का० प्रा ० 601 ( प्र). राष्ट्रपति द्वारा जारी किया गया निम्नलिखित श्रादेश सर्वमाधारण की जानकारी के लिए प्रकाणित किया जा रहा है:-
"आदेश
यनः मैं , नीलम संजीव रेड्डी, भारत के राष्ट्रपति ने 12 नवम्बर, 1978 को संघ राज्य क्षेत्त शासन अधिनियम , 1963 ( 1963 का 20 ) (जिसे इसमें इसके पश्चात् " अधिनियम " कहा गया है ) के कतिपय उपबन्धों का प्रवर्तन पाण्डिचेरी संघ राज्य क्षेत्र के संबंध में उस तारीख से छः मास की कालावधि के लिए निलम्बित करते हुए और कतिपय आनुषंगिक और पारिणामिक उपबन्ध बनाते हुए जो मुझे उपर्युक्त कालावधि में पाण्डिचेरी संथ राज्य क्षेत्र का प्रशासन संविधान के अनुच्छद 239 के उपबंधों के अनुसार चलाने के लिए आवश्यक और समीचीन लगे थे, एक आदेश किया था;
और यतः मैंने , उक्त आदेश के अधीन निलम्थित अधिनियम के उप- बंधों के प्रवर्तन के निलम्बन को 12 मई, 1979 से छः मास की और अवधि के लिए जारी रखते हुए 10 मई , 1979 को एक और आदेश किया था;

और यतः मेरा यह समाधान हो गया है कि पाण्डिचेरी संघ राज्य क्षेत्र में स्थिति अभी भी ऐसी धनी हुई है कि उस संघ राज्य क्षेत्र का प्रशासन अधिनियम के उपबंधों के अनुसार नहीं चलाया जा सकता और संघ राज्य क्षेत्र के उचित प्रशासन के लिए यह आवश्यक है कि उक्त प्रथम आदेश के अधीन निलम्बित किए गए अधिनियम के उपबंधों का प्रवर्तन निलम्बित घना रहना चाहिए और उसमें किए गए भानुषंगिक और पारि- णामिक उपबंध धारह मास की अवधि के परे प्रवृत्त बने रहने चाहिए;
श्रतः अब अधिनियम की धारा 51 द्वारा प्रवत्त शक्तियों और उम निमित्त मुझे समर्थ बनाने वाली अन्य सभी शक्तियों का प्रयोग करते हुए मैं, नीलम संजीव रेड्डी, भारत का राष्ट्रपति, एतद्वारा निदेश देता :--
( क) कि उक्त प्रथम आवेश के खण्ड ( क) के फलस्वरूप निलम्बित अधिनियम के उपबंधों का निलम्बन और उक्त आदेश के खंड (ख) के फलस्वरूप बनाए गए आनुषंगिक और पारिणामिक उपबंध 12 नवम्बर , 1979 से दो मास और चार दिन की और कालावधि के लिए प्रवर्तित रहेंगे; और
(ख) यह कि उक्त प्रथम आदेश के खण्ड ( क ) में "एक वर्ष" शब्दों के स्थान पर "एक वर्ष , दो मास और चार दिन " शब्द प्रतिस्थापित किए जाएंगे ।

NOTIFICATIONS
New Delhi , the 26th October , 1979
S.O. 601 ( E) . The following Order made by the President is published for general information :--
ORDER
Whereas I , Neelam Sanjiva Reddy , President of India had on 12th November 1978 , made an Order suspending for period of six months from that date the operation of certain provisions of the Government of Union Territories Act , 1963 (20 of 1963 ) , ( hereinafter referred to as " the Act " ) in relation to the Union Territory of Pondicherry , and making certain incidental and consequential provisions which appeared a to me to be necessary and expedient for administering the Union Territory of Pondicherry in accordance with the provisions of article 239 of the Constitution during the aforesaid period :
And whereas I had on the 10th May, 1979 , made a further Order continuing the suspension of operation of the provi- sions of the Act suspended under the aforesaid Order , for a further period of six months with effect from the 12th May. 1979 ;
And whereas I am satisfied that the situation in the Union Territory of Pondicherry continues to be such that the ad- ministration of that Territory cannot be carried on in accor- dance with the provisions of the Act and that for the proper administration of that Union Territory , it is necessary that the operation of the provisions of the Act suspended by me under the first mentioned Order should continue to remain suspended and the incidental and consequential provisions made therein should continue to operate beyond the period of twelve months ;
Now, therefore , in exercise of the powers conferred by section 51 of the Act and all other powers enabling me in that behalf, I, Neelam Sanjiva Reddy , President of India hereby direct-
(a) that the operation of the provisions of the Act suspended by virtue of clause ( a) of the first men- tioned Order shall continue to remain suspended and the incidental and consequential provisions made by virtue of clause (b ) of the said Order shall con- tinue to be operative for a further period of two months and four days with effect from the 12th November , 1979 ; and
(b) that for the words " one year " occurring in clause (a) of the first mentioned Order , as subsequently amended the words " one year , two months four days " shall be substituted. and

