को० प्रा० 537 ( श्रा ):-राष्ट्रपति, संविधान के अनुच्छेद 77 के खण्ड ( 3 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए भारत सरकार (कार्य-प्राबंटन) नियम, 1961 में और संशोधन करने के लिए निम्न लिखित नियम बनाते है, अर्थात:--
1. ( 1) इन नियमों का नाम भारत सरकार ( कार्य -आधटंग ) ( एक सौ छत्तीसवां संशोधन ) नियम , 1979 है ।
( 2 ) ये इनके शासकीय राजपत्र में प्रकाणित होने की तारीख से प्रवृत्त होगे ।
2. भारत भरकार (कार्य -आबटंन ) नियम, 1961 ( जिन्हें इसके बाद उक्त नियम कहा जाएगा ) में--
(क) प्रथम अनुसूची में--
( 1) प्रविष्टि 5 के स्थान पर, निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात: -
" 5. शिक्षा और संस्कृति मंत्रालय
(1) शिक्षा विभाग
(2) संस्कृति विभाग ";
(2) प्रविष्टि19 के पश्चात निम्नलिखित प्रविष्टि रखी जाएगी , अर्थात:-
" 19 फ. समाज कल्याण मंत्रालय ";
(3) प्रविष्टि 25 का लोप किया जाएगा;
(मा) उक्त नियमों की द्वितीय अनुसूची में--
( 1) "शिक्षा और समाज कल्याण मंत्रालय " शीर्षभा के अंतर्गत प्रविष्टियों में-
( 1) "शिक्षा और ममाज कल्याण मंत्रालय" शीर्षक के स्थान पर निम्नलिखित शीर्षक रखा जाएगा, अर्थातः
"शिक्षा और संस्कृति मंत्रालय";
( 2) " क शिक्षा विभाग" उप- शीर्षक के बाद, और उसके अंतर्गत प्रविष्टियों के स्थान पर, निम्नलिखित उप-शीर्षक और प्रविष्टियां रखी जाएंगी, अथर्थातः- "ब, संस्कृति विभाग

16. दान और पुर्त संस्थाएं इस मंत्रालय में व्यवद्युत विषयों से संबद्ध वान और काभिक विन्यास ।
17. छानवतियां जिनके अन्तर्गत वे छात्रवृत्तियां भी हैं जो इस विभाग में व्यबहुत विषयों के संबंध में विदेशी सरकारों और विदेशी अभिकरणों द्वारा प्रस्थापित की गई हैं ।
18. आधुनिक भारतीय भाषाओं के विकास हेतु स्वैच्छिक संगठनों को वित्तीय सहायता के अनुदान के लिए स्कीमें ।
19. दुर्लभ हस्तलेखों का प्रकाशन ।
20. अखिल भारतीय सांस्कृतिक संस्थानों को अनु- दान ।
21. भारतीय-विदेशी मांस्कृतिक सोसाइटियों को अनुदान
22. विवेशों से सांस्कृतिक करार भौर मैत्री संधियां ।
23. विदेशों से दान में प्राप्त पुस्तकों का वितरण ।

(3) "ब्र. समाज कल्याण विभाग " उपशीर्षक और उसके अंतर्गत प्रविष्टियों का लोप किया जाएगा;
(2) "नौवहन और परिवहन मंत्रालय " शीर्षक और उसके अंतर्गत प्रविष्टयों के पश्चात निम्नलिखित शीर्षक और प्रविष्टियां रखी आँएंगी , अर्थातः

2. निःशक्त और श्रनियोज्य व्यक्तियों की महायता और मामाजिक सुरक्षा तथा मामा- त्रिक बीमा से संबंधित उपाय , उम सीमा तक छोड़कर, जहां तक ये किम अन्य विभाग को आबंटित हैं ।

1. ममाज कल्याण, समाज कल्याण योजना, परि- योजना बनाना, अनुसंधान , मूल्यांकन, सांख्यिकी और प्रशिक्षण ।

