जाति भरने फा ० सं ० क्यू/सी ए डी/ 792/1/79--अनुसूचित भौर अनुसूचित जनजाति की आरक्षित रिक्तियों को के लिए भारतीय विदेश सेवा , शाखा , ' मा' के सामान्य संवर्ग के वर्ग 1 की 1978 एवं 1979 की चयन सूची में संवर्धन के लिए संघ लोक सेवा श्रायोग द्वारा आयोजित की जाने वाली सीमित विभागीय प्रतियोगिता परीक्षा के नियम सामान्य सूचना के लिए नीचे प्रकाशित किये गए हैं ।
इस चयन सूची में शामिल किए जाने के लिए चुने जाने वाले व्यक्तियों की संख्या आयोग द्वारा जारी किए गए नोटिस में निश्चित की जाएगी ।
अनुसूचित जाति/जनजाति से अभिप्रेत है , संविधान ( अनुयूचित जाति) श्रादेश 1950, संविधान ( अनुपूचित जनजाति ) आदेश 1950 , संविधान (अनुसूचित जाति) ( संघ राज्यक्षेत्र) श्रादेश , 1951 , संविधान (अनुसूचित जनजाति ) ( संघ राज्य क्षेत्र ) आदेश , 1951 , ( जैसा कि अनुसूचित जाति और अनुसूचित जनजाति की सूचियों ( संशोधन ) आदेश , 1956 द्वारा संशोधित किया गया है ) ; बम्बई (पुनर्गठन ) अधिनियम 1960 पंजाब पुनर्गठन अधिनियम 1966 ; हिमाचल प्रदेश राज्य अधिनियम 1970 उत्तर पूर्वी क्षेत्र ( पुनर्गठन ) अधिनियम , 1971 और अनुसूचित जाति एवं अनुसूचित जनजाति आदेश (संशोधन ) अधिनियम , 1976 ; संविधान (जम्मूऔर काश्मीर) अनुसूचित जाति श्रादेश , 1950 , संविधान ( अडमान एवं निकोबार द्वीपसमूह ) अनुसूचित जनजाति आदेश , 1959 अनुसूचित

कृति और अनुसूचित जनजाति भावेश (संशोधन) अधिनियम , 1976 द्वारा यथा संशोधित संविधान (वावर और नागर हवेली ) अनुसूचित जन- जाति भादेश , 1962 संविधान ( पांडेचेरी ) अनुसूचित जाति प्रादेश , 1964; (अनुसूचित जनजाति ( उत्तर प्रदेश) श्रादेश , 1967 ; संविधान ( गोवा दमन और दीव) अनुसूचित जनजाति प्रवेश, 1968 ; और संविधान (नागालैंड) अनुसूचित जनजाति आदेश 1970 में उल्लिखित कोई भी जाति अथवा जनजाति ।
2. यह परीक्षा संध लोक सेवा भायोग द्वारा इन नियमों के परिशिष्ट में निर्धारित किए गए ढंग से प्रायोजित की जाएगी ।
परीक्षा की तारीख और स्थान आयोग द्वारा निश्चित किया आएगा।
3. भारतीय विदेश सेवा ( ख) के सामान्य संवर्ग के एकीकृत वर्ग II भोर III तथा आशुलिपिक उप- संवर्ग के प्रवरण वर्ग काोई भी स्थायी अथवा चयन सूची में शामिल अधिकारी जो अनुसूचित जाति अथवा अनुसूचित जनजाति का हो, और जिसने 31 दिसम्बर, 1978 तक भारतीय विदेश सेवा की शाखा ' ख ' के सामान्य संवर्ग के एकीकृत वर्ग II और III में और प्राशुलिपिक उप-संवर्ग के प्रवरण वर्ग में , अथवा दोनो में , जैसी भी स्थिति हो , कम से कम 4 वर्ष की अनुमोदित और निरन्तर सेवा की हो, परीक्षा में बैठ सकता है ।
टिप्पणी ( 1 ) भारतीय विदेश सेवा, शाखा 'ख' के आशुलिपिक उप- सवर्ग के प्रवग्ण वर्ग के मामले में अनुमोदित सेवा में भारतीय विदेश सेवा, शाखा 'ख' के आशुलिपिक उप- संवर्ग के वर्ग 1 में की गई अनुमोदित सेवा की आधी अवधि शामिल होगी ।