यतः मैंने, नीलम संजीव रेड्डी, भारत के राष्ट्रपति ने, 27 अप्रैल , 1979 को संघ राज्य क्षेत्र शासन अधिनियम , 1963 ( 1963 का 20 ) (जिसे इसमें इसके पश्चात् " अधिनियम " कहा गया है ) के कतिपय उप-

बभ्धों का प्रवर्तन गोवा, दमण व दोष संघ राज्य क्षेत्र के सम्बन्ध म उभ तारीख से छः मास की कालावधि के लिए निलम्बित करते हुए, और कतिपय आनुषंगिक और पारिणामिक उपबन्ध बनाते हुए जो मुझे उपर्युक्त कालावधि में गोवा, दमण व दीव संघ राज्य क्षेत्र का प्रणामन संविधान के अनुच्छेद 239 के उपबंधों के अनुसार चलाने के लिए आवश्यक और समीचीन लगे थे; एक श्रादेश किया था ;
और यतः मेरा यह ममाधान हो गया है कि उक्त संघ राज्य क्षेत्ल में स्थिति अभी भी ऐसी बनी हुई है कि उस संघ राज्य क्षेत्र का प्रशासन अधिनियम के उपबंधों के अनुमार नही चलाया जा मकता और संघ राज्य क्षेत्र के उचित प्रशासन के लिए यह आवश्यक है कि उक्त श्रादेश के अधीन मेरे द्वारा निलम्बित किए गए अधिनियम के उपबन्धों का प्रवर्तन निलम्बित बना रहना चाहिए और उसमें किए गए आनुषंगिक और पारिणामिक उप- बन्ध उक्त भादेश में उल्लिखित छः माम की अवधि के परे प्रवृत्त बने रहने चाहिए;
अतः अब अधिनियम की धारा 51 द्वारा प्रदत्त शक्तियों और उस निमित्त मुझे समर्थ बनाने बाली अन्य सभी शक्तियों का प्रयोग करते हुए, मैं एतद्वारा निवेश देता हूं:-
(क) कि उपरोक्त श्रादेश के खण्ड (क ) के फलस्वरूप निलम्बिन अधिनियम के उपबन्धों का निलम्बन और उक्त भवेश के खण्ड (ख ) के फलस्वरूप बनाए गए श्रानुषंगिक और पारिणा- मिक उपबंध 27 अक्तूबर, 1979 से दो माम और बीस दिन की और कालावधि के लिए प्रतित रहेंगे; और
(ख) यह कि उक्त श्रवेश के खण्ड ( क) में " छः माम" शब्दों के स्थान पर "भ्राठ मास और बीस दिन" शब्द प्रतिस्थापित किए जाएंगे ।

Wirereas I, Neelam Sanjiva Reddy, President of India bad on the 27th April , 1979 , made an Order suspending , for a period of six months from that date the operation of certain provisions of the Government of Union Territories Act , 1963 (20 of 1963 ) , ( hereinafter referred to as " the Act ") in relation to the Union Territory of Goa, Daman and Diu , and making certain incidental and consequential provisions which appeared to me to be necessary and expedient for administering the Union Territory of Goa , Daman and Diu in accordance with the provisions of article 239 of the Constitution during the aforesaid period ;
And whereas , I am satisfied that the situation in the Union Territory continues to be such that the administration of that Territory cannot be carried on in accordance with the provi sions of the Act and that for the proper administration of the Union Territory, it is necessary that the operation of the provisions of the Act suspended by me under the said Order should continue to remain suspended and the incidental and consequential provisions made therein should continue operate beyond the period of six months mentioned in the said Order ; to 1065

(b) that for the words " six months " occurring in clause (a) of the aforesaid Order, the words " eight months and twenty days" shall be substituted ,
