भारत मंत्रालय का० भा० 370 ( थ) .18 एफ० बी० आई० डी० आर० ए०/78 .-- सरकार के उद्योग (बौद्योगिक विकास विभाग ) के भावेश सं ० का 411 (६०) /18 एफ ० वी०/प्रार्थ० ११० भार० ए ० / 78 तारीख 27 जून, 1978 ( जिसे इसके पश्चात् उक्त भावेश कहा गया है ) द्वारा केन्द्रीय सरकार ने उद्योग (विकास भौर विनियमन) अधिनियम, 1951 (1951 का 65 ) की धारा 18 चख की उपधारा ( 1 ) के खण्ड ( ख ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए यह घोषणा की थी कि उक्त आदेश के जारी होने की तारीख के ठीक पूर्व प्रवृत्त ऐसी सभी संविदाथों, सम्पति के हस्तांतरण पलों, करारों, व्यवस्थापकों, पंचाटों, स्थायी आदेशों या अन्य लिखितों का (उनमें भिक्ष, जो बैंकों धौर वित्तीय संस्थाधों के प्रतिभूत दायित्वों से सम्बन्धित है ) जिनका मैसर्स इम्चेक टायर्स लिमिटेड कलकत्ता था ऐसे श्रौद्योगिक उपक्रम का स्वामित्व रामे बाली कम्पनी एक पक्षकार है या जो ऐसे श्रौद्योगिक उपक्रम था कम्पनी को लागू हो, प्रवर्तन एक वर्ष की अवधि के लिए निलम्बित रहेगा और उक्त तारीख के पूर्व उनके अधीन पोद्भूत या उद्भूत होने वाली सभी अधिकार , विशेष अधिकार, बाध्यताएं और दायित्व उक्त अवधि के लिए निलम्बित रहेंगे ।
अतः भव उद्योग (विकास भौर विनियमन) अधिनियम, 1951 (1951 का 65) की भाग 18 चद्र की उपधारा ( 2 ) के साथ पठित उपधारा ( 1 ) द्वारा प्रदत शक्तियों का प्रयोग करते हुए , केन्द्रीय सरकार, उक्त आवेश की अवधि 26 जून , 1980 तक जिसमें यह दिन भी सम्मिलित है, बढ़ाती है ।

ORDER
S.O. 370(E )-18FB /IDRA/78.-Whereas by the order of the Government of India in the Ministry of Industry ( Department of Industrial Development ) No. 411 (E) / 18FB/ IDRA / 78 dated the 27th June , 1978 , the Central Government made a decla- ration in respect of M/s . Inchek Tyres Ltd. , Calcutta ( here- inafter referred to as the said industrial undertaking) under clause (b ) of Sub- section ( 1 ) of Section 18FB of the Indus- tries (Development & Regulation) Act, 1951 (65 of 1951) , that the operation of all contracts , assurances of property , agreements , settlements , awards , standing orders or other instruments in force immediately before the date of publica- tion of the aforesaid Order in the Official Gazette ( other than those relating to secured liabilities to banks and financial ins- titutions) to which the said industrial undertaking or the company owing such industrial unde or company shall remain suspended for a period of one year and all rights , privileges , obligations and liabilities , accruing or arising thereunder before the said date shall remain suspended for the said period.

और केन्द्रीय सरकार का समाधान हो गया है कि उक्त झावेश की अवधि 26 जूम , 1980 तक , जिनमें यह दिन भी सम्मिलित है, एक वर्ष की और अबधि के लिए बढ़ा दी जानी चाहिये । 306GI/79 648

And , whereas , the Central Government is satisfied that the duration of the said Order should be extended for a further period of one year upto and inclusive of 26th June , 1980 ;
Now, therefore , in exercise of the powers conferred by Sub- Section (2) of Section 18FB of the said Act , the Central Government hereby extends the duration of the said Order upto and inclusive of 26th June , 1980.

ORDER
S.O. 371 (E) . In exercise of the powers conferred by sub- section 1 of section 18 AA of the Industries (Development and Regulation ) Act, 1951 (65 of 1951 ), the Central Government hereby makes the following further amendments in the order of the Government of India in the Ministry of Industry (Department of Industrial Development) No. S. O. 60 ( E) , dated the 2nd February , 1978 , namely :-