( 2) सैनिक ड्यूटी में रहने पर अनुपस्थिति की किसी भी अवधि की उपर्युक्त पदों में से किसी भी पद के लिए मिर्धारित सेवा काल में गिनने की अनुमति दी जाएगी ।
( 3 ) भारतीय विदेश सेवा शाखा 'ख' के सामान्य संवर्ग के एकीकृत वर्ग II भौर III के तथा श्राशुलिपिक उप- संवर्ग के प्रकरण वर्ग के अधि- कारियों की, जो सक्षम प्राधिकारी के अनुमोदन से संवर्ग बाह्य -पद पर है, यदि अन्यथा योग्य हों, तो, परीक्षा में प्रवेस की अनुमति होगी । परन्तु यह ऐसे किसी अधिकारी पर लागू नहीं होगा जो किसी संवर्ग बाह्य -पथ पर नियुक्त हुआ हो अथवा स्थानांतरण पर किसी अन्य सेवा में नियुक्त किया गया हो भौर जिसका भारतीय निवेश सेवा शाखा 'ब' के सामान्य संवर्ग के एकीकृत वर्ग II और III तथा आशुलिपिक उप-संवर्ग प्रवरण वर्ग में जैसी भी स्थिति हो, पुनर्ग्रहणाधिकार न हो ।
4. परीक्षा में प्रवेश के लिए अथवा अन्यथा किसी बात के लिए उम्मीदवार की पात्रता के बारे में आयोग का निर्णय अन्तिम होगा ।
5. किसी भी उम्मीदवार को तब तक परीक्षा में प्रवेश की अनुमति नहीं दी जाएगी जब तक कि उसके पास अ.योग से प्राप्त प्रवेश प्रमाण- पत्त्र न हो ।
6. उस उम्मीदवार की जिसे आयोग ने निम्नलिखित कारणों से दोषी घोषित किया हो ;
( 1) किसी भी तरीके से अपनी अभ्यर्थिता के लिए समर्थन प्राप्त करने; अथवा
( 2 ) प्रतिरूपण करने ; अथव।
( 3 ) किसी व्यक्ति द्वार। प्रतिरूपण करमाने ; अथवा
( 4) जाली अथवा ऐसे दस्तावेज प्रस्तुत करना जिम में हेर-फेर किया हो; भथवा
( 5 ) गलत अथवा असत्य विवरण देने अथवा तथ्य को छिपाने ; अथवा
( 6 ) परीक्षा के लिए अपनी अभ्यथिता के सम्बन्ध में किसी अन्य अनियमित अथवा अनुपयुक्त तरीकों से काम लेने ; अर्थची
( 7) परीक्षा के दौरान अनुचित तरीके अपनाने; अथवा
(8 ) उत्तर पुस्तिका (पुस्तिकाभों) में अप्रासंगिक विषय लिखने, जिसमे अश्लील भाषा अथवा अश्लील सामग्री शामिल है अथवा
(9) परीक्षा भवन में किसी प्रकार का दुर्व्यवहार करने ; अथवा
(10) परीक्षाओं को आयोजित करने के लिए भायोग द्वारा नियुक्त कर्मचारियों को परेशान करने अथवा उन्हें शारीरिक नुकसान पहुंचाने ; अथवा
( 11 ) उल्लिखित धाराभों में बताया गया कोई काम करने का प्रयत्न अगर कोई करता हो या इन कामों को करने के लिए किसी को उकसाता हो तो उसके खिलाफ अपराधिक अभियोग तो चलाया ही जा सकता है , इसके अतिरिक्त वहः-
(क) आयोग द्वारा उस परीक्षा के लिए अयोग्य ठहराया जा सकता है जिसके लिए वह उम्मीदवार है; अथवा
(ख) (i ) आयोग द्वारा उसके द्वारा आयोजित किसी भी परीक्षा अथवा चयन से ;
(ii ) केन्द्र सरकार द्वारा अपने अधीन किसी भी नियोजन से; स्थायी रूप से अथवा किसी विनिर्दिष्ट अवधि के लिए बहिष्कृत किया आ सकता है ; और
(ग) समुचिम नियमों के अन्तर्गत अनुणामनिक कार्यवाही की जा सकती है ।

