised agents . Delivery on high sea sales basis will be subject to the minimum quantity booked by the foreign supplier , Small newspapers who do not ful- fil this condition of high sea sale allocations because their en- titlement is too small to be covered by that arrangements . can club their entitlement with other small newspapers and eet the newsprint from high sea sales through cithes the State Smal! Industries Development Corporation ( or any other such corporation functioning in the State ) or through their authorised agents acting on their behalf.

The authorised quota of newsprint allotted under this policy to a newspaper priodical may be used for a edition of the same newspaper periodical and the newspunt , if so use , shall be accounted for separately for the above purpose, an edition, is a newspaper /periodical which irrespec- tive of the place of publication, bears the same title , is in the same language and has the same periodicity as the news- paper/ periodical alscady being published by the sume manage- ment and is a reprint , separate run of the newspaper or periodi- cal with variations for the time factors and for meeting require- ments of existing local readership and speedier distribution

47 Publisher of newspapers/ periodicals with circulation of upto 2,000 copies per publishing day will not be required to submit chartered accountant's certificate regarding proot performance . Others will however be required to submit such certificate . of

4.8 Applicants should fill in Annexure IJ to this Public Notice regarding average circulation , average page area and number of pages printed during the previous licensing year .

49 Newsprint obtained in 1978-79 under the scheme for ExportPromotion etc. will also be taken into account for deter- mining quantity utilised/held in stock by the newspapers in 1978-79 . For this purpose , information shouldbe furnished in Annexure III to this Public Notice .

4.10 The number of copies distributed free , unsold returns or any other copies printed but neither sold nor distubuted tree, will be taken into consideration for purpose of allotment / consumption of newsprint , provided these represent a reasonable percentage of the print order and not in any case exceeding the following limits .

411 In case where an application is not formally complete or does not comply with any of the requirements above, the Registrar of Newspapers may waive the procedural re- quirements for goods and valid reasons . The decision of the registrar of Newspapers will be final .
