NOTIFICATION
New Delhi, the 18th October, 1979
S.O. 599(E).—In exercise of the powers conferred by clause (3) of article 77 of the Constitution, the President hereby makes the following rules further to amend the Government of India (Allocation of Business) Rules, 1961, namely :—
1. (1) These rules may be culled the Government of India (Allocation of Business) (One hundred and thirty- eighth Amendment) Rules, 1979,
(2) They shall come into force on the date of their pub- lication in the Official Gazette.
2. In the Government of Tndia (Allocation of Business) Rules, 1961, in the Second Schedule,—
(a) under the heading "MINISTRY OF LABOUR (SHRAM MANTRALAYA)", under (he sub-heading "Part V—Miscellaneous Business", for entries 22 and 25A, the following entries shall respectively be substituted, namely :—
"22. Administration of laws connected with safety and welfare in mines, other than coal mines; organisations of the Chief Inspector of Mines and Mica Mines Welfare." ;
"25A. Administration of Employees' State Insurance Act, 1948 (34 of 1948), Employees' Provident Funds and Miscellaneous Provisions Act, 1952, and Payment of Gratuity Act, 1972 (39 of 1972).";
(b) under the heading "MINISTRY OF LAW, JUSTICE AND COMPANY AFFAIRS (VIDHI, NYAYA AUR KAMPANI KARYA MANTRALAYA)", under the sub-heading "A. DEPARTMENT OF LEGAL AFFAIRS (VIDHI KARYA V1BHAG)" after entry 13, the following entry shall be inserted, namely :—
"13A. Foreign Exchange Regulation Appellate Board." ;
(c) under the heading "MINISTRY OF PETROLEUM, CHEMICALS AND FERTILIZERS (PETROLEUM, RASAYAN AUR URVARAK MANTRALAYA)", under the subheading "B. DEPARTMENT OF CHEMICALS AND FERTILIZERS (RASAYAN AUR URVARAK VIBHAG)", for the existing entries, the following entries thall be substituted, namely :—
"1. Production of fertilizers.
2. Drugs and Pharmiiceuticnls.
3. Insecticides (excluding the administrtition of the
Insecticides Act, 1968).
4. Molasses—distribution and pricing.
5. Alcohol—Industrial and potable, including the
Indian Power Alcohol Act, 1948 (22 of 1948).
6. Dye-stuffs and dye-intermediates.
7. All organic and inorganic chemicals, not specifi;
cally allotted to any other Department. 8. Planning, development and control of, and assis- tance to. all industries dealt with by the Department.
9. All attached or subordinate offices or other organisations concerned with any of the subjects specified under this Deparfment.
10. Public sector projects concerned with the subjects included under this Department, except such projects as are specifically allotted to nny other Ministry or Department.
11. Inflammable Substances Act, 1952 (20 of 1952).
12. Pyrites, Phosphates and Chemicals Limited.";
(d) under the heading "MINISTRY OF STEEL, MINES AND COAL (ISPAT, KHAN AUR KOYALA MANTRALAYA)", under the sub-heading "C. DEPARTMENT OF COAL (KOYALA VIBHAG)", after entry 5, the following entries shall be inserted, namely : —
"5A. The Goal Mine* proyident Fund Organisation ;
5B. The Coal Mines Welfare Organisation ;
5C. Administration of the Coal Mines Provident Fund and Miscellaneous Provisions Act, 1948 (46 of 1948) ;
5D. Administration of the Coal Mines Labour Wel- fare Fund Act, 1947 (32 of 1947).".