7. परीक्षा के बाद आयोग द्वारा उम्मीदवारों का वर्गीकरण प्रत्येक उम्मीदवार को अंतिम रूप से प्राप्त कुल अंकों के आधार पर उनकी योग्यताक्रम के अनुसार , दो अलग -अलग सूचियों में किया जाएगा जिसमें से एक में अमुसूचित जाति और दूसरी में अनुसूचित जन जाति के सदस्य होंगे; और उसी क्रम से जितने उम्मीदवारों को आयोग द्वारा परीक्षा में योग्य ठहराया गया हो , उनकी आयोग द्वारा उपर्युक्त दोनों कोटियो के लिए 1978 और 1979 की चयन सूची में शामिल किए जाने के लिए सिफारिश की जाएगी ।
टिप्पणी:-उम्मीदवारों को यह स्पष्ट रूप से समझ लेना चाहिए कि यह एक प्रतियोगिता परीक्षा है अर्हकारी परीक्षा नहीं । परीक्षा के परिणामों के आधार पर प्रत्येक चयन सूची में कितने व्यक्ति शामिल किए जायेंगे इसका निर्णय पूर्ण रूप से सरकार करेगी । इसलिए इस परीक्षा में निष्पादित अपनी योग्यता के आधार पर भाई भी उम्मीदवार अधिकार के तौर पर इस चयन सूची में अपना नाम शामिल करने का दाशा महीं कर सकेगा ।
8. प्रत्येका उम्मीदवार की परीक्षा का परिणाम किस रूप में और किसी तरह भेजा जाएगा इसका निर्णय आयोग अपने विवेक से करेगा और परिणाम के संबंध में भायोग उनके साथ मिसी तरह का क्षार नही करेगा ।
9' परीक्षा में सफलता में ही चयन का अधिकार नही मिल जाता जब तक सरकार अपेक्षित जांच करवा लेने के बाद इस भोर से सन्तुष्ट नही हो जाती कि उम्मीदवार , सेवा में उसके भावरण को ध्यान में रखते हुए , चयन के लिए सभी तरह से योग्य और उपयुक्त है ।
लेकिन किसी ऐसे उम्मीदवार के जयम को अयोग्यता का निर्णय, जिसके जयम लिए आयोग ने सिफारिश की हो , आयोग के परामर्श से किया जायेगा ।
10. कोई भी उम्मीदवार परीक्षा में प्रवेश के लिए आवेदन करने के बाद अथवा उसमें बैठने भाव, त्यागपत्त वे देता है अथवा अन्यथा नौकरी छोड़ देता है अथवा इसके साथ अपना सम्बन्ध तोड़ लेता है अथवा जिसकी सेवाएं उसके विभाग द्वारा समाप्त कर दी जातीं हैं अथमा 'स्थानांतरण पर जिसकी नियुक्ति किसी अन्य सेवा में किसी संवर्ग बाहय पद पर की गई है और उसका भारतीय विदेश सेवा शाखा ' ख' के सामान्य संवर्ग के एकीकृत वर्ग II और III में तथा श्राशुलिपिक उप-संवर्ग के प्रवरण वर्ग में पुनग्रहणाधिकार नहीं है यह इस परीक्षा के परिणामों के आधार परनियुक्ति का पाप्त नही होगा ।
लेकिन, यह उस व्यक्ति पर लागू नहीं होगा जिसको सक्षम प्राधिकारी के अनुमोदन पर संवर्ग -बाह्य पद पर प्रतिनियुक्त किया गया है ।
संलग्नक
परीक्षा निम्नलिखित योजना के अनुसार आयोजित की जाएगी:--
भाग 1जीचे लिखे प्रत्येक विषयों में लिखित परीक्षा जो प्रत्येक अधि- कतम 200 अंकों की होगी:
( 1) भारत सरकार सचिवालय और संलग्न कार्यालयों में क्रियाविधि और पद्धति ।
( 2) भारतीय संविधान और शासन व्यवस्था का मामान्य ज्ञान; संसद की पद्धति और प्रक्रिया ।
प्रत्येक पर्चा 2 अन्टे का होगा ।

भाग II: आयोग अपने विवेक से जिन उम्मीदवारों के बारे में तय करेगा उनके सेवारिकार्ड का मूल्य कथन तथा साक्षात्कार किया जाएगा जिसके अधिकतम अंक 200 होंगे ।

