No. 9 /7 / 77- Jute -It has been decided t reconstitute with immediate effect , the Fxport Contracts Registration Committee for the purpose of voluntary registral on of sales contracts for the export of jute manufactures The registrat on scheme is voluntary and can be taken advantage of by the shippers who wish to register their contracts with a view to avordirg nconvenience at the time of shipping due to their contract being quest uned.
2. The Composition of the reconstituted Committee will te peurder-

3. th scrutinuing the contrects , the Committee will have due regard to the ruling prices at the time of contract , the normal recognised trede practices in regard to allowable varieties from such prices , exten tons of contracts , premium and penalties for opticnal spcification, rebate and trade discounts .

certi- 4 The Committee will ,if it is satisfied that the terms of the contract are acceptable ; issue a registration certificate within seven clear working days from the date of filing of the application for registration If the Committee not satisfied with any detail furnished in regard to the sale contracts ' t will be open to it to call for any further information that may be considered necessary from the parties and thereafter 10 issue the reigstration ficate . If the Committee is not satisfied that the contract is in accordance with the trade practice and the ruling prices , it hell decline to issue the certificate The production of the 1818- tration certificate before the Customs authorities at the time of shipment as part of the shirping documents will ordinarily be accepted by the Customs authorities as constituting sufficient preci of the scope of contract prices and related financial stems .

सं० 9 / 7 / 77 - पटसन. पटमन निर्मित माल के निर्यात से सम्बन्धित बिक्री सविदानो के स्वैच्छिक पजीकरण के प्रयोजन के लिये निर्यात मविदा पजीकरण समिति का तत्काल प्रभाव से गठन करने का विनिश्चिय किया गया है । पजीकरण योजना स्वैच्छिक है और ऐसे शिपर्स उससे लाभ उठा सकते है जो शिपिंग के समय उनकी सविदा को चुनौती दिये जाने के कारण हेन बाली असुविधा से बचने के लिये अपनी सविदानो का पजीकरण कराना चाहते है ।
2. पुनर्गठित समिति का गठन निम्नोक्त होगा
अध्यक्ष
1. पटसन श्रायुक्त
सदस्य
2 भारतीय रिजर्व बैंक का एक प्रतिनिधि
सदस्य
3. सीमा शुल्क समाहर्ता या उसका नामिती
सदस्य सचिव
4. पटसन उप- आयुक्त
3. सविदाओ की सवीक्षा करते समय समिति सविदा के वक्त चल रही कीमतो से अनुमेय किस्मो के सम्बन्ध मे मान्यता प्राप्त सामान्य व्यापार प्रथाओ , सविदाओ की कालावधि बढ़ाने , वैकल्पिक विशिष्टियो के लिये बढौती तथा शास्तियो , छूट तथा व्यापारिक बट्टो श्रादि का यथोचित ध्यान रखेगी ।
4. यदि समिति का यह समाधान हो जाता है कि संविदा की शर्त स्वीकार्य है तो वह पजीकरण के लिये आवेदन दर्ज कराने की तारीख से सात स्पष्ट कार्य दिवसो के अन्दरपजीकरण प्रमाणपत्र जारी कर देगी । यदि बिक्री सविदाश्रो के सम्बन्ध में प्रस्तुत किये गये किसी व्यौरे से इस समिति का समाधान नही होता तो उसे अधिकार होगा कि वह पार्टियो से ऐसा कोई अतिरिक्त जानकारी मागे , जो जरुरी समझी जाये , और उसके बाद पंजीकरण प्रमाण पत्त्र दे । अगरइस समिति का यह समाधान नही होता कि यह सविवा व्यापार प्रथा और प्रचलित कीमतो भारत का असाधारण राजपत्र

के अनुसार है तो वह प्रमाणपत्र देने में इकार कर देगी । लदान के समय शिपिंग दस्तावेजों के अग के रूप में पंजीकरण प्रमाणपत्र सीमाशुल्क प्राविकारियो के समक्ष प्रस्तुत किये जाने पर सामान्यतः सीमा शुल्क प्राधिकारी उसे मविदागत कीमतो तथा मम्बन्धित वित्तीय मदों के विस्तार के पर्याप्त प्रमाण के रूप में स्वीकार कर लेगें ।
जाएगी । 5 मविदाओं के पजीकरण के सम्बन्ध में समिति को दी गई जानकारी गोपनीय रखी