फा० प्रा० 371(अ) केन्द्रीय सरकार , उद्योग ( विकास और विनियमन) अधिनियम, 1951 ( 1951 का 65 ) की धारा 18 कक की उपधारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , भारत सरकार के उद्योग मंत्रालय ( औद्योगिक विकास विभाग ) के आदेश नं ० का ० प्रा० 60 (भ) तारीख 2 फरवरी, 1978 में निम्नलिखित और संशोधन करती है, अर्थात्ः-
उक्त आदेश में,--
(क) " अध्यक्ष" शीर्षक के नीचे परा 2 में, मब 1 और उससे संबंधित प्रविष्टियों के स्थान पर , निम्नलिखित रखा जाएगा , अबत्ःि--
"श्री आई ० एम ० सहाय ,
संयुक्त सचिव, बाणिज्य, नागरिक पूति और सहकारिता मंत्रालय, ( भागरिक पूर्ति और सहकारिता विभाग ) ,
नई दिल्ली"
( थ) "सदस्य" शीर्षक के नीचे पैरा 2 में, ( 1) मव 2 भौर उससे संबंधित प्रविष्टि के स्थान पर निम्तलिखित रखा जाएगा , अर्थात्ः-
"मुख्य निवेशक,
बभस्पति,
बनस्पति तेल और बसा निवेशालय , मागरिक पूर्ति भौर सहकारिता विभाग , नईदिल्ली":
(ii) मद 5 और उससे संबंधित प्रविष्टि के स्थान पर , निम्मलिखित रखा जाएगा, अर्थात्ः--
"लेखा नियंत्रक, वाणिज्य, मागरिक पूति और सहकारिता मंत्रालय , नई दिल्ली"
(iii) मद 11 और उससे संबंधित प्रविष्टि के पश्चात् निम्नलिखित जोड़ा जाएगा , अर्थात्ः--
" 12. सरदार चन्दन सिंह ,
अतिरिक्त निदेशक , श्राच्च एवं आपूर्ति, पंजाब सरकार, चंडीगढ़ ।
13. श्री गणेश शंकर चौधरी , क्षेत्रीय खाद्य नियंत्रक , इलाहाबाद क्षेत्र,
कामपुर ।
14. श्री एन ० अग्रवाल ,
महाप्रबंधक (भापरेशन ) ,

(a) in paragraph 2 under the heading " Chairman " , for item 1 and entry relating thereto , the following shall be substituted namely :-

Joint Secretary , Ministry of Commerce , Civil Supplies & Cooperation (Department of Civil Supplies and Cooperation) . New Delhi ."
(b ) in paragraph 2 under the heading "Members " :--
( i) for item 2 and entry relating thereto, the following shall be substituted, namely :-
"Chief Director, Directorate of Vanaspati , Vegetable Oils & Fats , Department of Civil Supplies and Cooperation, New Delhi ."
(ii) for item 5 and entry relating thereto , the following shall be substituted , namely :-

(ili) after item 11 and the entry relating thereto the following shall be added, namely :--

आदेश
फा० प्रा० 372 ( श्र ) केन्द्रीय सरकर, उद्योग (विकास और विनियमन ) अधिनियम , 1951 ( 1951 का 65 ) की धारा 18 कक की उपधारा 1 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , भारत सरकार के उद्योग मंत्रालय ( भौद्योगिक विकास विभाग ) के प्रादेश सं ० का ० भा० 454 (भ) तारीख 18 जुलाई , 1978 में निम्नलिखित संशोधन करती है, अर्थात्ः-
उक्त प्रवेश मेंः-
(क) " पध्यक्ष " शीर्षक के नीचे पैरा 2 में मद 1 और उसमे संबंत्रित प्रषिष्टि के स्थान पर मिम्नलिखित रखा जाएगा , अर्थात--
"श्री पाई० एम ० सहाय ,
संयुक्त गचिव,
वाणिज्य, नागरिक पूर्ति और सहकारिता मंत्रालय, (नागरिक पूर्ति और सहकारिता विभाग ) , नई विल्ली";
( छ) "सवस्य" शीर्षक के नीचे परा 2 में-
(i) मद 2 भौर उनसे संबंधित प्रविष्टि के स्थान पर मिश्वलिखित 649

S.O. 372 (E ) . In exercise of the powers conferred by sub- section 1 of section 18AA of the Industries (Development and Regulation) Act, 1951 (65 of 1951 ) , the Central Gov- ernment hereby makes the following amendments in the Order of the Government of India in the Ministry of Industry (Department of Industrial Development ) No. S.O. 454( E) dated the 18th July, 1978 , namely :-
In the said Order :-
( a) in paragraph 2 under the heading " Chairman " , for item 1 and entry relating thereto, the following shall be substituted, namely :--
"Shri 1. M. Sahai , Joint Secretary , Ministry of Com- merce , Civil Supplies and Cooperation , ( Depart- ment of Civil Supplies and Cooperation ) , New Delhi" ;
(b) in paragraph 2 under the heading " Members"
(i) for item 2 and entry relating thereto, the following shall be substituted, namely :