3. उम्मीदवारों को प्रश्नों के उत्तर अंग्रेजी अथवा हिन्वी ( देवनागरी ) में देने का विकल्प होगा । प्रश्न पत्त अंग्रेजी और हिन्वी में होंगे ।
टिप्पणी I : एक ही प्रश्न पत्ल में सभी प्रश्नों के लिए विकल्प समान होगा न कि अलग- अलग प्रण्नों के लिए ।
टिप्पणी II: जो उम्मीदवार उत्तर हिन्दी ( देवनागरी ) में देने के इच्छुक हों, उन्हें आवेदन-पक्ष के सम्बद्ध कालम में अपने इस हरावे का संकेत देना चाहिए । अन्यथा यह मान लिया जाएगा की वे सभी प्रश्न पत्नों के उत्तर अंग्रेजी में देगे । एक बार विया गया विकल्प अंतिम मान लिया जायेगा और उपर्युक्त कालम में परिवर्तन के लिए किसी प्रकार के अनुरोध पर विचार नहीं किया जायेगा ।
टिप्पणी III : जिन उम्मीदवारों में प्रश्न पश्नों के उत्तर हिन्दी ( देवनागरी) में देने का विकल्प लिया है, यदि चाहे तो, तकनीकी शब्दावली का विवरण, यदि कोई हो तो, हिन्दी रूप के अतिरिक्त कोष्ठकों में अंग्रेजी रूप भी दे सकते हैं ।
(4) उम्मीदवारो को प्रश्न-पत्नों के उत्तर अपने हाथ से लिखने होंगे । किसी भी परिस्थिति में उत्तर लिखने के लिए उन्हें किसी लिखने वाले की सहायता की अनुमति नहीं दी जाएगी ।
( 5) आयोग की परीक्षा के किसी भी अथबा सभी भागों के अहंता अंक निश्चित करने का अधिकार है । केवल उन उम्मीदवारों पर जो लिखित परीक्षा में इस प्रकार कम से -कम महंता अंक प्राप्त करते हैं , जैसा कि श्रायोग द्वारा उसकी इच्छा से निश्चित किया जायेगा गोपनीय रिपोटों के मूल्यांकन के लिए विचार किया जायेगा और माक्षात्कार की व्यवस्था की जाएगी ।
(6) मात्र सतही ज्ञान के लिए श्रक नही दिये जायेंगे ।
(7) लिखित विषयों में अस्पष्ट लिखावट के लिए अधिकतम 5 प्रतिशत अंक काटे जा सकते है ।
(8) परीक्षा के सभी विषयों में सम्दों की पूरी किफायत के माथ व्यवस्थित , प्रभावकारी और सटीक अभिव्यक्ति को श्रेय दिया जायेगा ।
अनुसूची
परीक्षा के लिए निर्धारित पाठ्यक्रम
जहां नियमों, आवेशो, निर्देशो आदि का ज्ञान अपेक्षित हो बहां उम्मीदवारो से यह आशा की जाएगी कि इस परीक्षा की अधिसूचना जारी किये जाने की तारीख तक जारी किए गए संशोधनों से वे परिचित हो ।
भारत सरकार के सचिवालय और सहायक कार्यालयों में प्रक्रिया और पम्क्षति
यह भारत सरकार सचिवालय और सहायक कार्यालयों में कार्य के तरीके और प्रक्रिया के बारे में एक गहन और विस्तृत परीक्षा होगी । इस विषय पर निम्नलिखित से मार्ग दर्शन लिया जा सकता है:--
( i ) अधिसूचना के समय प्रचलित कार्यालय पद्धति ।
( ii) सचिवालय प्रशिक्षण और प्रबन्ध संस्थान द्वारा कार्यालय प्रक्रिया के बारे में जारी की गई टिप्पणियां ।
( iii) "संघ के सरकारी कार्यों के लिए हिन्दी के प्रयोग से सम्बद्ध" गुह-मंत्रालय द्वारा जारी की गई आदेशो की पुस्तिका ।