10. जरूरत मन्द बालको को , जिनमें अनाथ बालक सम्मिलित है , देखभाल और विकास के लिए संस्थागत और गैर- संस्थागत सेवाएं तथा अनाथालाय ।
11. संयुक्त राष्ट्र अन्तर्राष्ट्रीय बालको की आपात निधि ( यूनिमेफ) ।
12. शारीरिक और मानसिक रूप से निःशक्तो की शिक्षा, प्रशिक्षण, पुनर्वास और कल्याण ।
13. शारीरिक रूप से नि.शक्त और मंदितमना लांगो के लिए राष्ट्रीय संस्थान ।
14. राष्ट्रीय अन्ध केन्द्र, जिसमें केन्द्रीय ब्रेल मुद्रणालय , बेहराडून सम्मिलित है ; वयस्क बधिर प्रशिक्षण केन्द्र तथा आशिक रूप से बधिर बालको का विद्यालय , हैवराबाद; मंदितमना बालकों का माडल विद्यालय नई दिल्ली और अन्य राष्ट्रीय संस्थान ।
15. केन्द्रीय समाज कल्याण बोर्ड ।
16. सामाजिक और नैतिक स्वास्थ्य कार्यक्रम ।
17. भिक्षावृत्ति, किशोर अवारागर्दी भ्रपचारिता और कोआपरेरिटष फार अमेरिकन रिलीफ एवरीव्हेयर के अन्य कार्यक्रम ।
18. किशोर अपराधियों की परिर्वक्षा ।
19. सामाजिक सुरक्षा के सभी मामलों पर अनु संधान, मूल्यांकन, प्रशिक्षण , सूचना का आदान- प्रवान, और तकनीकी मार्ग दर्शन, जिसमें सुधारात्मक सेवाए सम्मिलित हैं ।
20. नशावन्दी संबधी सभी मामले ।
21. मादक द्रव्य व्यसन के शिक्षा और समाज कल्याण संबंधी पहलू ।
22. इस विभाग को श्रवटित विषयों से संबंधित पूर्ण और धार्मिक विन्याम ।
23. इस विभाग को आबंटिन विषयों के संदर्भ में स्वैच्छिक प्रयासों का उन्नयन और विकास ।
24. केन्द्रीय लोक सहयोग संप्थान । अनुसंधान तथा प्रशिक्षण
25 राष्ट्रीय सामाजिक रक्षा संस्थान ।
26 आर्टीफिशियन लिग्म मैन्युफैक्चरिंग कारपोरेशन आफ इडिया, कानपुर ( अलिमको ) ।
27. केयर कोआपरेटिव फार अमेरिकन रेमिटैन्मिज टू यूरोप ) की गतिविधियों का समन्वयन ।
28. सूची में विनिर्दिष्ट विषयों में से किसी में संबंधित श्रन्य मभी भवरून या श्रधीनम्थ कार्यालय श्रथवा अन्य संगठन ।
29. निम्नलिखत अधिनियमो का प्रशासनः--
( क) स्त्री तथा लडको अनसिक दमन अधिनियन 1956, व्यापार
(ख) अपराधी परिवीक्षा अधिनियम 1958 और
(ग) बालक अधिनियम , 1960 " ;
(iii) "संस्कृति विभाग" शीर्षक और उसके अंतर्गत प्रविष्टियों का लोप किया जाएगा ।

S.O. 537 (E) . In exercise of the powers conferred by clause (3 ) of article 77 of the Constitution, the President hereby makes the following rules further to amend the Gov- ernment of India ( Allocation of Business) Rules , 1961 , namely:-
1. ( 1) These rules may be called the Government of India (Allocation of Business ) (Оne brundred and thirty - sixth Amend- ment) Rules , 1979 .
(2) They shall come into force on the date of their publi- cation in the Official Gazette .
2. In the Government of India (Allocation of Business ) Rules , 1961 (hereinafter referred to as the said rules )-
(a) in the First Schedule-
(i ) for entry 5, the following entry shall be substituted namely:-

( i) Department of Education (Shiksha Vibhag) ;

(ii) after entry 19 , the following entry shall be inserted, namely:-
" 19A . Ministry of Social Welfare (Samaj Kalyan Mantralaya ) " ;
(iii) entry 25 shall be omitted;
(b) in the Second Schedule to the said rules-
(i) in the entries under the heading " MINISTRY OF EDUCATION AND SOCIAL WELFARE ( SHIK- SHA AUR SAMAJ KALYAN MANTRA- LAYA) "

41. All other attached or subordinate offices or other organisations concerned with any of the subjects specified in this list. " ;