टिप्पणी: निम्नलिखित की जानकारी की उम्मीद की जाएगी:-

New Delhi, tre 31st May, 1979
F. No. Q/ CAD/792/ 1/79. The rules for a Limited De- partmental Competitive Examination to be held by the Union Public Service Commission in 1979 for additions to the Select List of 1978 and 1979 for Grade- I of the General Cadre of Indian Foreign Service , Branch -B against vacancies reserved for the Scheduled Castes and the Scheduled Tribes are pub- lished below for general information .
The number of persons to be selected for inclusion in the Select List will be specified in the Notice issued by the Commission.
Scheduled Castes/Tribes mean any of the Castes/Tribes mentioned in the Constitution ( Scheduled Castes) Order, 1950 ; the Constitution ( Scheduled Tribes) Order , 1950 ; the Constitution (Scheduled Castes) (Union Territories) Order, 1951 ; the Constitution ( Scheduled Tribes ) (Union Territories ) Order , 1951 ; as amended by the Scheduled Castes and Scheduled Tibes Lists (Modification ) Order , 1956 ; the Bombay Reorganisation Act, 1960 ; the Punjab Reorga- nisation Act , 1966 ; the State of Himachal Pradesh Act , 1970; the North Eastern Areas (Reorganisation ) Act , 1971 ; and the Scheduled Castes and Scheduled Tribes Order (Amendment ) Act, 1976 ; the Constitution ( Jammu and Kashmir) Scheduled Castes Order, 1956 ; the Constitution (Andaman and Nicobar Islands) Scheduled Tribes Order , 1959 as amended by the Scheduled Castes and Scheduled Tribes Orders (Amendment ) Act , 1976; the Constitution (Dadra and Nagar Haveli) Scheduled Castes Order, 1962 ; the Constitution (Dadra and Nagar Haveli) Scheduled Tribes Order, 1962 ; the Constitution ( Pondicherry) Scheduled Castes Order, 1964; the Constitution ( Schreduled Tribes ) Uttar Pra- desh Order , 1967 ; the Constitution (Goa , Daman and Diu) Scheduled Castes Order, 1968 ; the Constitution (Goa, Daman and Diu ) Scheduled Tribes Order , 1968 ; and the Constitu- tion (Nagaland) Scheduled Tribes Order, 1970.
2. The examination will be conducted by the Union Public Service Commission in the manner prescribed in the Appendix to these rules .
The dates on which and the places at which the examina- tion will be held shall be fixed by the Commission .
3. Any permanent or Select List Officer of the Integrated Grades- II and III of the General Cadre and Selection Grade of the Stenographers' Sub- Cadre of the IFS (B) who belongs to the Scheduled Caste or Scheduled Tribe and who , on 31st ofDecember, 1978 , has rendered not less than 4 years' approved and continuous service in Integrated Grade - II and III of the General Cadre and Selection Grade of the Steno- graphers' Sub- Cadre of the Indian Foreign Service , Branch (B), or in both , as the case may be , shall be eligible to appear at the examination . NOTE ( 1 ) :
In the case of Selection Grade of the Stenographers' Sub- Cadre of Indian Foreign Service Branch ( B ) the approved service shall include half of the approved service rendered in Grade- I of the Stenographers' Sub -Cadre of the Indian Foreign Service , Branch (B) .
(2) Any period of absence on Military duties may be allowed to be counted towards the prescribed length of service in any of the above posts.

(3) Officers of the Integrated Grades- II and III of the General Cadre and Selection Grade of Stenographers' Sub Cadre of Indian Foreign Service Branch ( B) who are on deputation to ex-cadre posts with the approval of the com- petent authority will be eligible to be admitted at the examination if otherwise eligible Provided that it shall not apply to an officer who has been appointed to an ex-cadre post or to another Service on transfer and does not have a lien in the Integrated Grades-II & III of the General Cadea and Selection Grade of Stenographers' Sub-Cadre of Indian Foreign Service , Branch ( B) as the case may be
4 The decision of the Commission as to the eligibility or otherwise of a candidate for admission to the examination shall be final
5 No candidate will be admitted to the examination un- less he holds a certificate of admission from the Commission
6 A candidate who is or has been declared by the Com- mission to be guilty of
(i) obtaining support for his candidature by any means, or
( ii) impersonating, or
(im) procuring impersonation by any person , or
(iv) submitting fabricated documents or documents which have been tampered with , or
(v) making statements which are incorrect or false , or suppressing material information , or
(vi) resorting to any other irregular or improper means in connection with his candidature for the examı nation, or
(vii) using unfair means during the examination , or
(vin) writing urelevant matter, including obscene langu age or pornographic matter , in the script (s ) οι ,
( 1x) misbehaving in any other manner in the examina tion hall ; or
(x) harassing on doing bodily harm to the staff employed by the Commission for the conduct of their exami- nations ; or
to (xi) attempting to commit , οι as the case may be , abet- ting to Commission of all or any of the acis speci- fied in the foregoing clauses may in addition tendering himself hable to criminal prosecution be hable
(a) to be disqualified by the Commission from the examination for which he is a candidate , oι
(b) to be debarred cithes permanently or for a speci- fied period
( i) by the Commission , from any examination or selection held by them ,
( if ) by the Central Government from any employ- ment under them , and
(c) to disciplinary action under the appropriate rules
7 After the examination candidates will be arranged by the Commission in the order of merit in two separate lists one being for candidates belonging to the Scheduled Castes and the other being for candidates belonging to the Scheduled Tribes as disclosed by the aggregate marks finally awarded to each candidate and in that order so many candidates us are found by the Commission to be qualified by the examı nation shall be recommended for inclusion in the Select List of 1978 and of 1979 for each of the aforesaid two categories of candidates upto the required number
NOTE Candidates should clearly understand that this is a competitive and not a qualifiying examination The number of persons tobe included in each Select List on the results of the examination is entirely within the competence of Crovein ment to decide No candidate will, therefore have any clam for inclusion in the Select Iist on the basis of his perfor- mance in this examination as a matter of right

8 The form and manner of communication of the result of the examination to individual candidates shall be decided by the Commission in their discretion and the Commission will not enter into correspondence with them regarding the result .
9 Success in the examination confers no right to selection unless Government are satisfied after such enquiry as may be considered necessary, that the candidate , having regard to his conduct in service , is eligible and suitable in all respects for selection
Provided that the decision as to ineligıbılıty for selection in the case of any candidate recommended for selection by the Commission shall be taken in consultation with the Commission
10 A candidate who after applying for admission to the examination or after appearing at it, resigns his appointment or otherwise quits the service or severs his connection with it or whose services are terminated by his Department or who is appointed to an ex- cadre post or to another Service on 'transfer' and does not have a lien in the Integrated Grades II and III of the General Cadre and Selection Grade of the Stenographers ' Sub - Cadre of the Indian Foreign Service , Branch ( B) will not be eligible for appointment on the results of this examination
This, however , does not apply to a person who has been appointed on deputation to an ex- cadre post with the appro- val of the competent authority
APPENDIX
The examination shall be conducted following plan according to the
PART I -Written examination carrying a maximum of 200 marks in each of the subjects as shown below
( 1) Procedure & practice in the Government of India Secretariat and Attached Offices
(n) General Knowledge of the Constitution of India and Machinery of Government ; Practice & Pro- cedure in Parliament
The papers will be of 2 1/2 hours duration each
PART II -Evaluation of records of service and inter- view of such of the candidates as may be decided by the Commission in their discretion carrying a maximum of 200 marks .
2 Syllabus of the examination will be as shown in the Schedule
3 ( andidates arc allowed the option to answer the paper esther in English or Hındı (Devanagaıı ) Question papers will be set in English and Hındı
NOTE I The option will be same for all the questions and not for different questions in the same papers
NOTE II Candidates desirous of exercising the option to answer the papers in Hındı (Devanagart ) should indicate their intention to do so in the relevant Column of the application form Otherwise ,it would be assumed that they would answer all papers in English The option once exercised shall be treated as final and no request for alteration in the said column shall be entertained
NOTE III Candidates exercising the option to answer the papers in Hindi ( Devanagari ) may , if they so desire, give English version within brackets of the descruption of the technical terms , if any, in addition to the Hindı version
4 Candidates must write the paper in their own hand In no cucumstances they will be allowed the help of a scribe to wute the answers for them भारत का राजपा असाधारण

5. The Commission have the discretion of fix qualifying marks in any or all the parts of the examination . Only those candidates who obtain such minimum qualifying marks in the written examination as may be fixed by the Com- mission in their discretion will be considered for evaluation of C.Rs. and called for interview .
6. Marks will not be allotted for mere superficial know- ledge.
7. Deduction upto 5 per cent of the maximum marks in the written subjects will be made for illegible handwriting .
8. Credit will be given for orderly , effective and exact expression combined with due economy of words in all sub- jects of examination .

PROCEDURE AND PRACTICE IN GOVERNMENT OF INDIA SECRETARIAT AND ATTACHED OFFICES .
This is intended to be an intensive and detailed test in methods and procedure of work in the Government of India

Secretariat and attached offices . Some guidance on the sub- ject can be obtained from :-
(i) Manual of Office Procedure current at the time of the Notification.
( ii) Notes on Office Procedure issued by the Institute of Secretariat Training and Management .
(iii ) 'Hand Book of Orders regarding use of Hindi for Official purposes of the Union' Issued by the Ministry of Home Affairs .
GENERAL KNOWLEDGE OF THE CONSTITU- TION OF INDIA AND MACHINERY OF GOV- ERNMENT ; PRACTICE AND PROCEDURE IN PARLIAMENT -
NOTE : Knowledge of the following will be expected :-
(i) the main principles of the Constitution of India ;
( ii) Rules of procedure and conduct of Business in the Lok Sabha and the Rajya Sabha ; and
( iii) the organisation of the machinery of Government of India-designation and allocation of subjects between Ministries , Departments and Attached and Subordinate Offices and their relation inter se .
